Wiltshire Council intends to award a contract for the supply (rental) of vending machines and associated stock to be made available for resale in its leisure centres. Wiltshire Council’s leisure facilities currently comprise 20 leisure centres, 6 of which offer vending provision, and as such are in scope for the contract.
The Home from Hospital service provides short-term practical and emotional support (excluding personal care) for up to six weeks, seven days a week, for Wiltshire residents aged 18+ who are being discharged from hospital.
The service supports a safe and smooth transition home, helping people regain confidence and independence and reducing the risk of readmission. It supports discharges on Pathway Zero (returning home independently with no further support) and Pathway One (returning home with homecare), with support gradually tapered as recovery progresses to help avoid long-term support wherever possible.
The new contract is scheduled to commence on 1 July 2027.

Wiltshire Council are seeking a provider to deliver our Portage Home Visiting Service, to improve the individual development, learning and wellbeing of children aged 0-5 years with additional/complex needs living in Wiltshire.
The service aims to
· Support parent carers to help enable their child(ren) with special educational needs and disabilities (SEND) to realise their potential.
· Support children and their families to be included within their mainstream provision within their local community where possible.
· Work closely with local authority teams and other organisations supporting early years children and their families to maximise efficiencies and reduce any possible duplication of work.
· Work with Wiltshire Council officers and other organisations to help ensure all early year’s staff from settings that seek your support feel confident that they can support a child with SEND to access and enjoy their early years setting.
· Empower parents to become independent in supporting their children’s educational, health and social needs.
The services will operate term-time only, 38 weeks a year.
Wiltshire Council will be holding a provider consultation event for this opportunity on Thursday 14th September between 11am-12 noon via Microsoft Teams. This session will involve a short presentation regarding the project, indicative tender timelines and there will also be opportunity for providers to ask questions.

Wiltshire Council intend to appoint a main Contractor via a two-stage procurement opportunity to deliver an important project on a full design and build basis across three primary schools in Wiltshire.
Stage 1 of the procurement process is to seek expressions of interest from prospective Contractors with a view to shortlisting a maximum of four Contractors to be invited to submit a tender for the project.
Stage 2 of the procurement process will be the Invitation to Tender (ITT) itself.
The Requirement:
The following schools have been identified by the Council as having temporary classrooms which are in a dilapidate state and are in need of replacement by way of either new build developments (Hullavington and Minety), and internal alterations and refurbishment of existing school buildings (Frogwell Primary School):

The purpose of this procurement opportunity is to appoint a contractor on a full design and build basis, in the first instance operating under a Pre-Construction Services Agreement and working closely with the Schools and the Council through RIBA Work Stages 1 to 4. This Stage 1 appointment will include the following outputs:
1. Operating under a single PCSA to deliver the RIBA Work Stages 1 to 4 inclusive for each of the three schools including.
2. The appointment of a Design Team to work with the School and the Employers Representative to fully design each of the three projects to the end of RIBA Stage 4 (technical/construction design) and to present the design for approval at the end of each RIBA work stage including cost plans for Employer approval,
3. To develop a detailed programme for RIBA Stages 1 to 7 for acceptance by the Employer for each of the three projects,
4. To obtain Building Regulations approval and Planning Permission for each of the three projects,
5. To work collaboratively with the Employers Representative to produce a Fixed Price Lump Sum to deliver the construction works for each of the three projects for approval by the Employer.
On acceptance by the Council of the fixed price lump sum costs to deliver the construction works for each of the three projects, individual construction contracts will be entered into (JCT Intermediate form of contract with Contractor Design) for each school site. These will be the Stage 2 works, and each school project will be delivered as a standalone project through RIBA Work Stages 5, 6 and 7 (Construction, Handover and in Use).
The indicative forecast cost estimate for the Stage 1 pre-construction works is £450k + VAT and the indicative forecast cost estimate of the Stage 2 post contract works is:

Wiltshire Council recognises the impact that poor mental health can have on an individuals’ ability to maintain employment and acknowledges the need for new and innovative approaches to improve mental health in the workplace. Sustaining Work will focus on employees in the workplace who are struggling with their mental health and wellbeing by providing support and interventions that will reduce the risk of them not being able to sustain working lives.
To focus on mental ill-health support for employers and employees with mental ill-health interventions and learning and development opportunities to help people achieve regular incomes and sustain work. It is recognised that to do this innovative approaches are required to improve mental health in the workplace. The service will primarily be aimed at businesses in Wiltshire, with a focus on small and micro businesses that may not have the internal infrastructure, such as a HR department or an occupational health team, to support staff in this way.
Provision of Volunteer Support Programme for Families with Children with SEND Need in Wiltshire
Wiltshire Council has a priority to ensure that families living in Wiltshire get the best start in life, this will be managed by offering early support services.
Wiltshire Council are seeking a Supplier who will offer early volunteer support to families. The Friends for Families service will support children of primary school age who have identified SEND are at risk of suspension or who have been suspended. The child may have behaviours that challenge in the home setting which impact upon their ability to access education.
Families identified will be those without an existing Wiltshire Council keyworker, social worker, SEND worker or Family Hub Practitioner. Access to the service will be agreed through the identification of need by schools. Identified children, who meet the criteria will be triaged by the Early Help Hub and forwarded to the supplier.
Children, young people and parents/carers will then access the service directly outside of school hours at a convenient time for the families from a volunteer local to the area. This support will take the form of visits and activities with the child.
The Supplier will need to provide the service face to face with young people, where possible, but also use other methods of contact and support – e.g. telephone, video calling

Wiltshire Council aim to commission an organisation that can be the designated Responsible Body, able to enter into conservation covenants (legal agreements) with Wiltshire Council as a landowner, to formally monitor the delivery of Biodiversity Net Gain on Council-owned land. A Responsible Body needs to be in place before we can register the BNG units that we generate from our conservation activities. These can then be potentially sold to developers as part of their BNG delivery commitments, easing the path of housing projects through Planning and unlocking the delivery of new homes in Wiltshire.
As the owners of this housing portfolio, Wiltshire Council have a number of responsibilities, for example *Regulation 4 of the Control of Asbestos Regulations 2006, for the maintenance and/or repair of domestic premises through a tenancy agreement or contract.
*Regulation 4 "Duty to Manage" requires the duty holder to find out whether your property contains asbestos, assess the risk, and develop a plan to manage that risk and act on it. Failure to comply could result in prosecution by the Health and Safety Executive (HSE).
The Council has both a legal and moral duty to be aware of asbestos in our properties and have robust plans in place to manage it. Wiltshire Council have completed renovations to our properties over the years to remove the risk of exposure to ACMs, for example new flooring has been installed over the existing flooring containing ACMs to offer additional protection.
