Warm and Safe Wiltshire is an initiative set up by Wiltshire Council, Swindon Borough Council and the Centre for Sustainable Energy (CSE) to counter the issue of fuel poverty. Warm and Safe Wiltshire acts as a single point of contact for energy advice with the aim of reducing fuel poverty in Wiltshire and Swindon and reducing the impact on the health system, through minimising GP & Hospital admission and preventable excess winter deaths.
Warm and Safe Wiltshire is targeted at people with medical conditions that are exacerbated by living in a cold home, this can include respiratory conditions, older people (65 and older) and people on a low income. The service provides a telephone advice line to people in fuel poverty who need support with their energy bills and keeping their home warm. Advisors offer home visits and ongoing case work to those in need of the most support. The service had access to funding for heating and insulation for some clients through third party funds.

Wiltshire Council - Administering Authority for Wiltshire Pension Fund is seeking to procure a provider for Mortality Screening, tracing and overseas life existence services.\r

A mortality screening process is a method of comparing a Pension Fund's pensioner and deferred membership data with various death registers in the UK to highlight all death cases of members to ensure that benefits are paid out in a timely manner and that records are kept up to date.\r

At points in a member's pension life cycle we may lose track of current addresses and use tracing services to locate and re-connect, also used to supply next of kin and death details to ensure benefits are paid out correctly.\r

Overseas Life Existence checks are completed as international death registers are not open to mortality screening so a method of ensuring benefits are still due to the overseas pensioners is required.\r

The A350 is one of the most important routes in Wiltshire. It is a primary north-south route with regional significance connecting the south coast with the M4 and onwards to Bristol and the Midlands. In Wiltshire it passes around the principal settlements of Chippenham and Trowbridge via the town of Melksham and on to Westbury and Warminster.\r
It has been a longstanding priority to improve north-south connectivity along the A350, and Wiltshire Council has been progressively bringing forward the dualling of the A350 Chippenham bypass.\r
Over recent years three major capital schemes (Phases 1, 2 and 3) have been brought forward to improve capacity and safety on the route, largely funded through successful Department for Transport (DfT) and/or Local Enterprise Partnerships (LEP) funding bids.\r
Most recently, an Outline Business Case (OBC) bid was made to DfT for funding to bring forward a scheme to complete the dualling of the A350 bypass at Chippenham.\r
In the spending review in October 2021 the government announced that it would allocate funds for a scheme to dual the remaining single carriageway sections of the A350 route round Chippenham. The project was also included within the list of forthcoming infrastructure projects as part of The Growth Plan 2022 published in September 2022.\r
Wiltshire Council and its consultants Atkins are now pressing forward to complete the design of the remaining Phases 4 and 5 of the scheme, and preparing the Full Business Case (FBC). Subject to the FBC being approved by the DfT, it is anticipated that construction works will be undertaken during 2024 and 2025.\r
The scheme is likely to include for the following key elements\r
Phase 4 dualling, widening the A350 over a total distance of some 1.5km to dual 2-lane between Chequers roundabout and Lackham roundabout. The dualling would take place within the existing wide highway verge to the west of the current carriageway.\r
Phase 5 dualling: widening the A350 over a total distance of some 1.75km to dual 2-lane between Cepen Park South roundabout and Bumpers Farm roundabout. Again, the dualling would take place within the existing wide highway verge to the west of the current carriageway. When implemented with Phase 4, this would extend the dualling to cover the full stretch of the A350 Chippenham Bypass.\r
Bumpers Farm Roundabout capacity enhancements: increasing the circulatory from 2 lanes to 3; signalising 4 approach arms; increasing approach arms from A350 (S), A420 (W), A350 (N) and A420 (E) to 3 lanes; and dualling the exits onto the A420 (E) and A420 (W) and\r
Lackham roundabout capacity enhancements: dualling the exit to the A350 north as part of the phase 4 works.\r
The works will be designed and built-in accordance with current standards and guidelines and will include for all key aspects of highway construction.

Wiltshire Council currently funds housing related support services which support vulnerable people to sustain and maintain tenancies. These services ensure that families and single people, including young people who are homeless or have had a history of unsettled housing, are able to access stable and secure accommodation and are supported to sustain their tenancies.\r

This contract relates to the provision of individually tailored housing related support that will be offered to single homeless people aged 18+ who have a wide range of often very complex needs. Service users may have mental health problems or learning difficulties, they may have offended, used drugs and/or alcohol, may be young people leaving care, they may have social exclusion issues, or they may belong to minority groups. Accommodation should ideally be distributed in and around the three mains hubs of Salisbury, Trowbridge/Devizes and Chippenham/Calne. The annual budget is in the region of £710,000 and we are seeking to commission approximately 30,800 of support hours per annum. \r
Lot 2 Young Parent \r
This contract relates to the provision of individually tailored housing related support that will be offered to young parents aged 16 - 24 years. The service would not require Ofsted registration. This service aims to support young women from their 24th week of pregnancy and single young mothers, fathers and couples with their babies up to their child's first birthday. \r
The annual budget is in the region of £54,000 and we are seeking to commission approximately 2,300 of support hours per annum. \r
This contract relates to the provision of individually tailored housing related support that will be offered to vulnerable young people aged 16 - 21 years and care leavers aged 18+ up to the age of 24 who have a wide range of often very complex needs. this service does not require Ofsted registration. Providers will be expected to have access to suitable and affordable accommodation that will be used by service users as their main or principle home when receiving the support from this contract. Consultancy Support for Management of Closed Landfill Sites

B4069 Lyneham Banks Repairs \r

In 2022 significant a significant landslip took place on the B4069 Lyneham in North Wiltshire. The resulting landslip dislodged around 90m of the existing carriageway downslope. The B4069 has been closed since February 2022 when the landslip took place, movements continued throughout the first part of 2022 until slowing significantly during the summer months. \r
\r
The B4069 is a regionally important route providing connectivity between junction 17 of the M4 and North Wiltshire as well as serving several local communities. The road when opened normally takes around 5500 vehicles a day. \r
It is proposed to stabilise the slope with a contiguous piled embedded retaining wall with capping and upstand at the top. The proposed structure will be constructed on the northern side of the B4069 with a length of approximately 109m. \r
\r
A in-situ reinforced concrete (RC) capping beam will be supported on a single row of 600 mm diameter bored concrete piles. The in-situ capping beam will be 1000 mm wide and 1500 mm deep structurally connected with the piles. The capping beam will be connected to tension micropiles to provide additional lateral ground support to the retaining wall.\r
\r
A vertical infill parapet or edge restraint is also considered to be provided at this location. The new parapet may be installed in the verge or attached directly to the capping beam at the back of the verge. Highway works will include reinstatement of the carriageway, pavement, drainage, and kerbs. To provide improvement to the existing highway drainage system, it is proposed that the highway shall be drained by a combination of gullies, carrier/ collector pipes and catchpits. The proposed highway drainage will outfall to a watercourse north of the B4069 via a new culvert. \r
\r
To ensure effective drainage of the site a number of land drainage measures will also be put in place on 3rd party land either side of the B4069. \r
\r
The works will be designed and built in accordance with current standards and guidelines, and will include for all key aspects of highway construction - piling, earthworks, carriageway, drainage, signage, and hard and soft landscaping works.

WO1906 - Leachate pumping system at Monument Hill Closed Landfill Site
Wiltshire Council has a requirement for legal advice and support For a leachate pumping system at Monument Hill Closed Landfill Site. To satisfy this need we are seeking quotations from suitable suppliers. This is a two year requirement. Monument Hill Closed Landfill Site (the Site) is an infilled valley, 2km east of the town of Devises, Wiltshire. It is understood to have been filled with household waste during the 1970s by Wiltshire Council (the Council) before being completed and closed. A culverted stream (the Stert Watercourse) originally flowed underneath the landfill, however the culvert failed resulting in contamination of the stream. In 1985 a new culvert was installed to divert the stream around the landfill. The old culvert, while being significantly reduced in flow, continued to discharge leachate into the Stert Watercourse. In 1993 a program of investigations culminated with the Council commissioning the installation of a constructed reedbed and associated pumping system. The reedbed system commenced operation in 1996 and has continued to treat leachate, before it is released into the Stert Watercourse under an environmental permit (original discharge consent), authorised by the Environment Agency (Permit ref: 012792/V001). \r
The reedbed was subject to a comprehensive overhaul in 2010 and is understood to have subsequently only received reactive maintenance since then. The associated leachate pumping system has been modified at some point in the past with a new pump/pumps and cable, but is currently in very poor condition. \r
The Site is not owned by the Council, but the Council does have a lease from the landowner (Grist Environmental Ltd.) for the purposes of access to monitor, manage, service and maintain the leachate management infrastructure in accordance with the conditions of the environmental permit. \r
The Council wish to appoint a contractor to remove elements of the current leachate pumping system and install and maintain, for a fixed duration, new equipment in accordance with this Specification. \r
