Wigan Council is seeking to receive applications for admittance to a Home to School Transport and Adult Social Care Transport Dynamic Purchasing System (DPS). In accordance with The Public Contract Regulations 2015, Regulation 34 (28(a)), Wigan Council is extending the DPS originally advertised in The Official Journal of the European Union (OJEU) with reference number 2015/S 078-138444 and extended by notices 2019/S 093-224781 and 2023/S 000-017392. For indicative purposes, the DPS will be extended until 23rd February 2029. Providers already on the DPS do not need to reapply as they will automatically remain on the DPS.

0138 Swan Lane Bridge Parapet Improvement Works Contract 2022#2
This scheme is to reconstruct with improvements the West Parapet following repeated vehicle impacts. The reconstruction works briefly comprise:
• Removal of the existing West parapet
• Construction of a new parapet beam and associated ties and piled foundation.
• Installation of a N2 containment level steel parapet system.
The Contractor to provide all necessary transport, tools, access & lifting equipment, appropriate welfare, water disposal and clearance on completion in order to carry out the works effectively.
Mayoral Chauffeur / Attendant and Transport Service 2022 - 2024 (2026)
Wigan Council is seeking a contractor to provide an executive style car with a regular experienced and professional chauffeur / attendant to the Mayor of Wigan as and when required in relation to the Mayor's engagements. This is to be a complete service.
The Mayor of Wigan attends engagements which can involve anything from meeting Royalty, opening local businesses or visiting local communities. Engagements are generally restricted to the Wigan area and those that fall within Greater Manchester although on occasions the Mayor is expected to attend an event further afield. Further details around the number of engagements can be found within the Invitation to Tender documentation.
There will also be occasions when it will be necessary to supply two executive style cars with experienced professional chauffeurs / attendants for use when the Deputy Mayor is also required to be on duty.
The chauffeur / attendant will also be expected to carry out a range of duties and responsibilities at Mayoral engagements and functions.

The contract will be for an initial period of two years from July 2022 with the option to extend for two further periods of twelve months each reviewed on an annual basis.

The Children Act 2004 and as amended by Children and Social Work Act 2017 requires the three safeguarding partners to have a shared and equal duty to make arrangements to work together to safeguard and promote the welfare of all children in a local area. Working Together to Safeguard Children 2018 has set out the arrangements for an independent scrutiny function, which should provide the critical challenge and appraisal of the multi-agency safeguarding arrangements. The role of Scrutineer will be independent of the Safeguarding Partnership.
In the Wigan Borough the Safeguarding Children's Partnership will encompass the requirements of the Safeguarding Children Partnership as per the Children and Social Work Act 2017. The Independent Scrutineer is accountable to the strategic leads appointed by the three safeguarding partners and will work in collaboration with Independent Chair of the Wigan Safeguarding Children's Partnership.
Within Wigan, our Safeguarding Partnership is in a key position to help deliver our collective ambitions for the borough outlined in our Deal for 2030 Strategy, as well as help shape and deliver our joint locality plans. The scrutineer role is being introduced to help the partnership shape and develop our joint approaches that assist with embedding a whole family, life course approach to safeguarding, and critically to help us draw in the lived experience of young people and their families into planning and delivery of strength-based interventions and practice.
The role of Independent Scrutineer is to:
• Provide assurance in judging the effectiveness of multi-agency arrangements to safeguard and promote the welfare of all children in the Wigan Borough, including arrangements to identify and review serious child safeguarding cases.
• Provide independent scrutiny as part of a wider system which includes the independent inspectorates' single assessment of the individual safeguarding partners and the Joint Targeted Area Inspections
• Act as a constructive critical friend and promote reflection to drive continuous quality improvement
• Consider how effectively the safeguarding arrangements are working for children, young people and their families as well as for practitioners; and how well the safeguarding partners are providing strong and effective leadership
• Contribute to an annual report which will be published on the Wigan Safeguarding Children's Partnership website.

The fostering service is committed to the aims of meeting the placement needs of current and future children looked after and care leavers.
We are committed to supporting positive outcomes through understanding the assets and needs of our children looked after and care leaver population, including current provision and identifying measures that need to be put in place to ensure that there is an appropriate range of provision to meet future projected need.
In our commitment of permanence and our ambition to find the right placement for children looked after we aim to reduce the number of placements out of the borough and in residential care. We strongly believe that family-based care in the child or young person's community is usually the right option for them, whether that is with a special guardian, foster carers, or connected person/people and ultimately improves outcomes for our children and young people.
We will meet placement sufficiency needs by promoting family-based care wherever possible to meet the needs of the Wigan children looked after profile and our vision for children and young people in the Borough.
The fostering service main responsibilities are:
• Recruitment of Foster Carers
• Assessment and Support of Family and Friends Foster Carers
• Pre-approval training of Foster Carers
• Assessment and approval of Foster Carers
• Attracting and retaining Foster Carers
• Post Approval Training
• Supervision & support of Foster Carers
• Delivery of the Mockingbird programme
• Consultation and communication with Foster Carers
• Referral of children for placements, including emergency and temporary placements
• Promoting children's health, emotional development, education and leisure opportunities
• Approving, reviewing and terminating approvals of foster carers through the function of a fostering panel
Wigan Council are the lead commissioners of this provision.
This service will be for an Independent Fostering Panel Chair.
The initial contract period for this service will be 2 years. The role will commence on: 1st September 2022 - 31st August 2024. The role also has the option to utilise one separate (1 year) contract extension following annual service reviews and funding being agreed.
The recipients of this service will be children and young people in the care system 0-18 years from across all areas of the Wigan Borough and approximately 36 panels each year. The Fostering Panel Chair will be required to be available to chair 18 panels each per year.
There will be no formal base for this provision required.
Security and Stewarding Services 2022 - 2023 (2025)
The purpose of this contract is to provide security and stewarding services by trained, vetted and Security Industry Authority (SIA) licensed staff at a variety of events organised predominantly by the Wigan Council Events Team. The contract is for the period from 1st August 2022 until 31st July 2023 with the potential of a contract extension of up to 2 years (extendable via two 12-month extension options). REDEVELOPMENT OF NORLEY HALL ADVENTURE PLAY: LEAD CONSULTANT
Wigan Council require a lead consultant to develop the feasibility design, progress the project through the planning process, develop the detailed design for procurement and project manage the redevelopment of Norley Hall Adventure Playground, Lamberhead Road, Wigan, WN5 9TU.
The GMCA Adult Education Budget (AEB) is a single budget stream bringing together adult further education (all 19yrs+ provision with the exception of apprenticeships/ traineeships), community learning, and discretionary learner support. The AEB is intended to fund provision which supports the local labour market and economic development. In particular, it focuses on ensuring that adults have the core skills that they need for work, including guaranteeing a number of statutory entitlements relating to English, maths and digital skills, as well as first Level 2 and 3 qualifications and English for Speakers of Other Languages (ESOL).
AEB covers structured adult education classes taught by professionally qualified teachers. Courses vary in duration and in a variety of venues. AEB is delivered by learning providers or organised by people for themselves through face-to-face groups, online communities and/or personal projects.
The Council are seeking learning offers which lead to progression into sustainable work and higher further learning opportunities.
The works consists of abrading existing protective paint coatings on three structures with P2 steel parapets and applying paint coatings in-situ. All the work is to be undertaken from the highway.
All painting works to be screened off whilst the work is in progress. All edges which are liable to falls and dropping of materials on to the canal, the adjacent land or properties shall be protected at all times by temporary barriers, nets & handrails. Therefore robust protection system will be required to carry out these works.
The canal tow paths are not to be used for carrying out these painting works. Plant, equipment or materials will NOT be allowed to be stored on Canal & River Trust land.
393 - Direct Payment Workforce Recruitment and Development Service
Within Wigan we are committed to personalisation and ensuring that those eligible for support will have the opportunity to receive a Personal Budget. As part of this commitment, we are looking to commission a Service Provider to offer practical support to attract, match and secure a Personal Assistant in addition to providing clear information and advice to individuals residing in the Borough who have been assessed as having eligible social care needs and have chosen a Direct Payments. The employment and availability of Personal Assistants is important in ensuring people have choice and control in their care.
The aim of the service is to provide both support to individuals who are seeking to recruit Personal Assistants through the development of a Personal Assistant register whilst offering support to individuals to recruit, select and employ, allowing them to have the capacity to choose, arrange and pay for their own services whilst maintaining consistency of support and achieving agreed outcomes.
The service provision will encompass the following areas
• Promotion of Value Based Recruitment and Employing of Personal Assistants
• Develop and maintain and Personal Assistants register

Wigan Council is looking for an experienced provider with a detailed understanding of how to manage mass delivery services to deliver 'Borough Life', Wigan Council's resident's magazine, to every household in Wigan Borough. Flexibility and an ability to work to tight deadlines are essential.
There are three editions of Borough Life per year and these have historically been published in February, July and November. The first edition to be distributed under this contract will be in November 2022.
The required distribution of the magazine per edition under this Specification is as follows:
• 148,000 residential deliveries per edition (received by the distributor from the printer, bulk packed on pallets). You would be required to deliver to every household in Wigan Borough.
• 9,600 copies packed in boxes of 100 copies per box per edition (bulk deliveries - delivered by the printer to the distributor). You would be required to deliver boxes to Council addresses which will be supplied in advance for each edition. There is currently a list of 53 addresses around Wigan Borough. Additional copies and locations may need to be added to this list over time.
• 1,000 copies delivered to Wigan Town Hall.
Additional copies may be required to be delivered for certain print runs e.g. to coincide with the Wigan 10 Kilometre run up to 5,000 additional copies (3,000 currently needed) or if there is a more general increase to the number of copies required.
We require all copies to be delivered within 21 days of receipt of the magazines from our print supplier.

The objective of this tender process is to appoint a supplier to develop educational resources and a marketing campaign to provide information that will encourage the public to make positive changes in their behaviour to reduce pollution from traffic. The audience will include schools, community, and health care settings.
Wigan Council has been awarded a DEFRA Grant to develop and deliver an information campaign to raise awareness of air pollution and promote behaviour change amongst residents, children and their parents. The aim is to reduce their exposure to air pollution and to increase levels of active travel within the borough.
The project has two strands:
• Firstly, to develop and produce materials/resources for education campaigns to be delivered in schools (appropriate for KS3 and 4) and in community settings. The campaigns will be delivered by an Education Officer appointed by Wigan Council, and the teachers.
• The second strand is to develop an information / educational campaign targeted primarily at the community and healthcare settings to improve their knowledge and awareness of air quality issues, how to decrease exposure to air pollution and lower their own emissions using simple behaviour change approaches.
The maximum project budget for this commission is £60,000 excluding VAT. The overall project will take place across a 2-year timeline, with various elements of the project needing to be completed at specified time intervals.
