Wickham & Knowle Parish Council in Hampshire is pleased to invite suitably qualified and experienced companies to submit tenders on a design and build basis for the construction of a new pavilion in Wickham Recreation Ground. This project aims to replace a no-longer fit-for-purpose existing pavilion on the site. The Council wishes to receive tenders for two sizes of building:
Design 1: two changing rooms (including WC and showers) for teams and a changing room and shower for match officials. In addition, the Parish Council wishes to include a small kitchen, office space for 2 staff, small meeting room (for up to 25-30 people seated) together with storage space for chairs, tables, 2 adult sized goals and nets. There should also be external access for male and female toilets.
Design 2: two changing rooms (including WC and showers) for teams and a changing room and shower for match officials, small meeting room (for 20-30 people standing), small kitchen and storage and external toilets as per Design 1.
Tenders are required that provide costs for the full space specifications as described above.
The building should be modular, single storey, probably made of wood but alternative materials in keeping with the village environment would be considered. Groundworks and fitting out costs are to be included in the tender.
Tenders may optionally submit proposals and costs for demolition and removal of the existing pavilion: the replacement may be sited on the footings of the existing pavilion, but it is not essential. Water, power and foul drainage is present at the existing pavilion.
Tenders will be assessed against the Council's priorities which include approach and methodology, value for money, experience, health and safety and risk management, design and quality and a sustainable approach. Weightings are stated in the Council's tender documents.
The successful Contractor should have proven experience in delivering sports pavilions, compliance with all safety and regulatory standards, relevant and sufficient insurance, financial stability and the necessary machinery. The scope of the works is in the tender documents. Tenderers should state their expected critical dates in the information submitted. All dates are to be agreed with the Parish Council.
