The South West Local Net Zero Hub (previously Local Energy Hub) is seeking evaluation consultants with a strong knowledge of the energy sector and local government to provide an independent evaluation of the Local Net Zero Hub Programme.
The evaluation will review delivery of the programme, its enabling activities to engage local government, business and communities and its pipeline of strategic energy projects, as well as exploring some of the opportunities, challenges and regional circumstances of each Hub to provide a nuanced understanding of impact.
The report will also make recommendations for how to best approach certain methodologies in a standardised and comparable way moving forward. These recommendations will be based on findings from the evaluation and consultation with key stakeholders, including BEIS and the Hub's management board and governance structures, as well as learnings shared from the other Hub evaluations.

• to provide efficient public transport alternatives where conventional bus and rail services cannot offer viable solutions.
• to connect areas of low skill, high unemployment, and low car ownership, with areas of high employment.
• to maximise the value of regional transport investments by increasing the catchment area of public transport through first/last mile connectivity.
• to improve congestion and air quality by reducing the reliance on single-occupancy car journeys and producing a modal shift, particularly in areas where public transport is not an option.
• to improve access directly to places of employment and therefore accelerate economic growth and productivity, particularly in areas of deprivation.
The technical requirements regarding the functionality and usability of the DDRT platform are detailed in the specification.
The DDRT trial is made up of two operating trial locations. The first of the trial zones should be ready to go live to the public in October/ early November 2022. The second should be live February 2023. Both trials will run for a year each. The DDRT service will be integrated with our MaaS platform and other modes in the region.

The SW Competition is a single funding opportunity which brings together two fuel poverty schemes. Through the SW Competition, Government aims to save households money, reduce fuel poverty, cut carbon, and support the aims of the Prime Minister's 10 Point plan for a Green Industrial Revolution. The SW Competition provides funding to upgrade homes both on and off the mains gas grid and is comprised of £286.8m for low-income households heated by mains gas through a third phase of LAD, and of £152.2m for low-income households off the gas grid through HUG 1, with a further c. £67m made available in April 2022, totalling c. £219m of investment in HUG 1. 7.
The SW Competition will provide funding to improve low energy performance off grid and on gas grid homes in England by installing Eligible Measures. A competition was launched on 16 June 2021 offering LAs and Local Energy Hubs the opportunity to apply for funding. Upgrades delivered through the SW Competition should be completed by the delivery deadline of 31 March 2023
This agreement concerns the installation of insulation and other energy efficiency measures, non-fossil fuel heating and micro-generation measures in the homes of households who are either on low incomes and are identified as suffering from fuel poverty1.
The Delivery Organisation is responsible for managing the end-to-end Customer Journey, which includes the requirements set out at 3.1 below
The Delivery Organisation will be required to use their existing supply chain or to put in place a supply chain to deliver the Services set out above.
This may involve sub-contracting for
Assessors,
Installers,
Retrofit Coordinators/ Inspectors and
other specialist services (Retrofit Designers, Architects, Structural Engineers, Asbestos identification and removal).
All will need to be compliant with PAS2030:2019 requirements and registered with the appropriate organisations, MCS, Trustmark etc. and work under the PAS2035 process where this is a requirement of the PAS.

The primary purpose of the SW Competition is to raise the energy efficiency rating of low-income and low EPC rated homes (those with D, E, F or G) on the gas grid and off the gas grid with an aim of upgrading homes to a target energy efficiency rating of EPC C, or EPC D where this is not possible
This funding will also support low-income households with the transition to low-carbon heating.
We expect the SW Competition to result in the following outcomes
Tackle fuel poverty by increasing low-income homes' energy efficiency rating while reducing their energy bills - a key principle of the SW Competition: Protecting Vulnerable Households in England Strategy 2021.
Deliver cost effective carbon savings to carbon budgets and progress towards the UK's target for net zero by 2050.
Support clean growth and ensure homes are thermally comfortable, efficient, and well-adapted to climate change.
Support economic resilience and a green recovery in response to the economic impacts of Covid-19.
The proposed study will be the first of its kind for the South West region and will play a significant role for the region, its Local Authorities, and stakeholders through development of future policy, strategy and delivery in training, education and workforce development over the coming years. It should be noted that this research and the expected outcomes are not likely to be delivered through the collation and analysis of secondary data. Engagement with partners, organisations and the private sector is expected in this undertaking
The output of this commission will inform several key areas of work within the region:
a) Supporting the development of funding bids, both at regional, LEP, local authority level and emerging new devolved structures in the region
b) Understanding the overall supply chain and its ability to deliver in the short, medium, and long term
c) Provide evidence to inform skills commissioning
d) Develop Inward investment and trade (sector development and specialisms)
e) Support actions concerning Covid 19 recovery
