The NHS Suffolk and North East Essex Integrated Care Board (the "Commissioners") are issuing this Contract Notice in connection with the competitive procurement of the Mental Health Support Teams North East Essex locality. The Commissioners are looking to establish contracts to cover the service, for a period 5 years and 3 months with the possibility of extending the term for a period 2 years. The anticipated aggregate contract value is £11,513,000.00 across the potential 7 years and 3 months. There are currently three MHSTs in schools in North East Essex with a further expansion of Wave 10 and an additional team in Jan 2024. The teams are located in North East Essex and the Commissioners are looking to build on the success of the existing schemes working within schools. The teams utilise local channels to ensure we are addressing inequalities, identify vulnerable children, children in need with consideration to ethnic diversity. Our broader ambition is to double the number of MSHTs in North East Essex; we have already identified a number of schools to take part in the next phase. The North East Essex MHSTs provide support across Colchester City and Tendring District area's covering Clacton and Tendring, Colchester, Harwich and Manningtree serving a population of approximately 62,773 CYP with an estimated prevalence of any MH disorder at 18.56%. 23 schools and colleges have already signed up to the programme with further schools interested. The North East Essex MHST programme targets those schools in the North East Essex in high deprivation areas. The MHSTs develop and implement the stepped care approach for mental health, so that the most effective, yet least resource intensive treatment or intervention is delivered to the CYP first, whilst helping those YP with more severe needs to access the right support, and to provide a link/onward referral to local specialist NHS CYP MH services where needed. Additional information: The Services to which this Procurement relate fall within Schedule 3 of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020). As such, the procurement of the Services is to be conducted as a bespoke process akin to the Open procedure, involving stages which are outlined within the suite of procurement documents. The Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services. The Authority may wish to introduce additional services during the lifetime of the contract ("Contract modifications"). Such contract modifications will be contemplated where additional requirements are similar and or complementary to the services already included in the Specification, at any given time. Such expansion would be by the addition of services commissioned by the Authority as named in the Contract Notice. The contract may be amended in terms of the original services supplied, where, following assessment it is identified that it is logical for additional services to be delivered in conjunction with this contract and by the provider, both in terms of actual service delivery and to avoid duplication of costs. These services may include but are not limited to other services and specialities formally delivered in integrated care system where it is foreseen that these services can be delivered more effectively as part of this contract. in accordance with Regulation 72 (1) (a) of the Public Contracts Regulations 2015 (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020).

The Suffolk and North East Essex Integrated Care Board (SNEE ICB) (the "Commissioners") are issuing this invitation to apply to be listed on the Mental Health and Learning Disabilities & Autism Support Framework (the "Support Framework"). The Support Framework has been established to allow Commissioners to work with named providers to transform and develop mental health services within the boundaries of the Ipswich and East Suffolk, West Suffolk Alliances, and North East Essex Alliance. The Support Framework forms a list of preferred providers who have declared an interest in one or more of the listed service areas of Crisis, Children, Young People and Families (CYP&F), Community and Learning Disabilities & Autism (LD&A). The preferred providers listed on the support framework will be approached in the first instance, prior to any open market competition, whenever an opportunity to be involved in the transformation, development and or delivery of mental health and learning disability and autism services is available. The Support Framework was established in April 2022 and so far, the preferred providers have been approached regarding the following services: • Support for Children & Young People (CYP) in crisis within a hospital or community setting that may require Tier 4 • CBT based transdiagnostic resources • Mental Health Safe Haven & Wellbeing Hub • Suffolk Community Connector Service • Therapeutic Family Service North East Essex • Serious Mental Illness & Physical Health - Peer-led Outreach • Children & Young Persons Admission Avoidance • Mental Health High Intensity Users Service • Children & Young Persons Mental Health and Emotional Wellbeing System Offer Mental Health and Wellbeing Services within Suffolk and North East Essex are undergoing a period of transformation and the Support Framework is intended to support these developments by allowing rapid access to providers to support specification development and service delivery.
