The West Midlands Growth Company is seeking to establish an agreement with a single supplier to provide IT Support and Maintenance for our both our systems and end users.
The West Midlands Growth Company is currently situated on the 11th floor of The Colmore Building in central Birmingham. Currently, the entire workforce operates on a hybrid working model which is expected to be in place for the foreseeable future.
There are a considerable number of services hosted in the Microsoft Business platform; these consist of SharePoint and Office 365. The file sharing uses the SharePoint platform, the historic document management system and finance applications can be accessed via a remote desktop connection to a virtual server, which will need to remain in place throughout the term of this contract.
The initial term of this agreement will be from 5th August 2024 until 31st March 2025 with the option to extend for a further two years, reviewed on an annual basis, subject to future funding and ongoing requirements. If the break clause is to be executed, there will be a minimum notification period of three months provided.

The project outputs are required to inform regional and local visitor economic strategy, positioning and tactics in its work to promote and develop the Visitor Economy as required via its Service Level Agreement with local councils.

This will help facilitate the regeneration of the built environment, one of WMGC's organisational goals.
The successful supplier will be responsible for the delivery of a DMP which will be a high-profile, high quality, market facing tool with a market leading 'look and feel'. Once complete the DMP will be in full ownership and control of the WMG. This is to allow for the ability to edit information in real time to reflect the true position of the proposition.
The successful supplier needs to be able to demonstrate that the platform will be able to communicate with ZOHO, our CRM system, to ensure that expressions of interest are accurately captured. This is to help with lead generation and enhance our reporting to our shareholders.

This piece of work needs to track progress against a series of key perceptions metrics
(i) awareness/familiarity with the region's offer as an investment, business and tourism destination.
(ii) positive/negative sentiment about the region's offer and
(iii) consideration of the region's offer - i.e. likelihood of recommending, investing in or visiting the West Midlands.
It needs to target the following key audiences
(i) domestic and overseas visitors and
(ii) key intermediaries that influence investment in the West Midlands - to include investment advisers, business conference organisers, sporting event organisers and travel trade professionals and a range of priority markets. These will be based on the region's new Internationalisation Strategy and will be agreed with the successful supplier.
It needs to track the effectiveness of our marcomms activity in terms of (i) market cut through - the proportion of our target audiences in key target markets that can recall our campaigns and (ii) the uplift in visibility/awareness, positive sentiment and consideration achieved. It also needs to inform the marcomms strategies and tactics of WMGC and its regional partners- providing insights on the perceived strengths and weaknesses of the region's offer, what our target audiences associate the region and the most effective communication channels.

Global West Midlands Programme Beneficiary Survey. - AWARD
The West Midlands Growth Company (WMGC) has a requirement to establish an agreement with a sole supplier to provide specialist support for the requirements included in the scope of this Request for Quotation (RFQ) process.
Global West Midlands is a two-year funding programme that has underwritten WMGC's activities in 2023-24 and 2025. As part of the final evaluation of the programme, a survey of its beneficiaries is required. This should seek views on the effectiveness of the processes and approaches that have been implemented to deliver the programme, what has worked well, what has worked less well, areas of good practice, and lessons that can inform the delivery of future programmes.
Measurable Outputs:
o A survey of 30-40 programme beneficiaries (inward investors, business conference organisers, sporting federations and travel trade professionals).
o A set of interview write-ups and a summary report, highlighting key findings.
A survey of a sample of 30-40 programme beneficiaries (inward investors, business conference organisers, sporting federations and travel trade professionals) is required which should focus on:
o The effectiveness of their initial engagement with the programme and the support they received.
o Any aspects that they feel went particularly well or less well.
o Gathering evidence to further inform the analysis of the economic impact of the programme - notably:
o Additionality - whether the investment, conference or event was attracted to the West Midlands as a direct result of WMGC's activity - or would have come to the region anyway.
o Wider regional benefit - the extent to which the investment, conference of event has had a wider regional impact (e.g. the extent to which inward investors are recruiting staff and/or sourcing materials, components or services from within the West Midlands, the benefits generated by conferences and events within the West Midlands tourism sector).
While potential suppliers are free to propose whatever survey methodology, they feel is most appropriate, it needs to elicit the kind of in-depth qualitative intelligence required.

As the organiser for the West Midlands presence at UKREiiF, WMGC have secured a pitch to erect a 200sqm pavilion to act as the West Midlands home during the 3-day UKREiiF conference. In addition, there is a requirement for a 5m rain canopy spanning the entire 20m front of the pavilion and to one side.
Mandatory Requirements
Contractor Agreement - the successful supplier will be expected to enter into a Contractor Agreement with UKREiiF.
Health & Safety - the successful supplier will be expected to provide Risk Assessments, Method Statements and any PAT Testing Certification as required by either WMGC or the event organiser. This will include a Health & Safety Declaration form. A sample of last years agreement is included in the RFQ document set.
CAD Plans - the successful supplier must be able to provide a final set of CAD plans for the build.
