A call-off competition was prepared on behalf of the Welsh Ministers in order to establish a contract for the Evaluation of the policy supporting Initial Teacher Education via the CCS Research & Insights agreement (RM6126). The successful bidder will be awarded a 12 month contract with an estimated value of GBP 150,000 exc. VAT.
The findings and recommendations from this research will inform the development of Welsh Government policy to ensure that the ITE sector in Wales is systematically sufficiently supported to ensure that the vision of ITE in Wales, as set out in the Criteria document, can be achieved. This may not be limited to ITE policy alone but to broader education policy, structures or resources and their role in supporting ITE in Wales.

The main objectives of the service are:
To support Welsh organisations as directed by the Welsh Government, who wish to improve their understanding and use of digital technologies and productivity tools, by introducing relevant actions, technology and expertise.
To introduce new and enhanced digital activities in key areas to support organisations to develop and commercialise new and improved products and processes.
The service will also introduce organisations to the Well-being of Future Generations explaining the relevance of the Sustainable Development principle and the Five Ways of Working.
The successful bidder will be awarded an initial 12-month contract with the option to extend annually for a further 2 years on a plus 12-months plus 12 months basis. A maximum budget of up to GBP 277,500 per annum (excluding VAT) has been allocated to deliver the contract with a maximum contract value available of up to GBP 832,500 if the extensions are enacted. Please be aware this is a demand led service, therefore there is no guaranteed level of expenditure. The maximum value is based on historical need for the contract and the maximum funding we have available.

Under the contract, the Contractor will conduct fieldwork for the National Survey from March 2026 until March 2031 (with the option to extend fieldwork to March 2032 or March 2033), and to supply the resulting annual data files to the Client along with technical documentation. Welsh Government is aiming to contract with a single provider who will provide expert level Welsh Language Training and different training interventions to offer a selection of opportunities that can meet the differing learning styles of staff in the organisation. This includes colleagues with additional learning needs, for example dyslexic or British Sign Language users, where tailored, bespoke training interventions are required.
Welsh Government has committed to delivering a bilingual working Strategy, ‘Cymraeg: It belongs to us all’ which sets out the ambition for all staff to work bilingually by 2050. To fulfil this ambition, it has committed to support colleagues to improve their Welsh language skills through a range of training opportunities in order to reach the strategy’s ambitious goal of creating a bilingual organisation by 2050.
The contract will also need to deliver expert consultation on a routine basis on the academic elements of teaching Welsh as a second language to adults.
It is understood that the National Centre for Learning Welsh is the only supplier in the market that can meet the organisation's requirements of providing a pan-Wales, varied, future-focused adult training programme while providing expert consultation. The National Centre provides Learn Welsh provision across Wales by coordinating a network of 11 Regional Learn Welsh providers. They also coordinate a national Learn Welsh curriculum and produce national resources. They therefore have access to teaching expertise on a national and local basis and can source specialist tutors to suit specific needs (such as BSL).
