Materials System Transformation Technical & Consultancy Support Framework
WRAP’s Materials Systems Transformation programme seeks to design out waste during production and consumption and retain its value and mitigate the damage being inflicted on our planet. We take a holistic approach to protect and restore our natural world: gathering 3 and considering the evidence, collaborating with all partners in the system and proposing circular solutions that work across the supply chain.
This Framework will support WRAP’s ongoing efforts in technical and policy support, stakeholder engagement, and citizen-facing campaigns across multiple regions by aiming to appoint suppliers who can help WRAP reach our target outcomes for both Transforming Textiles & Prevent Problem Plastics & Packaging.
The Framework has been divided into 2 Lots. Organisations can apply for one or both Lots should they wish. Tailored applications should be submitted for each Lot and will be evaluated separately. Work awarded under the Framework will be on a call-off basis and awarded either through a mini-competition or direct award.

WRAP’s Water Roadmap is the delivery mechanism for the UK Food & Drink Pact target that 50% of the UK’s fresh food is sourced from areas with sustainable water management. It also contributes to wider goals including UN Sustainable Development Goal 6, biodiversity protection, and climate resilience through nature-based solutions.
As part of this, WRAP is supporting the development of Collective Action Projects in priority sourcing regions across the UK. These projects aim to identify shared water risks and coordinate cross-sector solutions with other NGOs, businesses, land managers, and local partners.
Cambridgeshire and Bedfordshire have been identified as key focus areas due to their importance in UK fresh produce supply and growing water-related pressures, coupled with being home to some of the most unique landscapes in the UK, ranging from lowland peat to chalk streams.
This procurement covers the delivery of a scoping phase that will form the foundation for a future Collective Action Project that will tie into existing work in Norfolk and cover Cambridgeshire and Bedfordshire.

Ballmer Indonesia In-country Technical and Strategy Consultancy Services
WRAP wish to procure a contract to continue the specialist technical and strategic consultancy services to maximise the long-term reductions.
The objectives of this work are to:
• Facilitate and ensure delivery of the Ballmer-funded programme in Indonesia, with specific project objectives as mentioned in ITT Section 4.2
• Develop and guide strategies for implementing and reporting on substantial, measurable reductions in food loss and waste in Indonesia.
• Support, complement and enhance the delivery of the GRASP 2030 (Gotung Royong Atasi Susut & Sisa Pangan di Tahun 2030) Food Loss and Waste Initiative, respecting the established implementation plan towards halving food loss and waste by 2030 and the United Nations Sustainable Development Goal 12.3 Target
• Nurture, protect and develop the existing relationship between WRAP and the Indonesian partner: the Indonesia Business Council for Sustainable Development (IBCSD)
• Represent work in Indonesia on food loss and waste internationally, to build mutual learning and establishment of a community of global best-practice.

Waste and resource management technical advisors’ framework
WRAP is preparing to launch a tender exercise for a framework to provide high quality technical advisor services to enable WRAP to provide valuable policy, support and evidence in the area of Waste and Resource Management, that can be applied to one or more of our core sector programme areas and one or more of our key stakeholder audiences. The intention is to go live with the tender within the next 7 days (but this not guaranteed).
The work assigned through the framework involves providing technical advice and assumptions as well as a quality assurance role in projects that WRAP has scheduled in to deliver.
The advisors appointed to the framework shall have:
Expertise and experience in the sector and specialism they have indicated,
Significant demonstrable skills,
Evidence of acting as a lead technical advisor in the delivery of related projects, and
Been involved in relevant published work.
This is anticipated to be an Open Framework Agreement, which will operate for a maximum of 8 years. A new procurement exercise will be run prior to each 2-year re-opening window to allow new suppliers to apply. Existing suppliers will remain on the Framework for the full duration, subject to performance and continued eligibility. Re-openings will be conducted via a new procurement process under the Open Framework provisions of the UK Procurement Act 2023.

This project will play a critical role in accelerating, underpinning and ensuring the success of the project being delivered by WWF Brazil to create and launch a completely new Food Waste Voluntary Agreement in Brazil under the Ballmer programme by September 2025, in time to announce at COP 2030 in November in Brazil. The data and corporate relationships that will need to be engaged for this project will provide a “flying start” to the new VA and build momentum and credibility much more quickly than from a standing start.
Given the strategic importance for WRAP on launching the new Voluntary Agreement in Brazil in September 2025 ahead of COP 2030 in November, this project could potentially accelerate the Agreement deliverables and aid with the Pact launch ensuring food and drink businesses are engaged and committed.

Update of Regulatory Impact Assessment – Workplace Recycling Laws
Phase one of the Workplace Recycling Law came into force on 6 April 2024 in Wales, with phase 2 due to come into force in April 2026. Welsh Government is now seeking to understand the impacts of adding further materials to the list of those to be presented separately for collection and recycling.
Welsh Government wishes to assess the impact of the proposed phase 3 of the Regulations which includes the impact of separating plastic film and textiles.
The original RIA was conducted in 2019 (commissioned by WG) and was then revised and published in 2023 in readiness for introduction of phase 1 of the Workplace Recycling Regs. A further RIA was carried out in in July 2025 for the inclusion of sWEEE (phase 2).
The policy decision to add plastic film to the list of materials to be presented separately for collection and recycling was made on the basis of the 4 nations Government Response to the 2021 pEPR consultation published 26 March 2022 (EPR Consultation Government response template) and accompanying Impact Assessment which included consideration of the plastic film requirement and is available here: Impact Assessment.
The successful bidder will need to carry out an RIA assessing the inclusion of plastic film and textiles. The baseline for this analysis should include phases 1 and 2 of the Workplace Recycling Regs.
The Welsh Government wishes to understand the impact of each of the proposed additions (i.e. plastic film and textiles) to the specified material streams to be separately collected.
