WRAP, working on behalf of the Northern Ireland Department of Agriculture, Environment and Rural Affairs (DAERA) wishes to commission a commercial and industrial (C&I) waste survey for waste arising in the 2024 calendar year. The most recent survey estimates for Northern Ireland are based on modelling conducted using data from the England 2009 commercial and industrial waste survey. The main aims of the project are to determine how much waste from C&I businesses in Northern Ireland was produced by waste type and sector and how that waste was managed during the 2024 calendar year. The successful tenderer will be contracted to commence work in Q1 of the 2025/26 calendar year, with a proposed project delivery time frame of 18 months from inception and anticipated value of £400,000.

This RFI is focused on Materials System Transformation, looking at the use of Textiles, and Plastics Packaging. It will assist in understanding if there is capability, capacity, and supplier interest for this work and in what areas. Questions have been included in Appendix 1 of the RFI document. The construction sector is a crucial industry for reducing greenhouse gas emissions in the long term. One-third of material consumption and 26% of carbon dioxide emissions come from this sector globally. The recent Circularity Gap Report: Northern Ireland highlighted agriculture and construction as Northern Ireland's most material- and emission-intensive sectors. Infrastructure, housing, and repair and maintenance are still the construction sector's most important activities in both Northern Ireland and the UK. DAERA wish to consider the inclusion of the construction, demolition and excavation waste sector as a contributor to meeting the above referenced 70% recycling target. Accurately quantifying C&D waste is very challenging due to limitations on reporting, the sector generating C&D waste being diverse and tonnages frequently being estimated rather than weighed. The objectives of this work are to: Produce reliable data estimates of the quantities, fates and composition of CDE Waste in Northern Ireland in 2023/24. This data is required to: Inform progress towards the statutory EU target Inform progress towards the Climate Change Act target. Assist with the development of appropriate policy initiatives / interventions, if and where required, to boost waste prevention, reuse, and increase recycling of these waste streams in line with circular economy ambitions. The study will include an element of primary data gathering through surveys, as well as use of existing information. Specifically, this study should: Generate reliable estimates of the amount of CDE waste arising in Northern Ireland in 2023/24, including waste dealt with on the CDE sites, waste sent off site for management at a licensed or exempt sites, waste sent for beneficial purposes to landfill, and estimation of waste disposed of illegally by SOC and EWC codes; Generate reliable estimates of the amount of CDE waste managed in Northern Ireland in 2023/24, including waste managed both on the site of arising and off site; Provide a breakdown of both waste arising and waste treated by waste type (SOC and EWC codes); Provide a breakdown of the amounts and proportion of material reused, recycled, recovered or sent to landfill; Make a quantified assessment of the carbon impacts of the waste and the costs to Northern Ireland; and Make a quantified assessment of the potential for further reduction, reuse and recycling of the various waste streams.

The main aims of the project are to determine how much waste from C&I businesses in Northern Ireland was produced by waste type (EWC code and SOC) and sector (SIC code) and how that waste was managed during the 2024 calendar year. The successful tenderer will be contracted to commence work in Q1 of the 2025/26 calendar year, with a proposed indicative project delivery time frame of 12 months from inception, with an optional extension by a further 6 months (subject to agreement and deliverables). It is anticipated value in the range of £400,000-£645,000. The objectives of this work are: To procure business breakdown and contact details, construct an appropriate sampling frame and survey a sample – representative by sector (SIC code) and business size – of businesses across Northern Ireland. It is not possible to confirm the exact number of companies that will be targeted in the sample frame prior to the statistical work being undertaken by the successful contractor in scoping and developing sample frame options. Therefore, tenderers are requested to provide an estimated price based on 1,500 surveys. To provide WRAP and DAERA with robust data on the quantity of solid waste (including material entering preparation for reuse) arising from businesses in the Commercial and Industrial sectors in 2024. The Resources and Waste Strategy for England, though supporting consultations and the development of new instruments set out in the Environment Act 2021 have put in place policy measures to help drive positive changes in municipal waste recycling.
