Section 1 - Information and Instructions 1.1 Information Warminster Town Council are inviting companies to tender for the supply and installation of solar panels to two buildings in Warminster. 1.2 Requirements Warminster Town Council are requesting companies to design and install panels and battery storage systems to two buildings within the town. The council wishes to maximise the amount of solar power generated to be used or stored on site with any additional power fed back to the grid. With this in mind, tenderers are requested to design a scheme which generates the maximum realistic power to use onsite with battery storage. Current annual consumption for both sites are below: The Splash Pad: 24,000KW The Community Hub: 43,000KW We require solar panels and batteries to be installed at both locations. 1.3 Locations There are two buildings requiring solar panels and batteries. These are: The Community Hub and The Splash pad. (The town council will consider options to install another structure close to the splash pad to enable more panels to be sited.) See appendix A 1.3 Assessment of Submission It is the intention of the Town Council to assess the bid through the use of a quality matrix with a weighting of 40% price and 60% quality. The Town Council does not bind itself to accept the lowest or any tender, nor will it pay any expenses which may be incurred by any Tenderer in the preparation of this tender. All recipients of these documents, whether or not they submit a tender, shall treat them as private and confidential. Tenders which do not conform to the foregoing instructions will not be considered. Warminster Town Council is seeking quotes as to the cost of employing a contractor to carry out road sweeping in Warminster. There are 109km of roads to be swept 4 times a year (the estate roads) There are23 Km of roads to be swept 45 times a year (the arterial routes) There are 5km to be swept 90 times a year (the town centre) There are 5 Car Parks to be swept 90 times a year (Central, Western, Chinn's Court, Emwell Street, Weymouth Street) There are 620m of lanes to be swept 72 times a year (the Avenue and Glover's Lane) There is 1000m of town park to be swept 3 times a week during April- September and 2 times a week otherwise. Companies are invited to submit quotes both for the service outlined above and to indicate if there are parts of the service they are unable to provide. The quote should cover a period of 5 years, starting in July 2025. Quotes should give an indication of what sweeper would be used The contractor would be responsible for the disposal of waste and all other associated costs. Warminster Town Council is looking for a site to dewater and store sweeper waste Warminster Town Council are looking for a local site to dewater sweeper waste in line with current legislation (Regulatory Position Statement 65 and NWFD 3). The site needs to have or be able to obtain: · An impermeable surface, all run off water must be captured in a sealed drainage system. · Good vehicle access for a road sweeper and lorries. · Enough space to have a tipping area of over 100sq metres. · Space for a 20 yard skip. · The site must be secure with Warminster Town Council having sole access. · Within a reasonable distance of Warminster. Ideally it would have a covered area, with a minimum roof height of 15 ft. (This covered area is so no rainwater will get into the sealed drainage.) The site will be used to store no more than 50m3 of street sweepings and to store no more than 1,000l of dewatered liquid waste. Warminster Town Council will need the site adapted as necessary to comply with the Environment Agency Regulatory Position Statement 65: Storing and dewatering street sweeping waste and Waste exemption: NWFD 3 temporary storage of waste at a place controlled by the Warminster Town Council. The site must be capable of being used to: · store and dewater street sweepings on an impermeable surface with sealed drainage. · have control over the street sweepings and the place where they are stored · store and dewater in a secure place. · tanker away liquid waste to an authorised waste treatment site or legally discharge to foul sewer. · keep records for 2 years to show that you have complied with this RPS and make these records available to the Environment Agency on request The Council will secure an environmental permit for a waste operation. The Council would seek to purchase the site or lease it for an initial period of five years with an option to extend beyond this. Warminster Town Council Invitation to Tender for Pavilion Café Concession 2026 - 2029 (option to extend to 2031) Pavilion Café Concession Introduction Warminster Town Council are inviting tenders from competent interested parties to lease the Pavilion Café in the Lake Pleasure Grounds, Warminster. Tenderers will be asked to submit a comprehensive business plan. Location The Pavilion Café is centrally located in the Lake Pleasure Grounds close to the play area and tennis courts. History The Warminster Lake Pleasure Grounds have been a cherished recreational area for the local community for many years. Opened in 1924 the Lake Pleasure Grounds has always been at the heart of the town. The Pavilion Café, situated within the Lake Pleasure Grounds, has a rich history dating back to its original function as a tennis pavilion. The café building has seen various uses over the decades, and its current role is to provide refreshments and a welcoming space for visitors to the park. Development of the Café and Lake Pleasure Grounds In recent years, Warminster Town Council has undertaken efforts to refurbish and revitalize the Pavilion Café to better serve the community and enhance the visitor experience at the Lake Pleasure Grounds. The town council has spent close to £1 million in the Lake Pleasure Grounds since 2018 and has plans to spend a further £2 million in the coming years. With the recent addition of a new skate park and splash pad, as well as the refurbishment on the tennis courts the Lake Pleasure Grounds is a destination for many residents and visitors from out of town. Events The Lake Pleasure Grounds holds many events every year. The list of events in 2025 is attached. See appendix A. Facilities Kitchen The café is equipped with a small kitchen, including stainless steel sink with drainer, separate handwash sink, mobile base unit, base units with roll over worktop with space for a under counter fridge and wall mounted shelving units. A selection of fridges and freezers (both display and storage) are available to purchase by separate negotiation. See appendix B Storage area There are two storage rooms within the café. One larger room off the main café area with a smaller room off this. Outdoor Seating Close to the café there is the parks picnic area with picnic benches, as well as bench seating throughout the park. Toilets A toilet in the pavilion. Public seasonal toilets are available next door to the café with further toilets available at the Boathouse. Water supply Water cost is included. Electric Supply The successful applicant will be charged £0.586 per kWh for electricity used at the café, a rate tied to the council's current contract until 2026. Once a new contract is signed, the updated cost will be passed on to the winning tenderer. The council will deduct electricity supplied from the café to the unmetered seasonal toilets next door (6.32kWh per day) Refuse The successful applicant will need to put in place their own waste management agreement. (The town council will provide an area within the park compound for bin storage.) Outside Space There is no outside space for café furniture apart from the café veranda. Car Parking There is limited parking within the Lake Pleasure Grounds. There is no dedicated staff parking. Delivery times can be arranged with town council staff. Financial Information The Pavilion Café will be closed from October 2025. All current staff are on fixed term or casual contracts therefore TUPE rules will not apply.
