Ware Community Banking strategy - specification 1. Background Ware, Hertfordshire is a market town with a population of c20K. The Town Centre has a mix of mostly independent businesses. Over the last five years all of the town's high street banks have closed. The post office is based in McColl's in the High Street and offers both personal and business banking facilities, there are various ATMs distributed around Ware. The county town of Hertford approximately four miles away has banking facilities provided by Nat West, Santander, Lloyds and HSBC. The council is seeking suitability experienced consultancy support with this strategic work. 2. The overall remit We wish to commission the following specific outputs: To identify - Is there a need for a community bank hub in Ware or could the needs of the community be better met in another way for both personal and business banking. To define - What a community bank hub is, providing options and examples from other communities in the UK and further afield if relevant. The following information is provided for guidance, contractors are expected to undertake their own evaluation and measurements. The bund volume is approximately 1106m3 in volume, the available area to tip onto is approx. 1881m2. One potential option is to grade the existing subsoil from 0 at the grave side to approx. 1m at the house side (forming a wedge) this will be compacted in layers to facilitate grave digging through the new profile. The topsoil will be re-spread and seeded on completion. This should give a workable area of around 2200m2. The council are open to variations that still meet the objective of increased burial space at the Cemetery.

To renovate the Conservatory to agreed specifications including change of flooring, modernize the bar area, lighting and décor and make the kitchen food service doors more practical for use. The aspiration is for a design scheme that is modern and airy but sympathetic to the heritage of the Priory building. The Conservatory primary use is for wedding receptions, any design elements should be neutral to work with colours and schemes for Priory guests. In general access to the Conservatory will be Monday to Friday from 8am until 8pm. If work is required to be undertaken over the weekend, this can be arranged with the Operations Manager. Ware Priory is operational with commercial and charity events at various times. Coordination with the Operations Manager or Sales and Marketing Manager will be required as it may be necessary that no work is carried out should it be deemed to cause disruption to private events on the Priory estate. There are a number of business tenants that hire space on the first and second floor of Ware Priory. None are located near the Conservatory, but the contractor will be expected to advise the Operations Manager if any work due to be carried out will be disruptive to them so that she can manage this situation, either by noise or dust pollution. Detailed specification The kitchen is primarily used as a function/finishing kitchen for our external catering partners to use and needs to be set up to service up to 100 covers. Some existing equipment will need to be removed, and some will need to be replaced. There will be a need for some modifications to existing utilities to facilitate new equipment and new layout. Please see attached document for full specification. Whilst this is largely what we are looking for, we are not tied to specific brands and will accept alternatives of the same dimensions, capacities and performance. Overview: To supply and fit appropriate vinyl safety flooring to all areas of the kitchen, estimated at 62sqm. To supply and fit Whiterock wall covering in all areas - approximately 28 linear meters in main kitchen area, and 9.6 linear meters in adjoining storeroom. To reconfigure/replace the extraction canopy to suit the new required layout. To supply and fit 2 new refrigerators within the kitchen with adjustable internal racking. To remove existing undercounter fridges and replace with stainless steel worktops. To supply and fit a new electric stainless steel 'Pass' with gantry lighting and disconnect and remove the existing gas-powered Pass. To replace the existing gas hob with an electric alternative. Works to be undertaken The work to be undertaken are to maintain all grassed areas within the site Clearance of leaves and removed from site Maintenance of all beds Clearance of litter from site All works as specified are to be provided by the Contractor within the Annual Sum except where otherwise provided in this specification or elsewhere in the Contract Documents. The whole of the work shall be carried out in accordance with the principles and practices of accepted and recognised horticultural standards. The Contractor must ensure that the Councils property and that of the memorial owners is protected against accidental or negligent damage which may be occasioned through undertaking the works specified.Any damage occasioned by the Contractor in carrying out the works contracted hall be immediately reported to the Council. Ground and Weather Conditions The Contractor shall make due allowance for climatic variations which may impact on their scheduled programme of operations. Work shall not be carried out with any machinery when ground conditions are such that puddling, deep rutting, or any other detrimental effects may occur. Grassed Areas General Conditions (Grass Cutting) The Contractor shall make full provision within the Tendered Rates for all costs that the Council shall incur in maintaining the areas specified for Grass Cutting and for the periodic tasks that are stipulated in the Schedule. The general conditions shall apply to each type of cutting regime and should be allowed for in items referring to grass cutting. Some locations may have a mix of regimes which must be noted when cutting the site. Grass cutting shall take place whenever required to ensure standards are met throughout the full calendar year. Grass shall be cut up to the hedge, roadway, fencing, walls and memorials, all obstacles shall be cut around and beneath to the same height as the majority of the site at each visit. All temporary obstacles that can be moved, shall be moved to facilitate cutting and replaced immediately the grass beneath has been cut. Extreme care shall be taken when cutting around tree bases to avoid damage to tree or plant material. Prior to grass cutting, inspect all areas to be mown and remove litter, including dog faeces and all items and obstructions which may cause damage or injury to people, property or machinery. Where hypodermic needles etc. are encountered, take all necessary handling and disposal precautions. The finish shall be free of ribbing, skids, ruts, excessive tyre marks, or divots. Any accumulations of arising's in areas that are mown with un-boxed mowers shall be removed. Soft vegetative growth other than grass shall be deemed to be part of the agreement where it falls within the sites of grass.

The Priory is a listed building. We have a small passenger and goods lift capacity for 6 persons and a maximum load of 450 kg that is used from the ground floor to get to the first floor. General The Ware Priory Estate consists of the Ware Priory building, a 13th Century, Grade 1 listed building and Fletcher's Lea, a 20 year old building directly adjacent across from the side car park. Between them, both buildings and the surrounding waterside gardens welcome private events such as (but not exclusive to) weddings, parties and meetings from 10 - 200 guests and public events from 20 - 2000 guests.
