Walsall council has been successful in securing funding from the West Midlands Combined Authority (WMCA) through their Net Zero Neighbourhoods (NZN), Local Net Zero Accelerator (LNZA) Programme to focus on a holistic approach to neighbourhood-scale transitions. As part of the Bloxwich Town Deal Programme, the Dudley Fields estate in the Bloxwich area of Walsall is to become the location of their NZN pilot programme. As part of the programme the Council wishes to procure services of a Supplier to install and maintain the monitoring equipment to monitor and measure the indoor air quality and energy usage for up to 50 dwellings (subject to resident uptake), and external air quality equipment in the NZN area for the works to commence in April 2025. The aim is to accurately record, analyse and present this data over a minimum 12-month period. This will include data collection prior, during and after retrofit measures have been installed in the dwellings with sensors in place for a minimum 12-month period with a potential extension for a further period of up to 12 months subject to funding being available. The Council wishes to procure services to support Families and their Children with mentoring and advocacy. We have an opportunity to improve how local services support and protect children, young people, and their families. As part of this programme, we seek to commission: o Family Help Mentoring Support for families - a whole family approach to providing a comprehensive initiative aimed at enhancing the well-being, development, social and emotional needs and opportunities for children, young people, and their parents/carers. This is essential for children and young people to get the most out of their school experience, including their attainment, wellbeing, and wider lift chances. o Child Protection Advocacy - we are seeking advocates for parents where a child is the subject of or likely to become the subject of a Child Protection Plan. This support would sit alongside Family Help Mentoring support but will also include providing support to and advocating for parents and carers during the Child Protection Conference process. The Council wishes to procure a contract to purchase Horticulture and Amenities chemicals on demand. The chemicals' main usage will be across the Grounds Maintenance, Cemeteries and Healthy Spaces teams, but may be used in other service areas at the Council's discretion. The contract is intended to ensure an adequate supply of chemicals, backed up by appropriate stock levels so that the Council can place orders and rely on FOC deliveries within 7 calendar days, for receipt at locations across the Borough of Walsall. The successful bidder will be required to provide FOC servicing and calibration, on an annual/pre-season basis, of the Council's 23 Nomix TDC spray lances, 40 batteries and 26 chargers. Quotations will need to be provided for any subsequent repairs that become necessary, for the Council to approve at its sole discretion. NOTE: where a bidder proposes an alternative product that is not compatible with the Nomix TDC spray lance system, they will be required to provide a price (within the pricing schedule) for suitable spray equipment, of the same quantities as stated in 4.0, and FOC servicing and calibration will then apply to the proposed new spray equipment. Walsall Council is seeking a high-quality provider to undertake an expert evaluation of: Our Heritage: Walsall Community Heritage Fund (1st April 2025 - 30th September 2028). Supported by the National Lottery Heritage Fund in 2025 Walsall Council received a £249,840 grant to deliver the Our Heritage Programme. Central to the project is the upscale of crowdfunding and engagement programmes that will enable heritage organisations to access funding, forge partnerships/supporter networks, and build resilience. 15-20 groups over 4 cohorts are expected to benefit, promoting innovation to champion Walsall's underrepresented heritage. 12 participatory grant making opportunities will be available to further enhance community voice in decision-making. Alongside this, the programme includes refreshment of the Heritage Action Plan, to guide discussions, set direction and identify sector needs over a 5-year period and beyond. The aim of the first, 2021-2026, strategy was to place heritage at the heart of Walsall's future, protecting what exists whilst nurturing sustainability and identifying opportunities to unlock its full value. The project vision is to ensure that heritage is better managed through a new Plan, integrated into Walsall's overall vision and transformation, meeting the needs of a diverse local population who are proud to live, work and visit Walsall. The Council is seeking a high-quality provider to deliver community engagement programme as per specification for The Walsall Archive for All project. Walsall Council has received confirmation of funding via the National Lottery Heritage Fund (NLHF) to deliver: A new, digital archive project to deepen our understanding of Walsall's cultural evolution. Co-curating untold heritage stories through material captured by local people. Uncovering hidden archives, representing culture across the Borough, and celebrating through exhibitions within shared spaces, online and in-person. Inspired by the borough-wide collection of one local individual, Jack Haddock, audio and visual content will be digitally archived from people across the Borough, telling communities' stories. Celebrating identity, heritage and shared experience. Through the digitisation of thousands of images and audio history recordings, in partnership with Walsall Council Archives, Walsall for All, and Walsall College, the project will platform inter-generational and inter-cultural representation within a more diverse, accessible and usable digital archive platform - publicly accessible into the future.
