Walsall Council has a requirement for some refurbishment works at Bloxwich Market to improve the existing canopy structures to protect against inclement weather. This will include the following.
Installation of weatherproof down stands to the existing canopies
Replacement of existing guttering systems

Walsall Council is seeking tenders from qualified and experienced contractors to deliver a comprehensive Disabled Facility Building Works Adaptation Service and a Handyperson Service to both occupied and unoccupied properties. This contract covers a variety of building works associated with Disability Facility Grants and similar adaptations.
The legislation for offering Disabled Facilities Grants (DFG) is set out by the Housing Grants, Construction and Regeneration Act 1996. This Act places a statutory duty on the authority to provide grant aid to people with disabilities for a range of adaptations to their homes. This duty is not discretionary.
Walsall Council is seeking tenders from qualified and experienced contractors to deliver a comprehensive set of works associated with the installation and maintenance of Disabled Facility Lifts, Hoists and Associated Works.
The Council provides a range of assistance for residents who need adaptations to their homes. This includes both statutory and non-statutory grants and loans for residents (home owners, social and private rented).
Each year the Council is provided with direct funds from Central Government and from their own sources to assist residents in obtaining these adaptations.
The value of funding available for the Council is subject to change and as such the number of adaptations that can be assisted also changes.
A primary area of assistance is the provision of lifts (stair, step, vertical) and ceiling track hoists. Whilst no funding can be guaranteed Applicants will be fully aware that the demographic and health changes in society will continue to mean that residents need / want adaptations such as lifts and hoists.
The Council is looking to redevelop the site known as the Former Gasholders Site, Darlaston Road, Walsall.
The Council have assembled and acquired the whole site; comprised of the former National Grid Gasholders site plus adjoining land to the south. The project will involve the transformation of this circa 9-hectare brownfield site into a modern industrial estate suitable for logistics, light manufacturing, and warehousing.
The site is a strategic delivery priority for the Council as part of the Black Country Enterprise Zone and Walsall Growth Zone and is allocated as 'Potential High-Quality Industry' in the Walsall Site Allocation Document (SAD). The site is a significant opportunity based on its connectivity being adjacent to the M6 and other upcoming industrial developments in proximity.
The proposed redevelopment will assist in generating new employment, training, and business opportunities in Walsall as part of the M6 Junction 10 employment area.
The project scope encompasses all activities required to enable the successful redevelopment of the site for industrial use, including:
Site Remediation and Preparation to address any contamination and Earthworks to prepare the ground for construction, including site clearance, grading, and levelling.
Mitigation of On-Site Constraints such as ecology, flood risk, and utilities diversion to facilitate development.
Creation of a site access that is suitable for future traffic movements associated with the site.
Installation of all necessary utilities and site-wide infrastructure.
Construction of four high-quality industrial units suitable for B2 (General Industrial) or B8 (Storage and Distribution) use, each ranging from 30,000 to 99,999 sq. ft GIA including associated external works.
The contract value for both the remediation of the land and a possible development viability gap is anticipated to be in the region of £30m - £40m + VAT, however this will be reviewed as the procurement is progressed.
The Council now wishes to carry out a formal Preliminary Market Engagement (PME) process. The feedback from the PME will be used to shape the procurement strategy for this project. Two options under consideration at this time are:
Option 1
Developer to remediate the land and develop the site.
Option 2
Contractor to remediate the land, with a secondary procurement of a Developer to develop the remediated site.

The Hubs are delivered through a hub and spoke locality model with each hub connecting residents, to other appropriate community-based provision. The hubs provide a flexible approach and over the years have continued to adapt to meet the needs of residents.
The main focus of the service is around tackling loneliness and social isolation, improving wellbeing and reducing preventable health and social care service use. It takes a "strength-based approach" to improve the social connectivity of all residents across Walsall.

Residential rehabilitation is an intensive intervention that provides people with a safe and therapeutically effective environment to stop their drug and alcohol use, and help them to lead a life in recovery.
In the year to Sept 2025, Walsall made 12 residential rehabilitation placements and aims to increase take up of residential rehab provision in future years.
The Council is exploring the procurement of this service through the following options:
- A standalone framework for 'call off' placements for Walsall residents only
- An element of a contract with community-based provision (ie. under subcontracting arrangements, or similar, with a tier 3 service)
- A consortium framework for 'call off' placements for residents of a number of local authority areas.
The Council is carrying out PME in relation to this project. The Council will consider the feedback received to help inform the Council's options, requirements and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process.

To establish a pilot scheme to provide a 4-5 bed building-based service in the community with a flexible system allowing beds to be pre-booked for short breaks for adults with learning disabilities, autistic people and people needing physical support.
The aim of the pilot is to inform the second phase of the project to provide short break accommodation. It is envisaged the pilot scheme will be an initial 12-month contract plus 12 months following ongoing monitoring and reviewing, with a strong focus on co-production throughout the initial 12-month operational phase.
As part of the wider project we will be enquiring about your capacity to support emergency respite provision and your ideas around what that support could look like and what community short breaks options could be introduced.

Walsall Council is seeking to commission a service provider to deliver Domestic Abuse Safe Accommodation for victims and survivors of domestic abuse.
The Council currently provides an 8-unit refuge (self-contained accommodation) alongside 19 dispersed units located within the community. Through this commissioning process, the Council is particularly interested in exploring opportunities to increase the provision of self-contained accommodation, as this model has been shown to improve outcomes for service users. Self-contained accommodation can better support a wider range of needs, including families with older male children, as well as individuals from protected characteristic groups, who may otherwise face barriers in accessing traditional refuge provision.
Refuge accommodation will be required to have on-site staff presence to ensure appropriate support and safeguarding for residents. The exact staffing arrangements, including hours of on-site provision, can be determined by the Service Provider as part of their proposed service model, provided that residents receive safe, responsive, and effective support.
