Design & Build: Industrial Control System (ICS) Network
Wales & West Utilities (WWU) is embarking upon a significant programme of work to re-architect its industrial control system (ICS) networks to meet recognised best-practice architectures to ensure a secure and resilient industrial network now and for the future. WWU is seeking to partner with an organisation who can work with us on this endeavour and is interested in hearing from companies with expertise in architecting secure operational technology (OT) environments in Microsoft Azure.
This is a design and build tender, and the successful supplier will work with us on all aspects and phases of this programme, from discovery and design, through to proof of concept and testing and production deployment.
You will be required to -
• Design, document and deploy new Azure networks
• Consult, advise and design OT architecture and governance processes
• Design a layered network at Purdue layers 3 and 3.5
• Align the architecture closely to SANS ICS reference architecture
• Produce high quality architectural design documentation, to include diagrams produced in a recognised diagramming language such as UML
In order to be considered for this contract, you must meet the following requirements -
• You must be NCSC CAF assured
• You must have previous experience in designing OT/ICS architectures and the Purdue reference architecture.
• You must have prior experience of designing in Microsoft Azure environments
• Companies with this experience of undertaking similar projects in the CNI sector are of particular interest.

The Strategic Innovation Fund (SIF) programme is investing up to £450 million in network innovation over the next 5 years. SIF is positioned to respond to industry obstacles and represents a major investment in the pace of innovation in the sector. SIF is funded by energy consumers through the price cap mechanism.
The vision of the SIF is to
* support Ofgem in facilitating the UK's transition to net zero, at lowest cost to the consumer
*position the UK as the 'Silicon Valley' of energy
Ofgem undertakes a four stage process to foster innovation and tackle issues facing the sector:
* Challenge Setting.
* Ideation.
* Incubation.
* Acceleration.
The ideation phase focuses on enabling the most ambitious and targeted ideas to reach the networks and be pitched as potential solutions for meeting the innovation challenges. These ideas should align with the innovation challenges which have been developed with industry and key stakeholders through the challenge setting process.
The Challenges for this round are:
Challenge 1: Whole system network planning and utilisation to facilitate faster and cheaper network transformation and asset rollout
Challenge 2: Novel technical and market approaches to deliver an equitable and secure net zero power system
Challenge 3: Unlocking energy system flexibility to accelerate electrification of heat
Challenge 4: Enabling power-to-gas (P2G) to provide system flexibility and energy network optimisation
The SIF programme funding opportunities are delivered over different phases:
* Discovery Phase: projects must last up to three months and have a total requested funding of no more than £150,000, exclusive of VAT.
* Alpha Phase: projects must last up to six months and have a total requested funding of no more than £500,000, exclusive of VAT.
* Beta Phase: projects must last up to five years and have a total requested funding of no more than £10 million, exclusive of VAT. Total costs and funding requests of more than this may be considered on a case by case basis.

Business Requirements
Scope and Timescale
This project will seek to tender a market competitive reseller for support and billing of horizon and a suitable replacement for Redbox. The tender will be conducted in two parts -
• Lot 1 - VOIP and Redbox Replacement
• Lot 2 - Restoration of services to 16 disconnected sites
In Scope
• All lines and services billed by current contract partner (Horizon & Redbox).
• All existing fixed line users in offices and depots who require a Horizon fixed line.
• All access circuits for office sites into Horizon solution.
• All switch and router support & maintenance for access circuits.
• Replacement or upgrade of Redbox call recording solution
• Restore phone connection to WWU sites
Out of Scope
• Handset replacement.
• Fax line replacement.
• All other non-Gamma Horizon fixed line communication solutions (PSTN, Fibre, MPLS).
• App for remote users to avoid the need for a physical handset.
Background and Requirements
WWU currently use Gamma Horizon VoIP phone system for desk phones at Celtic Springs and in depots. The current contract commenced in March 2016 and was extended to September 2023. Also supported in this contract is a Redbox fixed line call recording solution located at Celtic Springs.
The current Horizon solution is compliant with WWU architectural and security standards and provides all the functionality required. Therefore, there is no intention to change the solution, but the tender will seek a market competitive reseller for support and billing of horizon.
Redbox is a SAN (storage area network) based call recording solution housed and maintained at Celtic Springs directly linked to the Horizon solution and serves 135 users at Celtic Springs, supporting our teams in Business Services, System Operations and Despatch.
The contract for Redbox has been extended until July 2024. The hardware for this is end of life and currently incompatible with Microsoft Edge meaning it requires replacement.
Finally, 16 sites across our network have had their circuits accidentally disconnected. Those sites are now without any phone lines so work is required to restore those sites.
The tender is split into two lots:
Lot One -
Gamma Horizon VOIP solution.
Design, implementation, and handover for the Redbox replacement.
Lot 2 -
Restoration of the Gamma Horizon phone lines to the 16 disconnected sites.
WWU is required to purchase gas which is predominantly gas which is unaccounted for or used in connection with the operation of its network in accordance with Section N of the Uniform
Network Code (UNC). Under UNC rules, Shrinkage Gas is dealt with on a daily basis with Wales & West being required to acquire gas to meet its daily Shrinkage Gas requirement.
Shrinkage Gas comprises:
• Own use gas - gas used by WWU in connection with the operation of its network including gas used in running compressors, gas used for preheating and vented gas
• Unaccounted for gas - gas which is lost or otherwise not accounted for as offtaken from its network including gas lost or unaccounted for by reason of unidentified theft and leakage
WWU are allowed to recover the market related costs of purchasing a pre-determined target daily volume of Shrinkage Gas in each year via its regulated transportation revenue.
