Local Authority Support and Waste Composition Transformation Pre-Market Engagement
The framework will be set across four lots:
Lot 1: Local Authority Technical Support – Recycling and Waste Management
Lot 1 covers the provision of advice to local authorities in England, Northern Ireland and Wales on the design, commissioning, delivery, and review of services for the collection, re-use, recycling, and treatment of household and non-household municipal wastes. Advice provided by WRAP is in support of the policy priorities within each of the nations.
It covers the provision of advice in relation to household collections (low-rise and flatted properties), the collection of non-household municipal waste, as well as the provision of bring facilities, Household Waste Recycling Centres (HWRCs), materials handling and sorting facilities. It also covers the development and updating of good practice guidance, case studies and training resources where gaps in existing information are identified.
Lot 2: Local Authority Recycling and Waste Management Services Implementation
Lot 2 covers the provision of advice to local authorities in England, Northern Ireland and Wales on the implementation and roll out of recycling and waste management services either directly by the local authority or with a contractor. The services to be covered include:
•collections of dry recycling, food waste, garden waste and residual waste from household and business premises
•Household Waste and Recycling Centres (HWRCs)
•materials handling and sorting facilities
•and any other emerging services.
Lot 3: Local Authority Waste and Recycling Communications
Lot 3 covers the provision of advice and support to local authorities in England, Northern Ireland and Wales on the design, development and delivery of effective recycling and waste communications. The advice provided by WRAP is in support of the policy priorities within each of the nations.
It covers the provision of communications advice and support in relation to household recycling and waste collections, local authority operated business waste collections, waste reduction initiatives, bring facilities and HWRCs, including:
•strategic and tactical planning
•project and supplier management
•and campaign and asset delivery.
Lot 4: Waste Composition Analysis
The purpose of Lot 4 is to enable WRAP to deliver waste composition analysis services. These typically include:
•identifying recyclable materials remaining in the residual waste stream
•identifying contamination levels in recyclable materials
•calculating capture rates for targeted recyclable materials
•and correlating arisings of waste and recyclable materials with attitudes and behaviours.
The purpose of waste composition studies for WRAP is to:
•inform citizen or business communications
•provide WRAP with data to inform policy work with governments
•inform Local Authority improvements
•inform and support improvements in collection services and waste processing infrastructure
•and assess the success of pilots, trials, or communications at capturing materials for recycling.

FNP000‑GEN Finance - D365 Business Central & Progressus Managed Support Services and Licenses
WRAP’s existing managed services contract for Microsoft Dynamics 365 Business Central (D365 BC) expires on 30 April 2026. A replacement contract is required to ensure continuity of critical financial operations, including project accounting, purchasing, invoicing, forecasting and management reporting.
The scope comprises managed application support for D365 BC and its associated integrations (Progressus, Continia and Jet Reporting), including all related environments and data flows. The new contract is intended to commence on 1 May 2026 for an initial term of 36 months, with the option to include licensing provision for all relevant products. The requirement also includes an Initial Configuration Review across the full system landscape to assess configuration quality, alignment with WRAP’s business processes, and any associated risks and dependencies.
This preliminary market engagement exercise is intended to assess market capability, capacity, supplier interest and indicative cost levels in order to inform and support the development of this requirement. The insights gathered will help shape the scope, structure and delivery model of any subsequent procurement exercise.

Request for Information - Northern Ireland C&I Survey
WRAP, working on behalf of the Northern Ireland Department of Agriculture, Environment and Rural Affairs (DAERA) wishes to commission a commercial and industrial (C&I) waste survey for waste arising in the 2024 calendar year. The most recent survey estimates for Northern Ireland are based on modelling conducted using data from the England 2009 commercial and industrial waste survey. The main aims of the project are to determine how much waste from C&I businesses in Northern Ireland was produced by waste type and sector and how that waste was managed during the 2024 calendar year. The successful tenderer will be contracted to commence work in Q1 of the 2025/26 calendar year, with a proposed project delivery time frame of 18 months from inception and anticipated value of £400,000.
