WM5G Limited - a subsidiary of the West Midlands Combined Authority (WMCA) - has been leading pioneering work to accelerate the deployment of digital connectivity and to test and prove opportunities to transform key sectors sensors, data and digital connectivity. WM5G is now looking to scale-up and accelerate the adoption of these technology services across the West Midlands in order to deliver radically more effective and efficient services and boost economic recovery and growth and increase digital inclusion.
WM5G is establishing a collaborative Dynamic Purchasing System (DPS) for a range of services relating to the transformation of systems and services and the acceleration and scaling of 5G* adoption in key sectors - with an initial focus on advanced manufacturing and social care/smart communities. A key objective of this DPS is to offer a straightforward, flexible route to market for WM5G - with a requirement for a range of services across four lots:
1. Business Analysis & Support
2. Connectivity Product Development Support
3. System Integration
4. Design and Delivery of Support Services
Potential participants must complete the procurement documentation) and meet the minimum entry criteria to participate on the DPS.
No form of volume guarantee has been granted by WM5G. WM5G shall not be bound to order any of the services referred to in the lot descriptions.
Provision of connectivity module to be integrated into Capsule Endoscopy equipment.
The SCR Health, Care and Connectivity programme is focussed on scaling-up the technology trials that the West Midlands has successfully pioneered and proven in order to deliver radically more effective and efficient health and social care services and boost productivity.
This particular workstream specification is to support bowel cancer pathways in Coventry & Warwickshire as well as in Birmingham & Solihull to deploy a managed service of capsule endoscopy into patient homes so will require standalone connectivity as part of the service rather than relying on the patient's home broadband or connectivity.
WM5G retain the right to terminate the procurement process or to not award a contract. WM5G will not be liable for any costs in relation to responding to this procurement.
This tender is for provision of access to a system which will enable WM5G, and participants in our workstreams, to:
• Provide access to advanced wireless connectivity through a 5G router and SIM cards with data contracts that fit within the defined dimensions and data requirements:
o 135 x 90 x 35mm (router)
o 50mm x 90mm x 35mm (Alternative GPS tracker with API access)
o 600MB per 20 min patient call
o SIM cards that provide coverage for any WMCA home address
• have the ability to demonstrate advanced 5g features to audiences by the time the programme concludes in March 2025 (for example: network slicing, eMBB, nMTC, SA / NGC, uRLCC)
In addition, the bidder needs to include:
• Operational and Maintenance Services for replacing any faulty routers within a timely SLA
• Technical Support to assist users to access technology
• IOT capability
• Wi-fi
• Security services
Bidders will be required to demonstrate how they propose to ensure service quality

Invitation to Tender Benefits, Evaluation & Economic Programme for SCR.
Objectives of the programme
The Smart City Region (SCR) is the pioneering Levelling-Up programme to scale-up wellness and productivity benefits from community diagnostics, remote monitoring, preventative healthcare, and exemplar hospital (through connectivity and IoT) across the West Midlands working in partnership with NHS and Local Authorities, and following successful trials led by WM5G and others in the region.
For remote monitoring that means supporting up to 5,000 adults either over the age of 65 or with long-term conditions to live at home for longer and support their independence utilising sensor-based remote monitoring / virtual care capabilities to support activities like virtual wards, care homes and at home solutions that are affordable and sustainable going forward.
For community diagnostics that means supporting up to 2,000 patients receive faster diagnoses with an initial focus on bowel cancer delivered in community and home settings taking advantage of advanced connectivity.
2. Scope of this work
This work will build on the phase one of the SCR benefits programme which saw the production of a benefit management framework, an evaluation and economics baseline for contribution in kind (CIK) and benefits maps.
Phase 2 of this work will be to further develop this work to ensure that the SCR Programmes can demonstrate both value for money and realise benefits for the health and social care community. The two key programmes for this work will be the:
• Colon Capsule Endoscopy service and
• Virtual care
There will be a need to test the existing benefits framework including the benefits map and benefits register with stakeholder groups to establish a set of measurable benefits to be baselined and collected over the rollout of the two programmes. The successful organisation will need to use the outputs of this testing to analysis of the patient journeys/ process maps, evaluate the findings and update the benefits framework as required. The final outputs will then need to be socialised and launched with the key stakeholders underpinned by a long-term plan to embed the benefits programme in both WM5G and the NHS stakeholders.
This work will be run alongside staff from ICB organisations or the organisations they have contracted and commissioned to deliver care and therefore will need to engage with them throughout.
It is essential that the successful organisation can demonstrate the following:
• NHS experience with programme management
• Evidential experience of NHS Benefits realisation framework
• Evidential experience of delivering successful programmes across multi-agencies including health and social care
WM5G Health will launch a new Framework to accelerate the adoption of Virtual Care and Community Diagnostic services across health and care settings.
WM5G works with Local Authorities and ICBs and has delivered innovative programmes in areas of emerging technology.
The Open Framework will allow Suppliers to bid for specific lots covering technology solutions, clinical service delivery, and management support. Suppliers can align their offers to lots such as Virtual Care Technology, Clinical Services for Virtual Care, Diagnostic Technology Enablement, Community Diagnostic Clinical Services, and Service Management. This flexible, compliant framework will enable WM5G to quickly procure and deliver high-quality, innovative solutions, product and services that enhance patient access, care quality, and service resilience.
Discharge Support Service with Digital task Management
The contracting authority is seeking a supplier to provide on-the-day discharge support for patients leaving hospital, coordinated through a digital booking and task allocation platform. The service must enable rapid deployment of personnel (staff and/or volunteers) to deliver practical discharge support in community and home settings.
The overall objective of this project is to co-design our three AI propositions - focusing on health & care, adoption and connectivity, develop the underlying processes and tools we'll use to deliver them and establish our technology partner selection and management framework. The project will also conclude with implementation and capability recommendations.
