The aim of the Community and Lifestyle Weight Management Service is to improve the health and wellbeing of overweight and obese adults and young people aged over 14 (with parental consent) by supporting them to achieve and maintain a healthier weight and improve physical fitness. The aim is do this through helping service users make appropriate and sustainable lifestyle changes to their eating and physical activity habits. This forms part of the Integrated Wakefield Weight Management Service pathway. There is a requirement to commission services to provide a range of interventions to support people across the Wakefield District. Commissioned services within the Community and Lifestyle Weight Management Service specification are based on lifestyle and community weight management programmes. These are what are usually referred to as Tier 2 interventions. The provision of interventions as part of this service must be focused on a lifestyle and behaviour change to support sustainable change, self-efficacy, weight loss and prevention of weight gain.

The Nostell Bridge southwest masonry burr wall was subject to impact damage from an errant vehicle resulting in the damage at the location of a feature buttress. The damaged wall has since been made safe and traffic management was installed on the A638 to keep traffic away from the unprotected carriageway edge (single lane running with traffic lights). The damage revealed that the feature buttress was hollow with rubble infill to approximately carriageway level. Due to extensive cracking and displacement, the brickwork was carefully dismantled to ground level behind the wall to make safe and reclaim the bricks and stone copings for re-use. The works required to repair the Nostell Bridge Burr Wall include: • Traffic management • Partial dismantling of the existing brickwork • Temporary access track to the back side of the wall (earthworks) • Site clearance (vegetation) • Excavation and underpinning existing structure for temporary stabilty • Piled foundations (contractor designed, possible additional GI required) • Reinforced concrete pile cap, buttresses and cross beams • Reconstruction of brickwork parapet using salvaged bricks • Reconstruction of feature buttress using salvaged bricks and sourcing new bricks as required, recreating the original buttress as best as possible • Reinstate salvaged coping stones with new precast concrete lintel supports • Excavate and reinstate existing highway drainage

This is a one-off procurement by Wakefield Council for and on behalf of the Association of Directors of Public Heath, Yorkshire and the HYumber (Y&H ADPH) to appoint an experience provider that has demonstratable experience of creating a campaign similar to the focus of the one required as part of this contract brief. The provider will deliver a multi-phased marketing campaign across Yorkshire and the Humber aiming to increase people's knowledge and understanding of the real risks of gambling and gambling products, and of the harms that can result. Ultimately this should then help people to: • recognise the possibility of gambling harms in themselves or people they know, and • be able to support others or seek support for themselves. The primary aim is to help adults to increase their knowledge and understanding of the real risks of gambling and gambling products, and of related harms. To ensure the integrity of the campaign and the success through effective design and delivery of the messages that need to communicated, aligned to PCR2015 - Reg 58(17), organisations (and any members of staff appointed to work on this campaign) must not have connections to or relationships with gambling industry or its representatives (including organisations directly funded by or reliant on funding from the gambling industry) and will be asked to declare this as part of the evaluation process. It is anticipated that the contract start date will be approximately May 2023 to enable campaign delivery phases during June/July and October/November 2023. The contract will be concluded within a 12-month period (by 30th April 2024) unless there are exceptional reasons for extension which should be agreed with the commissioner e.g. due to critical/unexpected incidents. The maximum funding available for this contract is £175,000 (ex VAT). The funding is available until September 2024.

Haigh New Culvert is located underneath A637. The culvert comprises twin corrugated steel circular sections with a concrete invert taken up the sides. There are reinforced concrete headwalls and wing walls at both ends of the structure. The South West side apron has been partially washed away and undermined and the west invert is suffering from scour. The North East side apron is cracked and displaced due to a tree stump behind. The successful contractor is required to repair and replace the damaged/missing sloping side aprons and install scour protection to the West in the form of concrete bagwork and a reno matress.

This procurement process falls under the Light Touch Regime as defined by the Public Contracts Regulations 2015, Regulation 74-77. The Authority is operating this procurement under the Light Touch Regime for Social and Other Specific Services, as set out in the PCR 2015, at Section 7 (Regulations 74 to 77) and Schedule 3. The Council is looking to develop a Pseudo Dynamic Purchasing System (Pseudo DPS) of qualified providers who are able to deliver services to people with ISF's. Applicants who meet and pass the Application criteria will be admitted to the Pseudo DPS. To establish a Pseudo Dynamic Purchasing System (PDPS), the Council is required to undertake a three-stage process. Stage 1: Establishing the PDPS -- The Council shall advertise the opportunity to be appointed to a PDPS for the provision of ISF Services. Applicants will have 30 days to respond accordingly to the opportunity during the initial establishment of the PDPS, in preparation for the provision of ISF services. Stage 2: Once the PDPS goes live, applications can be submitted throughout the lifetime of the PDPS . Applications will be accessed quarterly (November, February, May and August) Stage 3: Awarding of individual contracts The person / individual (or their representative) can: • Choose the Provider. • Work with then Provider to use their ISF in a flexible way to meet outcomes and support needs. • Use their ISF to pay for support from different organisations if they want to. The services required under this procurement fall within schedule 3 of the Public Contracts Regulations 2015 (SI 2015/102) and are therefore not bound by all of its requirements. The Council will follow its own modified version of the Dynamic Purchasing System process prescribed under regulation 34 for setting up and running this provision. This modified process reflects the personal needs of service users and maintains the principles of fairness, openness and transparency. Please note that this is not a competitive process and there is no limit to the number of Applicants who can be appointed. The Targeted Impartial Information Advice and Guidance (TIIAG) service will discharge Wakefield Council's duties set out in the Education and Skills Act 2008 enabling, encouraging and assisting young people to participate in education and training with a specific emphasis being on identifying and supporting those 16 and 17 year olds who are not in education, employment or training (NEET) including those who are NEET up to 25 with special educational needs and/or disabilities and care leavers. The Service Provider will develop and manage the Common Application Process (CAP) and E- Prospectus in line with the TIIAG duties to assists in encouraging the take up of education, training and employment and reducing NEET. The Service Provider will collect and record information in accordance with the National Client Caseload Information System Management Information Requirements and report this information to the Department for Education monthly. The Contract period for the TIIAG Service and E-Prospectus will be with effect from 1 October 2023 for period of 36 months ending on 30th September 2026 with the option to extend up to a further 24 months. The Council anticipates that delivery of this Service will cost no more than £218,000 per annum for the TIIAG and E-prospectus.
