Local Authorities have general duties to promote individual well-being and to provide or arrange services to reduce, prevent or delay the development of needs (sections 1 and 2 of the Care Act 2014). The provision of a handy person service will assist the Council in its discharge of these general duties by meeting the care and support needs of residents across the Wakefield district.
The main aim of a handy person service will be to:
• support people to remain independent and in their own homes for longer;
• reduce/prevent falls and hospital admissions; and
• support timely hospital discharges.
The availability of a handy person service will enable people to remain living at home, be as independent as possible and have the best possible quality of life.
Wakefield Council intends to commission a seven days per week / 365 days per year short breaks service for adults with learning disabilities at two 4-bed units (‘the Service’). One unit, Cypress Road, is in Normanton and the other unit, Clarence Gardens, is in the Thornes Park area of Wakefield. The Short Breaks Service will meet the needs of service users and families / carers in a personalised way, offering choice and flexibility.
The Service will run for a period of 2 years from 04/01/2024 – 03/01/2026 with an option to extend up to 3 years, with an available budget of £721,083.00 per annum
The Healthier Wealthier Wakefield Families service works with families in Wakefield living in poverty, supporting them to maximise their disposable income (for example by identifying low-cost/ free activities for families, or by accessing low-cost healthy food for families) and improve their quality of life. The Healthier Wealthier Wakefield Families service has a ‘family focus’ approach and have expertise both in family and child-related benefits and financial issues and supports families (with children under the age of 12). The Service provide a single point of contact where professionals working with families can obtain advice and support on financial issues.
This provision of Care in a Registered Care Home is being procured using a Pseudo Dynamic Purchasing System (PDPS) process.
Applicants can apply to join the PDPS either in the initial 'application period' or throughout its life span.
The Council is exploring re-procuring a system or systems to effectively manage the Wheelchairs Service (WCS), Equipment Service (WES) and the equipment of the Adaptations Service.

We are seeking to provide a service that will offer suitable and safe temporary accommodation within the Wakefield District to single people without the need for an assessment to access it. A basic referral will be given to the accommodation provider and the provider will need to let the Council know if they can provide accommodation within 15 minutes of receiving the referral.
It is expected that 95% of referrals will be accepted into the service.

The Housing Needs Service at Wakefield Council is responsible for investigating homelessness within (legislation) and subsequently providing emergency temporary accommodation. To undertake this work effectively the council needs a system which allows the completion and monitoring of homelessness applications. The system also needs to include a tenancy management with a financial aspect. The Housing Needs Service also manage a handful of projects that would need a case management function not related to the homeless application.
As part of a review of our existing processes, Wakefield Council is looking to procure a community health and wellbeing programme for clients experiencing overweight or obesity (within our inclusion and exclusion criteria – attached) and other health related issues. Wakefield Council ('The Council') is seeking to procure a Specialist Stop Smoking Service ('The Service'). The Council is seeking to commission a Service Provider to design and deliver an accessible stop smoking service that forms an integral part of Wakefield Council Public Health outcomes related to smoking which is in parallel with the National Tobacco Control Plan for England and the national ambition of a Smokefree England by 2030.
The Service will deliver all aspects of a specialist stop smoking service.
The Service will give particular focus to areas of high smoking prevalence, those from poorer backgrounds, those in routine and manual occupations, pregnant women, people with serious mental health problems, and ethnic minority groups.
The Council of the City of Wakefield will be undertaking a call for further competition under the YPO Enforcement Agency Services DPS pursuant to the requirements of the Concession Contracts Regulations 2016 and the procedures laid down in the in the DPS.
Only those suppliers registered on the DPS will be invited to participate.
Wakefield Council is looking to secure the provision of an efficient and effective Enforcement Agent Service through the appointment of a primary and secondary service provider.
Domestic abuse is one of the most harmful crimes in our communities with far reaching and long-lasting consequences for victims and their families. Wakefield has a strong history of partnership working in this area and the Wakefield Domestic Abuse Strategy however there is still more that can be done to prevent domestic abuse, improve the support and protection for victims and their children, and bring perpetrators to justice.
To address these challenges and strengthen our multi-agency approach to domestic abuse we would like engage with provider on how we could improve our offer further via a soft market engagement exercise around a proposed model of delivery.

The Council intends to meet with around 6 potential service providers. We encourage a range of providers from large corporate organisations to smaller local VCSEs and SMEs to express interest in attending the soft market engagement. The Council will have discretion as to which providers are selected to take part to ensure we have a good breadth of market representation and experience.
Face-to-face (in person in Wakefield or by teams) meetings will be scheduled for 60 minutes per provider and will be held on 18th, 19th and 20th September 2024. We would require a maximum of 2 representatives per provider to attend the engagement. This engagement is aimed at providers that have experience of delivering domestic abuse support services including services to perpetrators such as behaviour change programmes.

Healthwatch Wakefield is a statutory service which influences and shapes the improvement of Health and Social Care services in Wakefield district or accessed by Wakefield district residents. It follows national standards set by Healthwatch England and is designed to empower local people to influence services. It promotes greater patient and public involvement by actively encouraging participation from residents, particularly seldom heard and under-represented groups such as young people and those facing health inequalities, to ensure diverse voices are represented. Additionally, it strengthens the role of the public in the commissioning, delivery, and scrutiny of local services.
The service will also provide a Wakefield Independent Health Complaints Advocacy Service; a free, independent, and impartial service. The core purpose of the Independent Health Complaints Advocacy Service is to ensure that people who use local NHS services have access to the support they need to clarify and articulate their concerns, to navigate the complaints process and to pursue a resolution to the satisfaction of the people using services or the exhaustion of the process. The Service will play no role in relation to matters where a complainant determines to resort to direct legal action other than appropriate signposting.
It is expected the Contract will be for a period of 3 years with an option to extend up to a further 7 years (10 years in total), with an expected commencement date of 1st October 2025. The Contract is proposed to be a single lot with a lead provider.

The Council will be seeking applications from suitably qualified and experienced organisations / companies evidencing that they meet the requirements for registration and competency to deliver these services within the Wakefield District.
Providers will be required to operate electronic call monitoring systems for delivering services to account for actual service delivery and to provide specified performance indicators. Payments for Services will be at the Council's fixed Contracted Rate for Care.
It is anticipated that the PDPS will operate initially for the period October 2022 –March 2024, with an option to terminate or to extend for up to a further 1 year (at the Councils sole discretion) i.e., April 2024 - to March 2025.
