The works will include construction of brick / block storage sheds for tenants use (one per flat), replacement of existing garden gates with self-locking items, new commercial quality rotary drying lines, relaying of paving slabs and jet-washing of paving & walls. Which the Contracting Authority wishes to procure, details of which are set out in the Specification and "Requirements" shall be construed accordingly.
The Works involve the refurbishment and upgrading of a 2-storey property, 25 Pendine Close, Barry. Work includes the external wall repairs to substrate of existing EWI and repairs to EWI. Renewal of Kitchen and Bathroom fittings, installation of non-slip flooring in Kitchen, New Bathroom and WC Suite along with floor covering to all rooms.
The Vale of Glamorgan Council requires works to upgrade the Skatepark at Bearfield, Cowbridge. The Council has secured Section 106 funding and Sports Wales Funding. Tenders are sought from experienced contractors to design and implement works to upgrade the existing skate park, which is in poor condition, with a new concrete skate park.

The Vale of Glamorgan Council wishes to provide flexible, person-centred, outcome-focussed day time activities for up to 50 people or people living with dementia in the Western Vale. People accessing the service will be aged 65 or over living in the Western Vale area who have been identified as likely to benefit from the support of the service as part of a Social Services and Wellbeing (Wales) Act 2014 assessment. The Service will accommodate up to ten (10) people per day and will be provided from leased premises known as the Western Vale Community Hub, in Illtud House, Llantwit Major.
Heating Installation, Servicing and Maintenance Framework
The Vale of Glamorgan Council wishes to appoint one (1) Supplier to the Framework. The Works will include annual servicing, heating and hot water maintenance, the provision of customer information with database management and the presence of a representative at the Council offices three (3) days per week. The Council requires annual servicing and provision of landlord’s safety record and relevant landlord certificates, as required in the Vale of Glamorgan Council Housing Gas, LPG, Oil, Solid Fuel and Air Source Heat Pump Servicing, Policy V1.3. All Suppliers and Approved Subcontractors must comply with latest British Standards, Approved Documents for the region and all Council and specialist specifications supplied with the tender documents.
No formal market engagement was undertaken ahead of this procurement. Under the current PA23 regulations, pre-market engagement is not mandatory for projects below the threshold, and in this case, we had to move quickly to avoid losing time-sensitive funding. Given the urgency, we prioritised progressing the framework over conducting engagement activities.
Although the framework is relatively high in value, it has been structured in a way that supports SME participation. The services are closely linked and typically delivered by single suppliers, so a lotting approach was not considered necessary. Introducing lots could have added complexity without delivering clear benefits, and we’re confident the framework remains accessible to smaller suppliers as it stands.

In accordance with The Energy Performance of Buildings (England and Wales) 2012 Regulations and Amendment 2018, the Vale of Glamorgan Council (“the Council”) requires energy assessments and compliance certificates for residential properties within the Vale of Glamorgan area (“the Services”).
The Services are initially needed on approximately 360 residential properties. The Council requires a qualified Domestic Energy Assessor (“the Supplier”) to complete these initial Services by the end of February 2028.

The Vale of Glamorgan Council requires works to upgrade Palmerston Play Area in Gibbonsdown, Barry. The Council has secured Funding from the ‘All Wales Play opportunities Grant 2025-26. Capital grant for play spaces and playgrounds’. Tenders are sought from experienced contractors to design and implement works to upgrade the existing play area, which is in poor condition.
The existing play area is set within Parks land adjacent to an existing MUGA. The site currently comprises of swings, a roundabout, a springy animal and a climbing unit. The area is well used by children from Palmerston Primary School. After consultancy exercises with the school, it was noted that the children would like accessible play equipment.
The site itself can suffer from ground water flooding in low lying areas, so it will be necessary for all equipment to be installed at a similar or higher level than the adjacent pathway. There is one area in particular that floods and is highlighted in the attached appendices.
Ideally the play equipment is to be grouped together so that it can be accessed from the pathways and from item to item. If the new area of surfacing for the new play equipment is greater than 100m2 over and above the existing surfacing, SUDS approval will be required. We require the contractor to suggest proposed drainage; the client will apply for the SUDS necessary.
Items of equipment should not be above 4ms high. If this is the case Planning permission will not be required.
Tenders are sought from experienced contractors to design and implement works to upgrade the play area. The scope of the work s includes the following activities: -
• Design of new play area.
• Removal of existing play equipment, surfacing and site furniture. (See Appendices).
• Supply and installation of new play equipment, surfacing, site furniture and any other works to complete the approved scheme.
• Provide access track for vehicles to the site to stop damage to fields. (As necessary, See Appendices).
• Be free draining if possible and comply with SAB legislation if applicable
• Reinstatement of site as necessary.
All works must be undertaken in accordance with the Council’s brief and drawing supplied and approved by the Contractor.
The Provision of a Private Rented Sector Support Service for the Vale of Glamorgan Council
The aim of this project is to reduce tenancy breakdowns by working directly with Service Users who are utilising the Vale Assisted Tenancy Scheme. (VATS) which is run by the Vale of Glamorgan Council Housing Solutions Team in partnership with designated Private Rented Sector landlords. The service will provide support to ensure that the service users are given the best chance of being able to sustain their Vale Assisted Tenancy, to integrate into the community and maximise their independence. The successful provider will be expected to provide Three FTE Housing Link Worker for the duration of this service.
