The UR wishes to appoint a contractor for an initial period of 1 year with 2 optional extension periods of 12 months, subject to satisfactory annual review each year of the contract, to provide support in the population and maintenance of the database (ownership of which is with and will remain with UR). The Contractor will provide support including data retrieval from the data providers, details of which are provided in section 4 (using SSIS, FTP, sFTP and others), maintaining and updating the SQL Database with all up to date data, verifying and validating all data and liaising with the data providers to ensure all data is captured. There is the possibility that ad-hoc support or training will also be required from time to time under the contract.
The Northern Ireland Sustainable Energy Programme NISEP funds energy efficiency measures with most funding targeted at vulnerable customers. It is an 8 million fund collected annually from electricity customers through a public service obligation (PSO) levied on NIE Networks customers. The Department for the Economy DfE also uses NISEP as a vehicle to distribute additional government funding to support domestic energy efficiency. The UR are required to administer this scheme under NIE N’s licence condition 43. The contract is for a supplier to act as a Programme Adminstrator for NISEP.

NIAUR - Markets Directorate - Markets Support Contract - the Utility Regulator UR is seeking to establish a Single supplier Framework to provide expert support in meeting the deliverables of the DfE Energy Strategy and to assist the UR in identifying, scoping and analysing potential issues and scenarios arising within the NI energy market in the short, medium and long term, and developing potential solutions to mitigate around a range of issues which are identified and in which we require support
Utility Regulator has an ongoing need for consultancy and other professional services advice in support of the delivery of its work programme. The requirement set out in the specification is to establish a framework of suppliers for the provision of consultancy and other professional services in support of UR’s regulatory remit covering electricity, gas and water industries in Northern Ireland and their relationships, as needed, to markets in Great Britain, Ireland and Europe. The Department for the Economy (DfE) will also be able to avail of the framework and each of the lots as and when required. The framework will comprise 13 Lots
