The Disability Advice team, part of the Student Advice and Guidance team within the Division
for Student Experience at the University of Sussex, provide disabled students with
personalised study support to enable them to reach their potential at university. Working as
part of a wider network, we offer timely, accurate and confidential information, advice,
guidance and resources to remove barriers to learning.
We are seeking to establish an agreement with a suitable preferred supplier who can provide
a high-quality fully managed service for Band 1 & 2 Non-Medical Helper (NMH) support for
students studying at the University of Sussex for the academic year 2023-24 onwards.
All providers must comply with the IR35 regulations as they apply to the University and ensure
all workers are paid under a PAYE system with tax and national insurance deducted at
source.

The University of Sussex invites suppliers to respond to this opportunity for the provision of Facilities Management Services via a Limited Liability Partnership (LLP) for a period of up to 10 years with services expected to commence on 1st July 2025.
Following a procurement process in 2013, the University of Sussex entered into a Joint Venture with a Facilities Management provider, which led to the creation of a Limited Liability Partnership (LLP), called Sussex Estates and Facilities (SEF), for the purpose of delivering Total Facilities Management (TFM) to the University. The University is the majority shareholder with the remaining shares allocated to the FM provider.
The current contract expires on 30 June 2025 and the University is now seeking to re-tender on revised terms, for a Supplier who will:

The University of Sussex is building significant internal capability to address the challenges
of decarbonisation, but this will need to be supplemented by specific technical and
organisational advice in targeted areas, including the built environment, decarbonisation
modelling and energy systems design. The University intends to procure this expertise
through appointing a consultant.
The purpose of this procurement exercise is to select and appoint a Consultant to assist with
the creation of a new Net Zero Pathway (NZP) Report to assist with the University's
commitment to reach Net Zero by 2035. Production of the Net Zero Pathway Report will be
led by the University with consultancy input to contribute technical knowledge to specific
areas.
The University has previously commissioned an NZP which did not provide a clear and
detailed blueprint or road map that could be translated into a credible delivery plan. This new
report therefore needs to set out how the University will reduce its carbon emissions with
clearly defined elements to ensure it operates sustainably, ethically and responsibly
The University's commitment is to reach Net Zero by 2035, using the Science Based Target Initiatives methodology. This means that carbon emissions must be reduced by more than 90% across Scopes 1, 2 and 3. The aim of this tender exercise is to procure expert advice and consultancy services that will contribute to a new Net Zero Strategic Pathway Report, which in turn will form a key pillar of all future decarbonisation activity at the University. This tender will be for advisory services, as well as system modelling and design.
The key deliverables are professional advice and recommendations to support the Sustainability Team's objective to create a Net Zero Strategic Pathway Report, and the subsequent action plan for the University's Sustainability Programme. The overall outputs of the consultancy period and strategy creation process, is to provide a thorough, actionable and unambiguous pathway to Net Zero. It is intended that the need for further surveys and planning will be minimised.

The proposal is to remove all redundant machines and equipment, fully refurbish and install new data driven metal fabrication equipment in the existing workshop. A revised layout of the space will provide a new teaching environment.
The current proposal plans to have the refurbishment complete by April 2025 but this timeline is currently still subject to approval and may change, and as such should not be taken as confirmed.
