You are invited to take part in this Open Procedure to support the facilitation of the University's Innovation Leadership Programme, that will take place across January - March 2025. This project is funded by the UK Government through the UK Shared Prosperity Fund with the Liverpool City Region Combined Authority as the lead authority. Any resulting contract will be subject to the attached Terms and Conditions in Schedule E. Through this project, University of Liverpool are working with Merseycare NHS Foundation Trust to build on and deepen the understanding of XR in the field. A specialist contractor(s) is sought to undertake analysis of XR in healthcare to better understand the UK market in terms of capabilities, size, scale, value and opportunities for future growth (Lot 1), and the development of a framework to be produced for use by MerseyCare NHS Foundation Trust to deepen the existing healthcare use cases and opportunities for innovative uses of XR in the services offered by the Trust (Lot 2).

The CHI-Zone is being established by the University of Liverpool (UoL) to spearhead the use of data and technology to transform health and social care integral to that Programme. This £10m+ initiative will leverage the knowledge and expertise of UoL’s Civic Health Innovation Labs and Virtual Engineering Centre to support research and innovation, education and training involving academics, health and care professionals, LCR residents and communities, SMEs and Large Corporates. The CHI-Zone will be delivered April 2025 - March 2029. UoL wishes to appoint an Independent Evaluator via a Competitive Flexible Procedure to design and carry out a comprehensive evaluation of the programme. Any resulting contract will be subject to the University of Liverpool’s Consultancy Terms and Conditions in Document G. UoL is seeking to appoint the contract to a single Supplier. For the successful tenderer the resulting contract will be for an initial term of approximately two (2) years. The term may be extended for a further two years at the sole discretion of the University. Please note that the initial and extended terms are linked to key delivery milestones.

Healthy Urban Places (HUP) at The University of Liverpool (UoL) is seeking a community-based organisation (or organisations) experienced in community engagement, and with established community networks, to collaborate and contribute to “Community Collaboratives” and support the delivery of research for the Healthy Urban Places (HUP) programme. Healthy Urban Places, funded by UK Research and Innovation and part of Population Health Improvement UK, is exploring how and why local environments (e.g. housing, local amenities, access to jobs, availability of community or social spaces, the way decisions are made or resources invested) influence people’s health and inequalities, through research with communities and local stakeholders. HUP is establishing a ‘Community Collaboratives’ that brings together communities, researchers and decision-makers in Liverpool and our sister site, Bradford. Community-based organisations will coordinate community-led research activities in their area and engage local communities and stakeholders. HUP researchers will provide training on research skills and actively support community organisations to co-produce meaningful research and identify priorities about what makes a healthy place, with the aim influencing place-based changes by sharing these with local, regional and national decision-makers. The tender will be structured into four Lots based on the local area that the research activities will be undertaken in: Lot 1: Toxteth Lot 2: Speke Lot 3: Croxteth Lot 4: Birkenhead The work will be conducted in five work phase. These five phases are: Phase 1 – Start-up Phase 2 – Initial Research Phase 3 – Reflect Phase 4 – Further Research Phase 5 – Impact The resulting contract will be 30 months, with the option to extend for 3 months. The estimated maximum contract value per Lot is £57,000. The current total contract including any extension for all four Lots is £228,000. There is the possibility of a further £17,000 in additional funding, which is reflected in the stated Contract Value, however this has not yet been confirmed.

The Civic Data Cooperative is seeking a proposal and quotes for marketing and graphic design support on a series of projects as we head towards wrapping up our core operations in 2026. While our work streams will continue past this date - we would like to produce a series of legacy reports and a public-facing campaign about data stewardship in the Liverpool City Region.
