The University of Essex (the Authority) invites expressions of interest for participation in a tender process for the refurbishment of the third of six Towers, Rayleigh, at our Colchester campus.
The University of Essex has already completed refurbishment works of the first two Towers on the south side of campus and over the coming five years, will refurbish the remaining four towers, on the north side of campus. The refurbishment works will provide more thermally efficient buildings, with all new services, considerably enhancing the student accommodation for many years to come.
The project involves the complete removal of almost all elements to the building, only the wall and floor structures will remain intact. The existing services will be fully stripped out including all of the plant serving the building. Both of the existing lifts will be entirely removed, and remedial works undertaken to the lift shafts. All the windows and curtain walling will be removed which will require a full scaffold to the entire building.
The roof will need to be replaced with the addition of thermal insulation. Added to this, internal services are failing and a major refurbishment is required in order to ensure the towers can be certified as 'safe to occupy' under the Building Safety Act and to maintain the life of the asset and preserve it for future years. The towers blocks are classed as 'higher risk' buildings under the Building Safety Act which was granted Royal Assent on the 28 April 2022. Work needs to begin as part of this project on preparing safety cases for all accommodation coming into the remit of the pending legislation.
All new services are to be installed with a considerable amount of design consideration to reflect the way in which students live and operate within the building. For example, the introduction of mechanical ventilation to all communal areas and student bedrooms. The building will have a new fire detection system, combined with an all new misting sprinkler system throughout. Fire compartmentation will be given great attention both horizontally and vertically through the building. The project will also deliver new fire-fighting lifts. Within the design brief the ethos has been to implement high levels of protection to life of the occupants and to enhance the fire strategy for the building.

This work will require removal of walls, disused electrical, pipework and ducting. There will be some construction of new walls, electrical and minor works to create the space needed.

The University of Essex wishes to establish a new framework agreement for periodic contract cleaning across three lots that will ensure that the University has access to a number of experienced, capable and good value cleaning contractors to meet the cleaning needs that arise at various points during the academic year. Details of individual lots are as follows;
Lot 1: Summer Period (July & September): Following end of tenancy move out of undergraduate students (July) and postgraduate students (September). Deep cleaning to bedrooms with and without ensuite bathrooms and scheduled "sparkle" cleaning to communal areas; consisting of shared bathrooms, communal kitchens, foyers, lobby's, stairwells and corridors.
Lot 2: Summer Period (July - August): Regular service cleaning to residential areas during Event Essex conference period alongside our in-house cleaning team. Bidders may be required to provide additional staff for the last week of September.
Lot 3: Termly office cleaning in academic and administrative areas three times per academic year (December, April & August). Please note the current academic year runs from September 2022 to August 2023, therefore call off order no.1 for lot 3 will be for August 2023 only. Bidders to note that there is a maximum period of 4 weeks to complete this work, there is no minimum period.

Wivenhoe House aims to improve and grow, and it is important to develop better use of the space available within its current footprint. In order to start this process, it is necessary to begin by moving the reception to a newly built extension, central to the hotel, and at the same time redeveloping the the brasserie bar & restaurant. With continued strong demand it is important that all facilities are reviewed to ensure that our customer experience remains in keeping with the 4-star luxury hotel. The current entrance to the hotel provides a poor sense of arrival and customer journey. The project will address this by moving the reception to a location more central, and will add more car parking, which is a constant cause of frustration for the hotel guests visiting to stay, dine or attend an event. The project also aims to improve on the event experience by creating an exclusive events space in the main house, which will provide a new revenue generating area with more opportunities of learning for students.
