UKSA has a requirement for specialist operational support to ensure the Charter is performing effectively, interfacing effectively with existing and any potential new data providers and users and ensuring there is optimal awareness and uptake of the Charter within the UK Government and with selected overseas partners. We are looking for a technical delivery partner with a demonstrable background in delivering high quality remote optical tracking stations designed for autonomous satellite monitoring across all orbital regimes including Low Earth Orbit (LEO) and Geostationary Orbit (GEO). Whilst not critical, it would be advantageous if the system would be capable of performing occasional astrophotography (for outreach) and Near-Earth Asteroid tracking missions. The delivery partner will be responsible for the rollout of an optical tracking station network. This is currently expected to span 5 locations herein referred to as “sites”.

Overall Aim: Expand the scope of the ESA Strategic Study to encompass additional ESA Member States and key developments in the European space sector, to both support preparations for the upcoming ESA Council of Ministers 2025 (CM25) meeting and supplement the institutional knowledge of the UK Space Agency more broadly. Objectives: - Analyse key developments in the European space sector, specifically narratives underpinning space policy formulation in the European Union (at institutional level), and the interaction between civil, military and dual use approaches to space activities employed by the ESA Member States covered under Phase 1 and 2 (Germany, France, Italy, Switzerland and Norway), as well as Spain, Belgium, Poland, and the European Union (EU). - Deliver accessible insights in time for ESA’s Council of Ministers 2025 (CM25) meeting on 26-27 November 2025 (Phase 3). - Deliver detailed analyses of the narratives underpinning space policy formulation in Spain, Belgium, Poland, and the European Union for use by UK Space Agency teams in the short-, medium-, and long- term.

UKSA is seeking a supplier to provide physical penetration testing for a number of companies working in the space industry, in order to; • Support companies with understanding their existing security and resilience to physical attack. • Inform corrections and upgrades to physical security by identifying vulnerabilities and providing recommendations for improvement. • There is a likely to be the requirement to work with multiple (up to 4) companies at the same time in order to complete the work packages below within the timescale of the contract. It should be noted that this requirement shall be classed as 'exempt' from PA 2023. This notice is being advertised out for an Expressions of Interest / Specific Questionnaire stage and shall then be withdrawn from the CDP platform and taken forward offline.
