A set of updated financial Due Diligence to be performed on two organisations, that is required following unforeseen developments in the market outside the control of UK Space Agency's that require urgently assessing to assist in programmatic decision making.

There was a minor commercial deficiency in the bid which could not be addressed during the tender process, which has been addressed subsequently to facilitate this direct award. The appointed supplier will investigate the technologies that underpin reliable post-mission disposal operations, considering those that achieve compliance to one or more of the post-mission disposal guidelines within the IADC Space Debris Mitigation Guidelines. Develop and populate a catalogue to capture key information on each technology and critically evaluate the most promising solutions across cases for single-spacecraft missions and large constellations.

Overall Aim Expand the scope of the ESA Strategic Study to encompass additional ESA Member States and key developments in the European space sector, to both support preparations for the upcoming ESA Council of Ministers 2025 (CM25) meeting and supplement the institutional knowledge of the UK Space Agency more broadly. Objectives - Analyse key developments in the European space sector, specifically narratives underpinning space policy formulation in the European Union (at institutional level), and the interaction between civil, military and dual use approaches to space activities employed by the ESA Member States covered under Phase 1 and 2 (Germany, France, Italy, Switzerland and Norway), as well as Spain, Belgium, Poland, and the European Union (EU). - Deliver accessible insights in time for ESA’s Council of Ministers 2025 (CM25) meeting on 26-27 November 2025 (Phase 3). - Deliver detailed analyses of the narratives underpinning space policy formulation in Spain, Belgium, Poland, and the European Union for use by UK Space Agency teams in the short-, medium-, and long- term.

This direct award provides for the continuation of specialist laptop hardware provision and associated IT support for NSpOC Orbital Analysts. The service is essential to maintaining uninterrupted access to secure, accredited systems required for critical space domain awareness operations, where continuity of service is paramount. A separate supplier has already been appointed following a competitive process to deliver the long‑term solution; however, mobilisation of that service has been delayed. This interim requirement can therefore only be met by the incumbent supplier, who maintains the existing secure configurations, accreditations, and system integrations. Procuring via an alternative route would introduce unacceptable operational, security, and continuity risks and could result in disruption to a critical operational capability.

NORSSTrack is a critical software service for the National Space Operations Centre (NSpOC) which has been developed specifically to meet NSpOC's orbital analysis needs. This contract provides for a licence to enable ongoing access to a fully deployed NORSSTrack product which is required to enable UKSA to meet its Space Surveillance and Tracking obligations. No other supplier can provide the service as the Intellectual Property is owned by the developer, Raytheon Systems Ltd. There are no comparable software products available on the market as this was developed as a bespoke product to meet UKSA's SST needs.

There is a strategic requirement for UKSA to be part of the UK Pavilion at MWC in line with the government's 'One Government' policy and to most effectively amplify our presence in a very crowded and competitive international event. Due to its size and nature, access to the MWC conference area is limited to organisations able to meet the requirements of the venue. The National Space Operations Centre (NSpOC) orbital analysts require specialist software in order to perform their roles. One specialist software package they need is STK and ODTK. A maintenance and support fee are required to update the software to the latest version and transfer the software to their newly managed machines. The software is only available from distributor in the UK who holds the licence to it. There are no other products currently available on the market that fulfil the highly specialist functions set out above.

The aim of this work is to help UKSA evaluate the existing infrastructure at a proposed potential test site to provide an assessment of its suitability for rocket engine testing, the modifications needed to establish the test infrastructure and the operational approach that could be adopted. The evaluation is to include proposed operating models with ROM costs and pricing. This is being issued via direct award as it requires access to sensitive data sources and market data, as well as access to the site itself. The supplier has worked previously at the proposed site and holds the IPR related to the data referenced above. Please note UKSA is not in a position to disclose the proposed site at this stage and will not respond to queries relating to it.

UKSA intends to procure a supplier to act as an external delivery partner to provide highly specialist knowledge, skills and expertise (KSE) in relation to capabilities relevant to national security, specifically Space Domain Awareness (SDA), In-Orbit Servicing, Assembly and Manufacturing (ISAM) and Space Control and Position, Navigation and Timing (PNT). This is a call-off contract for the provision of knowledge, skills and experience relating to individual work packages within SDA, ISAM and PNT that cannot be fulfilled by any other provider on grounds of technical expertise (Schedule 5, Paragraph 6). UKSA will only award call-off contracts through this mechanism following internal technical review to confirm the proposed work package is in scope of this requirement and meets the requirements set out in Schedule 5. The call-off contract includes a number of work packages relating to national security policy development, feasibility studies and policy insights, including at classifications above OFFICIAL-SENSITIVE. UKSA will contract GHGsat to provide Satellite derived Methane data to the International Methane Emissions Observatory (IMEO) and UK Government. The contract will allow the UK to fulfil international agreements and support domestic policy making e.g. towards achieving net zero by 2050. Recent information can be found on the Government Climate Change Dashboard, but this procurement will enable accurate monitoring and reporting on GHG emissions. Aims: Advance the UK's Leadership in Methane Mitigation: To reinforce the UK's international leadership in methane monitoring, reporting, and verification (MRV), aligning with its climate commitments and diplomatic goals. Support Global Methane Monitoring Efforts: To strengthen the IMEO's capacity to detect, validate, and respond to methane emissions globally through the integration of high-resolution GHGSat data. Bridge Data Gaps in Methane Emissions: To address critical gaps in global methane emissions data by providing access to satellite imagery with higher sensitivity and accuracy than publicly available alternatives.

The UK Space Agency has a requirement to test customer engines using the NSPTF in a timely manner. Therefore, ensuring the test facilities are ready and available to perform testing of engines and propulsion systems for customers to the NSPTF, and to support ensuring the continuing testing of hardware in the event of a facility breakdown. The facility incorporates a range of testing hardware. The service provider will provide the test cells for the facility, from small thrust engine testing (1N+) up to medium thrust testing (up to 1500N). The latter test chamber will have new equipment (vacuum generating plant, common vacuum manifold, plume intercooler, vacuum chamber etc), owned by the UK Space Agency, that will be operated and maintained by service provider. Provide technical support for facility operations and enter into a technical support contract for running the facility with UKSA. This will include responsibility for all safety aspects in national facility operations and to support ensuring the continuing testing of hardware in the event of a facility breakdown. Provide cost estimates for customers through liaison with the brokers (STFC).
