Overview Truro City Council is issuing an invitation to tender (ITT) to providers of commercial quality horticultural Glasshouses for the supply and installation of Two Greenhouses situated at their new nursery site in Idless, Truro. The proposed works are to assist in the relocation of a commercial horticultural nursery facility to Idless Woods. Works will include the supply and installation of suitable frame and glazing suitable to with stand exposure to extreme weather conditions due to the exposed location within Cornwall. The design will also incorporate necessary ventilation requirement for each greenhouse. An option to incorporate automatic openings for ventilation will be considered. Materials supplied and installed are to be of commercial horticultural nursery quality. Domestic quality products will not be accepted. An appropriate base is to be specified by the successful contractor and provided to Truro City Council, this element of work is anticipated to be undertaken by others ahead of the supply and installation of glass houses, although costs for this work will be considered as an additional item that may or may not be incorporated with the works. Truro City Council have been successful in achieving grand funding to support improvement works to Boscawen Park as a part of the wider Truro Town Deal. An aspect of the wider masterplan in to undertake dredging works to the existing duck pond, which is currently utilised as attenuation for surface water run-off from the fields and land above. Over a prolonged period of time the duck pond has been subject to silt deposits reducing capacity of the pond. The Town Deal master plan includes to dredge the silt out of the duck pond, including silt trap, to improve habitat provision within the area and increase capacity of water that can be stored. The proposed works seek to improve flood capacity in the event of tidal surge and improve the public realm offering of the park. The duck pond at Boscawen Park is a key feature of the park's landscape, but it is currently facing significant issues due to silt build up, and structural damage to some stone banks. An initial survey has been undertaken along with a Preliminary Ecological Assessment, detailing the existing conditions of the pond and identifies areas in need of maintenance, repair, or further investigation to inform the scope requirements. Tenderers are required to submit their Tender Returns electronically in accordance with this ITT, comprising the completed Form of Tender set out in Appendix B1 along with all other information required in accordance with this ITT and set out below. In June 2021, Truro was awarded £23.6 million from the Government's £3.6 billion Towns Fund to bring a step-change in how we live, work and enjoy Truro. This money will help to future proof Truro whilst celebrating its unique character. A Truro Town Deal Board was created to oversee the development of a Town Improvement Plan (see About Truro Town Fund | Truro Town Deal and Truro-Town-Investment-Plan_010221.pdf (trurotownfund.com)) which details the projects that would be delivered as part of the Town Deal. The overall vision of the Truro Town Deal is that "By 2030, Truro will be a 'Connected River City' worthy of being Cornwall's capital and fulfilling its potential as a modern economic, social, environmental and cultural capital for Truro residents and the wider Cornwall community". One of the projects supported by the Truro Town Deal is the reimagining of Lemon Quay which is a large public space in the centre of Truro that is owned by Cornwall Council but managed under licence by Truro City Council. Whilst the Town Improvement Plan envisaged the construction of a permanent covered area on Lemon Quay this has not been possible to deliver but the works relating to new furniture and landscaping that will create green space at the heart of the city adding to Truro's appeal as a vibrant city and complementing the retail offer is going ahead and will be complete by the end of December 2025. The redevelopment of Lemon Quay is being led by Cornwall Council and whilst the majority of the scheme relates to capital works to improve the public realm areas of Lemon Quay (e.g. investment in improved landscaping, seats, trees, planters, ducts for power cables to reduce trip hazards and a Changing Places facility in the existing toilets) it also includes funding to encourage the increased use of Lemon Quay especially outside the core summer holiday season. This aspect of the project is being led by Truro City Council.

The City Council is a local authority providing services in the Parish of Truro. The City Council has general HR knowledge and experience within its employed staff but will rely on its support provider for expert legal and technical advice when necessary. The fundamental purpose of the contract is for the contractor to provide a HR service which is described in the specification of the contract. The period of the contract is initially for three years which may be extended for a further two years by the Council. The City Council has expanded its work and now has 65 staff on various contracts. Staff numbers may change during the contract period and may potentially include TUPE transfers into/out of the Council. Council staff are employed at various locations within the City of Truro. The Council has a single status agreement in place, signed by UNITE and Unison, which was effective from March 2018. This document will need to be reviewed in 2024. The specification is split into three elements. • Keep under review existing TCC employment policies, procedures and contracts of employment. Keeping TCC up to date with legislative changes. • Provide ongoing HR advice particularly relating to employee relations, advising and supporting managers and Councillors. • Provide a neutral point of contact for employees for signposting. TCC anticipate that 30 hours per month would cover its needs (equivalent one day per week). Tenderers should allow as a minimum for a person being present in TCC offices twice a month, to provide face to face contact. For continuity purposes it is expected that this person will remain consistent subject to any changes in the staffing structure of the contractor. Tenderers should therefore provide the name and CV of a key contact to both manage the contract and provide the initial point of contact for advice as well as CV's for any other staff who will be involved in the delivery of the contract.
