Penrhys an existing village located between and towards the peak of the Rhondda Fach and Rhondda Fawr Valleys at the centre of the Rhondda Cynon Taff Borough. The original village was complete in 1969 providing 951 homes, since its conception the numbers of homes has dramatically decreased due to various socio economic and world events. Further to the Local Authority relocations in the 1990s many of the original properties have been demolished and there are now circa 200 homes over 24 hectares. Trivallis seeks to regenerate the site and provide a truly exciting mixed-use development giving a new breath of life to the village. The concept Masterplan provides circa 800-900 new homes (including new and replacement affordable housing), circa 1000sqm commercial space and an extensive public realm. This will include a new village centre with heritage and leisure opportunities. The development of a new primary school for the expansion of families living in the village will be benefited by the integration of sports facilities and high-quality green spaces. Penrhys will be seeking to procure a development partner that will work with Trivallis to design and subsequently deliver the new development, invest in mixed-tenure housebuilding, and manage all stages of the process from planning through to sales and after-care.

Trivallis are a community mutual housing association, which is owned by our tenants, routed in our local communities and working through collaboration and partnership. We provide homes to 25,000 people across South Wales. Our primary role is providing homes which are safe, secure and affordable to people who are in the greatest need. Trivallis are undertaking preliminary market engagement to assist with potentially procuring a software solution for their contact centre. The purpose of the preliminary market engagement, is to engage with suitable suppliers, which have suitable solutions to assist with the following: 1) develop the authority’s requirements and approach to the procurement; 2) help to design a procedure, conditions of participation or award criteria; 3) help in preparing the tender notice and associated tender documents; 4) identify suppliers that may be able to supply the goods, and services required; 5) consider the value for money in progressing with a new solution and any other market insight that the engagement can provide. This Preliminary Market Engagement will be conducted by sending a questionnaire to all interested parties, with a range of question for them to answer. The outcome of the engagement exercise and the potential procurement procedure that will result, will help Trivallis achieve its aims below: *Confirm a plan for the contact centre to ensure the right solution supports the long-term vision *Implement a new contact centre solution which has been driven by tenant feedback, staff engagement and board approval *Procure a solution which serves and integrates other departments in the business, such as Planners, Rent Account Managers, etc *Ensure the new solution is aligned with the Trivallis Outcomes and Benefits which have been identified *Integrate Microsoft Teams for inbound/outbound Telephony *Have full integration with Microsoft Dynamics (CRM) *OMNI channel communication *Improve reporting and Analytics *Improve agent management *Potentially use AI / machine learning to improve customer services *Consider the full lifecycle costing of implementing a new system and its aintenance including keeping pace with technology as it progresses Our questionnaire will be issued to potential suppliers by them emailing our procurement mailbox, please use reference TRIV2025-IT16, the email address is; procurement@trivallis.co.uk There is a strict 300 word limit for each question in the questionnaire that is returned, in order to make the engagement manageable. Trivallis reserve the right to disregard any questionnaire submissions that do not adhere to this limit. Trivallis will not be publishing the results of this engagement it will be used to inform the next stages if this progresses. Suppliers should identify any information they send as part of the questionnaire return, which is confidential or intellectual property. Trivallis will not share any confidential supplier information. If a procurement procedure is entered into at a later date, Trivallis will consider the sharing of any relevant information that has been gathered or exchanged with suppliers, as part of the tender process. It is not anticipated that this will be the case at this time. Contracting authorities who undertake preliminary market engagement are not obliged to proceed with the procurement, and Trivallis reserves the right not to progress after this stage. The deadline for completed returned questionnaires is the 7th of January @ 12 o'clock midday.

This will be at Trivallis head office the address is: Ty Pennant Mill Street Pontypridd CF37 2SW As part of the PME Trivallis will consider information on; Developing the authority’s requirements and approach to the procurement; Designing a procedure, conditions of participation or award criteria; Preparing the tender notice and associated tender documents; Identifying suppliers that may be able to supply the goods, services or works required; Identifying likely contractual terms; and building capacity among suppliers in relation to the contract being awarded. As part of this event, a questionnaire will be issued to interested suppliers for completion and return by the 7th April, via our procurement mailbox. Please confirm you wish to attend the event by emailing the procurement mailbox by the 23rd March 2026 at 12 o'clock midday. If you do not send a confirmation via the procurement mailbox then we are afraid you may be refused entry, so please be sure to let us know you will be attending. Trivallis will be undertaking Preliminary Market Engagement (PME) for forthcoming Thermal Improvement and Whole-House Retrofit Works. The PME event will take place on 6 May 2026, from 1:0pm to 4:0pm, at: The Muni Arts Centre, Gelliwastad Road, Pontypridd, CF37 2DP. Attendance is limited to two representatives per company. Suppliers must already hold PAS 2030 accreditation, or be on track to complete accreditation (or an industry recognised equivalent) by 30 June 2026. To confirm attendance, please email procurement@trivallis.co.uk by 12:0pm on Friday 24 April 2026, including the names and email addresses of all attendees. Please note that entry will not be permitted without advance confirmation. During the session, Trivallis will present information to contractors interested in bidding for future procurement opportunities. A market questionnaire will also be issued to gather feedback to help shape: • The development of our requirements and procurement approach • The design of the procurement procedure, participation conditions and award criteria • Preparation of tender documents and specifications • Identification of capable contractors • Development of contractual terms • Capacity building within the contractor market The deadline for returning the completed questionnaire is 12:0pm on Friday 22 May 2026. The future programme is expected to include a range of whole house retrofit measures, delivered in line with Standard Assessment Procedure (SAP) methodology and PAS 2035 principles. Works may include, but are not limited to, the following: Fabric Improvement Works • Wall insulation (cavity, external and internal) • Loft, roof and roofing thermal improvements • Draught proofing and other SAP eligible fabric upgrades • External dash/render Low Carbon and Energy Efficiency Installations • Air Source Heat Pumps (ASHPs) • Hot water system efficiency improvements (cylinders, pipework, controls) • Solar PV (including removal and reinstatement) and battery storage Ventilation, Lighting and Environmental Improvements • Ventilation upgrades and passive ventilation • Energy efficient lighting • Environmental/performance monitoring sensors Supporting works necessary to enable delivery of retrofit measures, such as: • Rainwater goods replacement • External envelope repairs • Cavity extractions and damp related works (including DPC cleaning) • Building works, access and reinstatement, including canopy renewals & concrete lintels • Roofing renewals • Gas/electric meter boxes • Western Power-related works • Stitching and wall ties The scope may also include PAS 2035 roles and deliverables, such as: • Retrofit Assessment • Retrofit Coordination and compliance services • Design and specification development Trivallis may procure PAS services and installation works separately. All potential works will be delivered to residential properties owned by Trivallis across the South Wales region.
