Trenitalia c2c Ltd ('c2c') has developed and agreed a 10-year Asset Management Plan covering the planned maintenance, repair and renewal works necessary to improve the condition and quality of their owned and leased existing assets, and any planned future assets that they are seeking to construct or maintain to support the management and maintenance of its portfolio of assets and property across the c2c route. To deliver this programme of work, c2c recognise an efficient and robust procurement framework must be developed to ensure timely and quality delivery of each project. The procurement of works has historically been delivered through c2c's existing Minor Civils Framework or through ad-hoc tendering. The current Minor Civils Framework is due to expire shortly, and as such requires replacement to maintain an effective route to market for c2c's requirements. c2c is intending to procure a multi-lot, multi-contractor Framework Contract over a 4-year term with optional extension periods of two individual 2-year periods to support the delivery of the associated Building and Civil Engineering works. The purpose of this Framework will be to provide a compliant and efficient route to market for c2c to procure a pipeline of projects required to support the management and maintenance of its portfolio of assets and property across the c2c route. c2c will utilise a Restricted Procedure in accordance with the Utilities Contract Regulations 2016 to procure the Framework Contract, which consists of the following Lots: 1: Multi-Disciplinary Building and Civils 2: Station Building and Roofing Works 3: Internal Station Improvement Works 4: Bridges 5: Ancillary Civils 6: Canopies 7: Platforms The anticipated commencement date of the Framework is estimated to be August 2024. c2c are seeking contractors that are capable and experienced at operating within a rail environment as the nature of the works may include working adjacent to rail infrastructure and live station environments. This Framework will be the first of three Framework tenders that c2c will be running to fulfil its long-term requirements. Following the procurement for this Building and Civils Framework, c2c will be tendering for a further two Frameworks: - Mechanical, Electrical and Building Services Framework (est. £110m value with procurement commencing in June 2024) - Construction Professional Services Framework (est. £20m value with procurement commencing in July 2024) Each Framework will contain several lots based on the range of disciplines that might be required to support the delivery of c2c's pipeline of work. These disciplines will be discreet Framework Lots that will contain multiple suppliers qualified to deliver work, which will enable c2c to competitively tender and deliver projects efficiently and effectively. Documents may also be removed or added at c2c's discretion. c2c require a single supplier to provide a HR Information System for an initial term of 3 years and the option for 2 further 24 month extensions (3+2+2) which includes but is not limited to: ● Recruitment ● Payroll ● Appraisals ● Absence management including leave and management for attendance alerts - note to suppliers that c2c do not operate a standard absence policy ours is railway specific ● Succession Planning ● Learning & Development ● Push notifications to individual employees or groups (rules-based) ● Employee relations case management ● Safety management ● Employee surveys (non-essential) ● Workflows defined at project stage by supplier e.g. probation periods etc ● Customer definable workflows ● Automatic generation of letters based on templates, system held fields and rules triggers ● APIs to other systems ● Cloud based ● Data processing in UK (or EEA with an adequacy agreement in place) ● Web and Mobile App (android and apple) ● Self-service (manager and employees) To be eligible to participate in this tender, suppliers need to be verified with the Railway Industry Supplier Qualification Scheme (RISQS - https://portal.risqs.org/) for the below RICCL code: H.E.8.3.1 Human Resources Software as a Service (SaaS) This is a two-stage Restricted procurement process and an overview of both stages are set out below: Stage 1 - SSQ (RISQS) Unless your organisation already holds the above RICCL code, you are required to register on RISQS and add the above RICCL code to your profile by no later than 12:00 (midday) on 18th October 2024 so we can invite your organisation to the SSQ stage prior to the SSQ being published. For clarity, although the RICCL code needs to be added to your account, it does not need to be verified at this point. If you have not registered on RISQS and added the above RICCL code to your profile by this time and date, you will not be invited to participate in the SSQ stage and will not be eligible to bid for the opportunity. If you complete the steps above and are invited to participate in the SSQ stage, you will have until the SSQ submission deadline (anticipated to be 23:59 on 18th November 2024) to respond to the SSQ questions. All suppliers who achieve 'pass' for all of these questions will be invited to Stage 2. Please note, Stage 2 ITT documents are provided as attachments at this stage, but these are for transparency/information purposes only and do not need to be completed. They are also subject to amendment. Stage 2 - ITT (Jaggaer) Only suppliers who are successful with their SSQ submission will be invited to Stage 2 ( ITT stage) which will take place via our Jaggaer e-tendering portal. 'C2C Supplier Portal Instructions' are attached and provide details on how to register with our Jaggaer e-tendering portal. Suppliers will have until the ITT submission deadline (anticipated to be 17:00 on 17th January 2025) to provide responses to the Qualification, Technical and Commercial Envelopes. Suppliers will also have until the ITT submission deadline to be verified under the above RICCL code. If you have not achieved verification of the RICCL code by the ITT submission deadline, you will fail the Qualification envelope and your ITT bid will be rejected. Trenitalia c2c Limited ('c2c') is carrying out a preliminary market engagement exercise for an upcoming tender. The contract will be for the planned preventative, reactive, and emergency maintenance of buildings and mechanical & electrical assets of certain railway stations and other accommodation across the c2c network. c2c are requesting feedback on a number of areas, including key risks, qualification requirements of suppliers, skills development, and mobilisation period. This contract is expected to run for a minimum for four years, with two optional extension periods of two years each (4+2+2). The estimated contract value is provided within this notice.
