Provision of public services in relation to the Northern Isles Ferry Services to/or from harbours located at Aberdeen, Kirkwall, Lerwick, Scrabster and Stromness. Transport Scotland has identified a need to establish a Framework Agreement to deliver the design and construction of the following five sections of the A9 Dualling Programme between Perth and Inverness. It is anticipated that the following projects will be procured under the Framework Agreement: - Pass of Birnam to Tay Crossing (8.4km) - Killiecrankie to Glen Garry (22km) - Glen Garry to Crubenmore (20.5km) - Crubenmore to Kincraig (16.5km), and - Dalraddy to Slochd (25km) The Framework Agreement will be Transport Scotland’s preferred route to market for the delivery of the five remaining sections of the dualling programme to be completed. The Scope for each contract under the framework will vary however generally involves upgraded of the relevant section of carriageway to Dual 2 lane All-purpose roads Sub-category c (D2APc) standard, in accordance with ‘CD 109 Highway Link Design’ within the UK Design Manual for Roads and Bridges and constructing relevant bridges, junctions, culverts and other road assets. Further information on the remaining projects, including a timeline, can be found in the Supplementary Information Document. The Framework Agreement to which this notice relates may have a lotting structure, but this will be determined following market consultation.

Transport Scotland, on behalf of the Scottish Ministers, has identified an on-going need for the services of experienced consultants to carry out services in connection with Transport and Island Connectivity Planning, Appraisal, Data and Modelling Services. Transport Scotland, on behalf of the Scottish Ministers, wishes to progress a procurement competition for a Multi-Supplier Framework Agreement. The Framework Agreement, to cover 3 years with a 1-year extension option, will be available for use by Regional Transport Partnerships and other Scottish Government Directorates. The framework will consist of a number of Lots. The following list may expand or be consolidated following market engagement: - Lot 1 is for Transport Modelling and Data services relating to Transport Planning; - Lot 2 is for Advice on the Case for Transport Investment; - Lot 3 is for Island Connectivity Advisory and Support - Lot 4 is for Transport Planning Advisory and Support It is proposed that each Lot will comprise a minimum of 3 suppliers and a maximum of 5 suppliers. It is proposed that Call-off contracts less than 100 000 GBP may be called off on rotation. Any call-off contract may, and all call-off contracts greater than 100 000 GBP will, be awarded through a mini-competition.

The Scope involves the design, construction, completion and landscape maintenance of the proposed A9 Dualling: Pitlochry to Killiecrankie project. The project will be the fifth section of the A9 Dualling Programme to be constructed, which aims to improve the operational performance of the A9, improve safety for motorised and non-motorised users, facilitate active travel within the corridor, and improve integration with Public Transport Facilities. The objectives are to be met whilst avoiding and/or reducing environmental impacts, enhancing the environment and improving sustainability where possible. The Project involves the dualling of approximately four miles (6.4km) of existing single carriageway. This consists of approximately 4km of online widening and approximately 2km of offline construction. The project commences approximately 1km south of the existing Tummel underbridge and ends at the existing dual carriageway at the Pass of Killiecrankie. This section of the A9 is located in a rural area within close proximity to a number of designated environmental sites, such as the River Tay Special Area of Conservation (SAC) including the River Tummel and Loch Faskally, which are crossed by the existing A9. In particular, the project involves, but is not limited to: - Widening of existing A9 single carriageway to Dual 2 lane All-purpose roads Sub-category c (D2APc) standard, in accordance with ‘CD 109 Highway Link Design’ within the UK Design Manual for Roads and Bridges. - Upgrades to the existing Pitlochry South Junction and Pitlochry North at-grade Junction to fully grade separated junctions. - Construction of two left-in left-out junctions at C452 Foss Road and C452 Clunie-Foss Road. - Upgrade to side roads including resurfacing or realignment and other improvements. - Construction of access roads to rural properties and businesses, including a further two left-in/left-out junctions onto the A9 with one at Pitlochry Estate and one at Kennel Cottage. - A Type-A Lay-by, which will provide physical segregation between the main carriageway and the lay-by, located on the northbound side of the A9, near the Tummel underbridge. - Demolition and replacement of three existing underbridges; Clunie-Foss Bridge, Foss Road Bridge and Craighulan Bridge. - A new underbridge at the River Tummel (Tummel underbridge) to accommodate the proposed A9 northbound carriageway. - A new underbridge at Loch Faskally (Clunie underbridge) to accommodate the proposed A9 southbound carriageway. - An extension of one existing rail underbridge and one new rail underbridge. - Provision of five other new underbridges/underpasses, six new retaining walls and 15 culverts. - Bearing replacement and concrete repairs to piers at the existing Tummel underbridge. - Earthworks, including excavation of rock. - Replacement and/or upgrade to a number of existing structures including culverts and Sustainable Drainage Systems (SuDS) developed in consultation with Scottish Environment Protection Agency (SEPA). - Provision of traffic management, road restraint systems, accommodation works, service diversions, fencing, signage, landscaping and environmental mitigation.

The project forms part of the overall A9 dualling programme, which aims to improve the operational performance of the A9, improve safety for motorised and non-motorised users, facilitate active travel within the corridor, and improve integration with Public Transport Facilities. The objectives are to be met whilst avoiding and/or reducing environmental impacts, enhancing the environment and improving sustainability where possible. The project will upgrade approximately 5 miles (8.2km) of existing single carriageway, commencing just north of the Jubilee Bridge over the river Tay and ending at the southern end of the existing dual carriageway south of Ballinluig Junction. This section of the A9 is located within close proximity to a number of designated environmental sites, including watercourses forming part of the River Tay special area of conservation which are crossed by the existing A9. In particular, the project involves, but is not limited to: - Widening of existing A9 single carriageway to Dual 2 lane All-purpose roads Sub-category c (D2APc) standard, in accordance with ‘CD 109 Highway Link Design’ within the UK Design Manual for Roads and Bridge - Construction of seven left-in left-out junctions - Construction of a roundabout - Upgrade to side roads including resurfacing or realignment and other improvements - Construction of access roads to rural properties - Provision of one new overbridge structure (Guay South Overbridge) and one new underbridge structure (Kindallachan Underbridge). - Replacement and/or upgrade to a number of existing structures including culverts and Sustainable Drainage Systems (SuDS) developed in consultation with Scottish Environment Protection Agency (SEPA). - Provision of traffic management, earthworks, road restraint systems, accommodation works, service diversions, fencing, signage, landscaping and environmental mitigation.

Transport Scotland, on behalf of the Scottish Ministers, has identified the need to establish a Multiple Supplier Framework Agreement. This Multiple Framework Agreement for Asset Management Technical Services covers services crucial to allowing Transport Scotland to meet statutory, legal and contractual obligations and aimed at driving continuous improvement in how we manage and analyse Scottish Trunk Road asset data. The services consider national standards and codes of practice, maintenance processes/procedures, asset performance and budget assignment to deliver value for money and innovation. The Framework will consist of four Lots covering: 1) Asset Management Improvement Programme (AMIP) Lot which will include lifecycle planning; network resilience; scheme identification, prioritisation and optimisation; updates to road asset management policy, strategy and planning; information management; performance management as well as staff support and training. 2) Asset Management Performance System (AMPS) Development and Maintenance Lot. AMPS is an IT existing management and service delivery tool that is essential to the effective management and maintenance of the Scottish trunk road network and the delivery of the Operating Company Contracts. The service will through its lifetime require development and maintenance in order to improve functionality aimed at driving future improvements in Transport Scotland’s asset management practices through improved analytical capabilities and fully integrated management tools that deliver value for money solutions. 3) Geotechnical Certification Services Lot. The principal services shall comprise the provision of an independent geotechnical services for the certification of ground investigations, geotechnical design and other geotechnical activities related to the Scottish Trunk Road network. This shall include both the performance of the service and the provision of advice in relation to the service. In addition the services shall comprise providing advice in relation to technical specifications or publications. Other geotechnical-related services may be required to be undertaken from time to time, including similar services related to railway and other transport infrastructure. 4) Asset Management Technical Advice Lot. This will cover Design Standards and Professional Services which covers the review and provision of advice in relation to Departures from Standards including the Design Manual for Roads and Bridges (DMRB), Manual of Contract Documents for Highway Works (MCHW), and all other Transport Scotland and UK wide Design Guidance and Technical Documents (or an equivalent to each of these documents). In addition this Lot will cover Transport Research to enable research and development work to deliver improvements in safety, construction, operation, and maintenance of the Scottish road network. The proposed framework will be in place for a period of 4 years.
