The estimated value of the contract is £60m - £80m over the full 6 year term.
The contract duration is for 6 years, with a break point at the end of year 3.
Current estimated annual value is approx. £7m, based on current proposed participating Authorities. However, this may increase should either additional Authorities choose to participate or inflationary pressures impact on expenditure levels during the life of the
contract.
The opportunity is available for other local authorities to join, subject to approval from both parties.
Note: Governance has now been received for Rochdale's participation in the tender process.

Trafford Council - Provision of Bulk Printing & Mail Services
The Exchequer Services department of Trafford Council are responsible for the collection and the management of local taxes and revenues such as Council Tax, Business Rates, BID (Business Improvement District), Housing Benefit Overpayments and Adult Social Care charges. The department is also responsible for Adult Social Care financial assessments and the assessment and administration of Housing Benefit and various Local Welfare Assistance and Discretionary Schemes.
These responsibilities involve the generation of a large volume of paper bills / notifications / letters (280,000 issued in 2022/23) that are printed, folded, enveloped and issued promptly to our customers. This includes daily batches of a variety of document types as well as the bulk issue of documents during our Annual Billing process in February / March each year. Bulk mailings may be required on an ad-hoc basis throughout the year and at short notice as often government announcements of new schemes have very short implementation dates.

We require submitted tenders to provide quotes that include the below elements –
The cost of printing, folding and enveloping documents based on the provided volumes and specifications for each job type.
The supplier should provide a full breakdown of the calculations used to determine the costs quoted. Please note that the evaluation process will carefully examine the validity of these calculations and scores will be reduced if the information is not deemed credible.
The supplier will be expected to maintain Microsoft Word-based templates – all costs for creating, updating and maintaining templates should be highlighted and included in the overall quote (see ‘Set-up Costs’ tab of the ‘Mailing jobs breakdown’ report)
The supplier should also include and highlight details of all set-up costs incurred to fulfil the required service (see ‘Set-up Costs’ tab of the ‘Mailing jobs breakdown’ report).
Postage costs are not required.
Trafford is looking to commission a targeted family support service which will form part of Trafford's Family Help approach alongside other commissioned services and the internal offer. The Family help approach aims to make sure that services support children, young people, and families are there when the need them.

Service Brief: Provision of fun, engaging activities in a group settings. Offering opportunities to young people with SEND to socialise.
This contract will provide sessions in Trafford for young people with additional needs. As a minimum, the provision should include weekly evening sessions across the year. In additional to this, several weekend sessions throughout the year should also be available.
The provider will deliver a 1:1 intensive mentoring programme , ensuring support is available at appropriate and relevant times. Each mentee will receive a person centred, solution focused, personalised support package for up to 12 weeks. Each quality and dynamic support package will enable mentees to reduce risk factors and raise aspirations, whilst giving particular focus to anger management techniques and identifying positive role models.

Trafford is looking to commission a Sleep support service which will form part of, and work alongside, a range of commissioned offers for children and young people some of whom will have additional needs.
Data obtained from recent monitoring reports, shows that over the past two years Sleep Tight Trafford has seen a significant increase in demand for sleep support and advice. The service averaged 106 new referrals across Term 1 and Term 2 of (2022/2023, a 67% increase compared to the same period the previous year. In addition to increasing referrals, the service has also seen an increase in the number of complex cases over the last 12 - 18 months.
