The project centres on developing the land adjacent to Hatchmoor Road, Great Torrington, Devon UK with a view to attracting businesses to create a local employment hub.
The project therefore comprises of the:
• Construction of a new highway junction and estate road off Hatchmoor Road, along with associated offsite highway improvements to support the site;
• Installation of drainage infrastructure for both surface and foul water, including the potential use of soakaways for sustainable surface water management;
• Upgrading of existing electrical and fibre networks to ensure sufficient capacity for the proposed development;
• Delivery of employment buildings, through the construction of various units of varying sizes.

A requirement for daily internal cleaning services at Hostels, Pannier Market and Offices in the Bideford and Great Torrington areas of North Devon, UK. This will also include periodic cleaning of windows (internal and external) and building fabric as per schedules. The sites include 2 homeless Hostels with 1 new Hostel in the process of being built and will come on board around June 2023, 1 Pannier Market and 5 office sites. The window cleaning will cover 14 current sites situated across North Devon along with the 1 new site and will be required on a bi-annual basis. Please note that this tender was previously advertised, awarded and then withdrawn. It is important that all potential suppliers visit the sites. If you have visited the sites in the last 6 months (reference the previous tender) then a site visit is not required but will be accommodated if needed.

Appledore Clean Maritime Innovation Centre Monitoring and Evaluation
Torridge District Council's proposed Appledore Clean Maritime Innovation Centre at Middle Dock has been awarded GBP15.6m of funding from the Levelling Up Fund issued by the Department for Levelling Up, Housing and Communities. The centre, which has received backing from a range of globally innovative partners as well as Government Agencies, such as the National Shipbuilding Office, will establish Torridge and wider Northern Devon as a globally leading research and development destination for innovation in clean maritime technology and support industries.
Expected to open in early 2026, the centre will feature cutting edge research and industry partnerships from the Centre for Future Clean Mobility CFCM, University of Exeter and the University of Plymouth. Designs include flexibly designed innovation workshops and offices to enable businesses to undertake sector-leading R and D.
The objectives of the Monitoring and Evaluation role, will be to track and assess the outputs, outcomes and results of the project for the core Levelling Up Fund Monitoring and Reporting requirements as well as tracking wider implications on aspiration and pride of place. Indicators will need to be tracked up to March 2030 and followed by a final report.
As part of the Appledore Clean Maritime Innovation Quay Wall project, under the PCSA, the contractor is to further develop the current quay wall design to ensure there is a pack of suitable construction drawings. Following this, the existing quay wall is to be made good with the installation of sheet piles, back fill and a smooth concrete finish.
