The Council is seeking to procure a specialist partner to:
1. Diagnose strengths, weaknesses and risks across all layers of our service charge system and delivery model, using risk-based sampling to identify areas of concern such as high spend, high complaints or complex leases. An evidence led approach should test both billing accuracy and the actual performance of services funded by service charges.
2. Provide a prioritised, costed improvement roadmap which addresses all relevant areas including policy/process, systems/data, procurement, contract management and resident engagement. This should be categorised as quick wins and medium to long-term changes.
3. Produce clear, tribunal ready evidence trails for costs, apportionment and compliance; and clear resident facing materials to improve transparency.
4. Deliver a final Phase 3 whole population review so that every service charge scheme/block is reviewed, reconciled and assured, with corrections implemented or scheduled with a timebound plan, and with resident communications prepared.
5. Support Member and resident confidence by aligning our service charges policy and approach with all relevant statute and good practice.
The Authority’s requirement under this Contract is for the provision of Various Testing Services to support the border checks on consumer products that the Thurrock Council Trading Standards Ports Team undertake. The team has a statutory duty to provide interventions at the UK Border and in the UK marketplace to ensure only safe and compliant consumer goods are imported and placed on the market in the UK.

Following critical analysis of the detailed pupil place planning study that has been undertaken over the last six months, the local authority has had the opportunity to consider the projected accomodation
pressures within the SEN sector, and evaluate the possible solutions to the dearth of available school places.
The improvement in the educational facilities in Thurrock Schools is part of the Council's delivery of its Education Capital Strategy and supports the Council's priorities on educational standards and pupil
progress within the borough.
The architect led multi discipline design team will comprise of architectural, health & safety, environmental, mechanical & electrical engineering, landscape, structural engineering, interior design, and
quantity surveying specialists.
This team will be responsible for providing designs and technical specifications associated with the proposed works. The team will also provide input during the selection of a Principal Contractor and
continue to provide support & through the post contract construction phase.
The proposed contract will deliver the refurbishment and reconfiguration of the Tilbury Hub, comprising Tilbury Library and the adjoining unit at 15A Civic Square.
The Council is looking to appoint a single contractor to provide the following electrical services for its housing stock of over 10,000 properties and for other council-owned assets, in accordance with legislative requirements: electrical service testing within individual properties and communal blocks; portable appliance testing of assets owned/provided by the Council; servicing of heat recovery ventilation systems; inspection and testing of market stall power supplies; installation of power points in housing properties for Telecare/Lifeline units; remedial works identified during testing and/or servicing of equipment; portable appliance testing, lighting protection and associated remedial works at the Council’s Civic Offices and Thameside Complex; testing of frost protection devices for the car park ramp at the Civic Offices; replacement of heat recovery ventilation systems and/or a substitute technology, subject to need and available funding.
