3.1 Project Overview 3.1.1 Thorne Moorends Town Council (TMTC) are working in partnership with the Local Community to bring about improvements to the existing dilapidated Children's Play Area within the Thorne Memorial Park 3.1.2 TMTC Seek to obtain Design and Build quotations from Principal Contractors with experience in this specialism. 3.1.3. TMTC require that each tendering contractor provide a two part submissions meeting the requirements as set out in this document. One meeting the initial budget and an enhanced scheme meeting the potential increased project budget. 3.1.4 TMTC seek to provide an improved facility that is "inventive, creative, inclusive and stimulating". 3.2 Scope of Services 3.2.1 The principal contractor shall carry out the detailed design for the proposals / works including any specification / selection of equipment, fencing, paving, soft play areas, landscaping etc. This design is to be submitted with the tender submission. TMTC take no responsibility for design fees and costs incurred though the design phase and tender phase of the project. 3.2.2 The Principal contractor shall provide a fixed price tender for undertaking the works as set out within the principal contractors design. Thorne-Moorends Town Council provide on an annual programme of Christmas illuminations throughout Thorne & Moorends. The focus of the illuminations is the annual 'Switch on Event' which takes place on the Friday closest to 1st December. Our current contract has just entered its final year, and we are seeking professional companies to tender for a five-year contract for the delivery and storage of the light scheme in its entirety. Testing, installation, support, and design of the Christmas Lights display should all be included along with delivery, build and dismantle time and transport costs. The lights are installed and tested in mid-November ready for the Christmas Lights Switch On event. Testing must be completed at least seven days before the switch on event. At the event support will be required to ensure the lights are switched on at the countdown simultaneously. The lights are to be turned off after 6th January and be taken down before 31st January. The lights are positioned through the main roads of Thorne and Moorends and throughout the town centre. Two large Christmas trees are also illuminated, and the Council is seeking innovative design ideas for the trees. The trees, one situated in Thorne and one in Moorends can be between 12ft and 20ft in height. For the purpose of this tender, it is required that a proposed lighting scheme be submitted, including locations of the lighting and imagery designs of the proposed motifs. Numbers of lights should be of a similar amount in both Thorne and Moorends. The tender must include to store safely and fully insure the leased lighting and all associated equipment from removal to installation following the festive season. The Council does not bind itself to accept the lowest bid or any quotation. The Council reserves the right to withdraw any part of the quotation document prior to award of contract and reserves the right to discontinue the quotation process at any time. 1. BACKGROUND 1.1 Thorne-Moorends Town Council wishes to draw your attention to an exciting opportunity to run a café situated within Thorne Memorial Park, Doncaster. 1.2 Thorne Memorial Park and its adjoining walled gardens are a site of about six acres which lay at the heart of Thorne in Doncaster. 1.3 The park and gardens are of local historic interest; surrounding a pond with lots of beautiful scenery and wildlife, featuring a play park, playing field, miniature steam railway, a Grade II listed Crimean War memorial pump, cenotaph and a bandstand, which is the scene of brass band concerts in the summer. 1.4 The Park hosts several events throughout the year including a Remembrance Sunday Service and Summer Festival. 1.5 The park has recently received an upgraded playpark bringing more footfall to the area, further investments are planned for the Memorial Park over the coming months and years. 2. TENDER EVALUATION AND AWARD CRITERIA 2.1 Each Tender will be checked initially for compliance with all requirements of the ITT. 2.2 Tenders will be evaluated against the award criteria set out below. The Pavilion serves local sports teams, community groups, and private events. The bar is a key facility within the venue and must be operated professionally, responsibly, and in a manner that supports the wider community. The pavilion is a new state-of-the-art facility currently in construction, designed to serve sports teams, community groups, and private events. The venue will feature an events space, modern kitchen, bar, and sports facilities, providing an excellent opportunity for a professional operator to manage a high-quality bar service at the heart of the community. The Pavilion is located at Moorends Recreational Ground, home to local sports teams. The site also features a large outdoor playpark, extensive green space, and hosts the annual Moorends Gala and Fireworks events. The area included in the licence a bar measuring approx. 7mx2m and cellar room approx. 5.4mx2.8m situated within the large community & events space.
