Summary of Contract Scope for Water Hygiene Services The contract shall contain a number of sites across London & Windsor. Applicants must be technically able to deliver against the contract scope as follows: a. Planned maintenance according to the water risk assessment written schemes across all sites. b. Reactive water hygiene remedials arising from water sampling results across all sites detailed above. c. Routine maintenance of plant equipment, including magnetic filters, Orca copper silver systems, water softeners, ENWA filtration units, and swimming pools. d. Improvement, corrections and adjustments to water systems, as recommended under the risk assessment. e. Additional plumbing works, as agreed. f. Additional water hygiene sampling and other services, as agreed. g. Receive, update, and close out work using the RHPS CAFM system. h. Performance of all maintenance services in accordance with regulatory requirements and recommendations (e.g. O&M manuals and manufacturer’s recommendations), as appropriate to each Royal Household Property. i.Maintain industry standards and best practice maintenance and operation throughout the Royal Household Estates. j.Undertake full safety checks on all relevant systems, plant and equipment to ensure full compliance with European and British Standards, Building and Fire Safety Regulations, other statutory and legislative minimum standards, the requirements of the RHPS, and any other relevant technical publications. k.Perform asset list validation and asset tagging of water system assets in the first 90 days of the contract via the RHPS CAFM system. This includes updating relevant schematics and drawings to reflect updates / changes. l.Record and publish findings in regular service reports, including identifying low-use outlets, vacant properties and out of bounds / construction areas that could pose increased risk to water hygiene. m.Maintain all systems appropriate to the operating parameters of the Royal Household Property and assets. n.Provide training tools and materials to RHPS personnel, including for flushing and other agreed activities. o.Endeavour to prolong system life and recommend to the RHPS any variations to system requirements, that would reflect improved value for money. The first report will be six (6) months post the commencement date of the contract. p.Identify to the RHPS team energy and water optimization and reduced utility consumption opportunities. The contract encompasses all contract service found in Marlborough House. The scope of this contract includes: 2.1.1 Monitoring, testing, optimisation, planned maintenance & repair works on the items below: ▪ All plant rooms and services within the boundary of the site including daily vigilance checks, weekly inspections and monthly observation reports. Provision of plantroom logbooks and maintaining plantroom cleanliness. ▪ All boilers for heating and hot water services including gas safety certificates for boilers and pipework from meter ▪ Chiller unit and associated air cooled condenser. ▪ All pumps, primary heating, LTHW primary, variable temperature, constant temperature, sectional heating, chilled water pumps and sump pumps. ▪ Chilled water and LTHW water pressurisation units, expansion vessels and buffer storage vessels. ▪ Closed water system sampling and maintenance ▪ All VAV ventilation units, ductwork, extraction fans, filters, grilles, intake louvres and air conditioning units. ▪ All air handling units and fan coil units. ▪ All other heating and cooling emitters and associated valves inside the building. ▪ All pipework and that is used as a conduit for water services, space heating, cooling, hot water and cold water with all associated gauges and valves. ▪ All drainage pipework within the building, until it meets the first accessible intercept or manhole, all saniflow units and pumped drainage, external rainwater drainage gulleys around the building perimeter ▪ All internal and external plumbing services including taps, external bib taps, water tanks, WCs, calorifiers, sinks, toilets and associated cisterns ▪ All internal and external lighting installations including maintained and non maintained self contained emergency lighting and central battery emergency lighting inverters. ▪ Replacement of all internal and external lighting components upon failure such as lamps, ballasts, diffusers and drivers. ▪ Repair of all fixed electrical devices and appliances e.g hand dryers ▪ Routine repair of all fixed electrical installations and switchgear ROYAL HOUSEHOLD PROPERTY SECTION 0025/PPTO Page 5 of 24 ▪ Planned maintenance of electrical switchgear, including power factor correction system with DNO attendance ▪ Inspection and testing of water and refrigerant leak detection systems. ▪ Water hygiene maintenance in accordance with RHPS Water Risk Assessment Written Scheme of control including: water tank chlorination, HWS pasteurisation, shower head cleaning, tank inspections, tank sampling, sentinel outlet temperature testing, low use flushing and additional flushing as required by the RHPS legionella sampling regime. ▪ All fixed and portable commercial and domestic kitchen equipment, including gas safety certificates, stop button and ventilation interlock testing. ▪ All services within and attached to the Security Gate Lodge, which includes a vehicle barrier, pedestrian gate release system, vehicle gate height alarm, CCTV system and the intruder alarm system. ▪ All services in the Queen Alexandra Memorial on Marlborough Road. Clearing of all debris, waste and rubbish generated on site, including keeping all work areas in an orderly state. e.Carrying out of repairs to windows/doors, and all other timber repair. Including piecing in new timber and conservation repair to match. f.Carrying out of repairs to metal windows/doors, and any other metalwork repair. Including replacing / repairing any existing doors, windows, frames, railings, gates and any other metal fixtures to match. g.Replacement or overhaul of windows/door of all types, to be in keeping with the architecture of the estate, as required. Leaving in full working order. h.Replacement or overhaul of rainwater goods of all types, to be in keeping with the architecture of the estate, as required. Refixing and ensuring that falls are sufficient to shed rainwater to outlets. i.Installing thermal upgrades to all windows, by the insertion of draft proofing. j.Arranging for the supply and fit of secondary glazing alternatives. k.Carrying out of masonry repairs, such as stonework in the areas where decoration works are being undertaken. Including for repointing, mortar repair, sourcing and piecing in new stone to match. l.Acting as the Principal Contractor for Health & Safety management of the site, including CDM duties. m.Provision of all required access arrangements to facilitate the works. Including full scaffolding, towers and mobile working platforms. Allowing for debris netting and boarding to prevent accommodation of waste in work areas. The contract shall operate as a Framework for a 4 year period and will be split between 2 lots, contractors can apply for either lot. Each lot covers areas comprising as follows; Lot A – 2 contractors to be appointed •Windsor Castle (5 phase programme) •Windsor Royal Mews (5 phase programme) Lot B – 1 contractor to be appointed •Home Park. Predominately residential properties, but includes Frogmore House, various stores, the gardener’s buildings and the conservation workshops. (5 phase programme) •Hampton Court Royal Paddocks. Works in each location will be allocated each financial year depending on available budgets. Works will usually be allocated in phased areas, but may be required for smaller areas from time to time. Contractors will be required to review allocated areas to confirm the level of work required. The contractor will be required to arrange access with residential properties and will be required to provide security cleared staff to work throughout the contract. Contactors will be required to escort their sub-contractors at all times. The operations of the estate will include regular events, contractors will be required to programme their works to avoid inconvenience during events. At times it will be necessary to rearrange work at short notice due to events occurring on site. Please note, in this instance, The Royal Household has voluntarily decided to issue a Notice as the total value of works is below the threshold.
