New equipment request. Expenditure of £14908.90 to purchase Ten Second Triage (TST - First Aid) equipment for the organisation in the event of a mass casualty incident occurring. Equipment consists of: • 3100 slap bands • 370 tourniquets • 370 trauma dressings The new First Aid Learning Program (FALP) curriculum is being implemented from the 1st of April 2025. Within FALP is the Ten Second Triage system (TST). This is being implemented because of the Manchester Arena Inquiry. Humberside Police are working in collaboration with Yorkshire and The Humber forces to procure the same equipment. West Yorkshire Police are leading and are joining a Metropolitan Police Service procurement program with Aero Healthcare to provide the equipment. Yorkshire Ambulance Service (YAS) have agreed to provide clinical governance for Humberside Police providing the same equipment is purchased. YAS are scheduled to deliver training to HP PPST personnel in early January 2025.

The Provision of National Emergency Boarding Up Services Agreement number 11400463945 Coupa reference 1243b. This service is 24 hours per day, 365 (6) days a year. All police forces have a legal obligation under PACE code of Practice B paragraph 6.13, to secure property where forced entry has been made and where the homeowner or occupier is not on scene.

The contract scope allows for the provision of a managed maintenance service including cyclical maintenance, inspection, testing, consequential works, reactive works, and minor planned works to premises of HP (Humberside Police) and HFRS (Humberside Fire & Rescue Service). All works will be carried out in line with the definition of work types listed in Service Specific Specification. JES (Joint Estates Service) manages sites of various sizes, located on the North and South Bank of the Humber. The scope of service includes the verification of installed assets; planned inspection and testing; consequential and reactive and minor planned maintenance works to ensure that the infrastructure and systems meet both operational requirements and safety standards. This includes the provision of a 24/7 call out service, where an emergency response is required to attend at an applicable location within the prescribed times.

Like many organisations, the past few years have been difficult for many staff, with a significant number experiencing loss, trauma, and challenging personal circumstances. The OPCC wish to commission a service to continue to improve the wellbeing of staff members and ultimately benefit the organisation longer term. The contract issued will be for three years and will not exceed £75,000 (total value) The service will need to be delivered in the Humberside Police area and accessible for all staff.

Database Service Provider Global Ltd (DSP) will provide expert knowledge and skills to further develop the Oracle EBS system to benefit Payroll, HR and Finance processes. These developments will increase effectiveness and efficiency of the departments and align with Force priorities and expectations. DSP will provide discovery sessions to understand how we functionally use the existing EBS system and this will compliment the sessions they did in late 2025.

Adobe ETLA, or Enterprise Term License Agreement, is a licensing program designed for large organisations to purchase and deploy Adobe software efficiently over a three-year term.

The SALIX 3C works involve the removal of the existing gas boilers within the boiler house and the supply, installation, and commissioning of two new electric boilers, each rated at 252kW. The site's existing electrical capacity is insufficient to support these works. An upgrade to the electrical infrastructure is therefore required to meet the additional demand and maintain headroom. The electrical upgrade includes the following: The current on-site transformer is rated at 0.8MVA. It is proposed that this be replaced with a new 1.5MVA transformer to support the increased demand. Transformer to include a feeder pillar for distribution of new LV supplies and to meet DNO requirements. This upgrade will maintain the existing headroom to contribute towards future EV charging (requirements not known at this time). Works are to include for the excavation, laying of ducts, cables, backfilling, and reinstatement of the cable route between the transformer and the plant room. New cable containment will be required at both ends of the proposed duct route. All works are to be completed in accordance with relevant standards, regulations, and site. Requirements, including Testing of the HV and LV electrical installation and co-ordination of works with Humberside Police Joint Estate Service Engineers and the DNO.

Upton Landscaping Ltd will provide grounds maintenance support across a number of Humberside Police and Humberside Fire & Rescue sites, including grass cutting and cutting collection, shrubbery and hedge maintenance, small tree works, seedings, planting, weed and moss treatment and general site tidying.

The contractor is responsible for providing the supplementary detail design in order to deliver the works as detailed on the drawings list for the construction of the new Howden Fire Station. This is a call-off contract under the auspices of the Estates Works Framework Ref: 1737-2018.

Humberside Police have an existing contract with eSafe Global Limited who are a sole supplier of technology software that enables remote monitoring of electronic devices used by registered sex offenders and violent offenders managed by the Humberside Police MOSOVO Team. The software is used to monitor and assess risk levels, inform risk management plans and gather evidence on managed offenders who commit additional criminal offences.

The contract is for the maintenance and support of the software solution Cubic Eros, used within our CTO and Safer Roads Humber department.
