The 7Force Commercial Team is supporting the Police and Crime Commissioners for Cambridgeshire, Suffolk, Norfolk, Hertfordshire and Bedfordshire.
This work is to identify organisations, with the skills and experience, who are interested in contributing to the delivery of the DRIVE Project: whole-system response to ‘high-harm perpetrators’ of domestic abuse, in any (or all) of the named county areas. This information will enable a better understanding of the current market and guide the development of future commissioning approaches.
Commissioners in all five PCC areas are especially interested in identifying organisations who are locally based, or those willing to set up local office bases within county boundaries and invest resources to develop the partnerships needed to successfully deliver the project.
The DRIVE Project seeks to address gaps in work with high-harm perpetrators of domestic abuse and reduce the risk and harm caused to those who are subjected to domestic abuse. It uses an intensive case management approach alongside embedded information sharing and a coordinated multi-agency response.
The DRIVE Project is delivered to a national service specification set by the Home Office.
This RFI is specifically to support the perpetrator element of the DRIVE project.
This RFI does NOT ask for organisations to include the provision of support services for the victims of the perpetrators. This role is traditionally undertaken by Independent Domestic Abuse Advocates (IDVAs) and each area intend to source such support from within existing local models.
The deadline for submitting responses to this Request for Information (RFI) is 23 January 2026.
