Provision of a mobile device data extract Kiosk solution across four police services (Avon and Somerset, Devon & Cornwall, Dorset and Wiltshire Police) that are party to the South West Forensics collaboration (SWF). The Digital Forensics Unit of SWF currently provide the four forces with kiosks for Level 1 extraction of data from suspect mobile devices. Those kiosks are now coming to end-of-life so a replacement solution is needed. The requirement is for a Digital Forensics Kiosk solution that includes:
• replacement kiosks for Level 1 data extraction from mobile devices, including burner phones
• solution which allows users to review and export data from force-networked terminals in an NEP compliant way with any required cloud platform being provided by the supplier
• Implementation services
• Ongoing service and support
• Training

The Southwest Police Procurement Service (SWPPS), on behalf of Avon and Somerset Police, are currently undertaking early market engagement and considering various route to market options in order to run a successful procurement process for Avon & Somerset’s initial phase Electrification and Decarb Programme.
Avon and Somerset are seeking a reliable and cost-effective solution to charge existing and future electric fleet vehicles. Where possible, wall mounted charge points with crash protection are preferred. These will be across the geography of Avon and Somerset. The current basic specification is:

Avon & Somerset Police are seeking to engage with providers of kennelling services regarding the provision of kennel spaces for dogs seized under the Dangerous Dogs Act 1991.
To ensure practicality of transport and ongoing care, kennels must be located with the Avon and Somerset area.
This early market engagement is intended to help us understand local capacity and inform any future procurement activity. At this stage, no tender documents are available.

Avon and Somerset Police have a combined cleaning and catering contract in place with an expiry date of September 2026. A decision has been made to split the cleaning and catering into two separate contracts after this date and a tender process is already underway for a regional cleaning contract which Avon and Somerset Police are included in.
Market engagement was undertaken in April / May 2024 with regards to catering services for Avon and Somerset Police, however we believe that it will be valuable to undertake further engagement with the market prior to issuing a tender package as the requirements for catering have now changed slightly and we are aware that there may also have been developments in the market during this time.
Avon and Somerset Police currently have a café at their Headquarters Site in Portishead (BS20 8JJ). They also have a number of vending machines across their estate. Hospitality is also provided as part of the existing contract.
The purpose of the Market Engagement Notice is for early engagement with the market prior to undertaking a formal tender process which is anticipated to commence in early 2026. The market engagement is to openly consult with the wider market place to share our requirements and gather information whilst also providing information on our current position. We will be seeking input from the supply market to inform our requirements, to help formulate our specification for the services and help identify routes to market.
