NHS England and NHS Improvement (NHSE/I) South West - Mental Health Treatment Requirements (MHTRs) in Dorset and Devon & Torbay
NHS England and NHS Improvement South West (the Commissioner) seeks to commission Mental Health Treatment Requirements (MHTRs) Services in Dorset, Devon and Torbay.
MHTRs form part of the wider Community Sentence Treatment Requirements (CSTRs) Programme which is a partnership between the Ministry of Justice (MoJ), Department of Health and Social Care (DHSC), NHS England and NHS Improvement (NHSE/I), Public Health England (PHE) and Her Majesty's Prison and Probation Service (HMPPS).
The CSTR Programme aims to develop pathways to enable and facilitate the increased use of all three treatment requirements:
- Mental Health Treatment Requirements (MHTRs)
- Drug Rehabilitation Requirements (DRRs)
- Alcohol Treatment Requirements (ATRs)
ATRs and DRRs in Dorset, Devon and Torbay are outside the scope of this procurement, beyond the co-ordination of CSTRs for combined orders. However, there is an expectation that MHTR and ATR & DRR providers will work closely together in the best interests of the service user, especially where it can be identified that a combined order is the best outcome.
This procurement is divided into the following 2 lots; providers may bid for 1 or both lots.
1. Dorset
2. Devon and Torbay
Contracts will be for an initial term of 2 years and 6 months, with a possible extension of a further one year.

Orthodontic Services in Oxford, Thame, Eastleigh and Dover to NHS England and NHS Improvement (NHSE/I) South East
NHS England and NHS Improvement (NHSE/I) South East (the Commissioner) are seeking to recommission Level 2 and 3a NHS Orthodontic Services in the Oxford, Thame, Eastleigh and Dover areas. The Commissioner will be contracting for the services using the Standard clauses for a Personal Dental Services (PDS) agreement.
The contract term will be for an initial period of 7 years, with an option to extend for a further 2 years at the sole discretion of the Commissioner and is due to commence on 1st April 2023.
The Commissioner has a budget range available from a minimum of £60.28 to a maximum of £64.68 per Unit of Orthodontic Activity (UOA) based on 21/22 prices. The maximum budget per annum for all Lots is £2,393,160.
The procurement is split into four lots, as follows so as to provide maximum flexibility to both the Commissioner and Bidders and interested parties may bid for one or two lots;
• Lot 1: Oxford
• Lot 2: Thame
• Lot 3: Eastleigh
• Lot 4: Dover
The Commissioners seek tender responses from providers who have the capability and capacity to undertake such a contract.
Orthodontics is the dental specialty concerned with facial growth, development of the dentition and occlusion, and the assessment, diagnosis, interception and treatment of malocclusions and facial irregularities.
The overall aim of the service is to provide equitable, accessible, high quality and cost effective specialist orthodontic services, in line with the National Guide for Commissioning Orthodontics, 2015 and NHS Personal Dental Services (PDS) Agreements Regulations 2005.
Orthodontics is mainly provided for children and adolescents who meet the agreed criteria for NHS treatment and for adults where there is clinical justification and where prior approval has been agreed with the commissioner.
The service includes:
• Assessment and treatment delivered according to each patient's clinical needs, including interceptive treatment and in hours urgent care
• Treatment includes examination, taking of radiographs, diagnosis, preventative care, advice, planning of orthodontic treatment, supply and repair of orthodontic appliances including retainers for a period of 12 months following the completion of active orthodontic treatment
• Appropriate referral to other healthcare providers for mandatory or advanced mandatory services or any other appropriate and necessary healthcare
• Advice to the patient and other clinicians where appropriate
The contracts are limited to orthodontic treatment within complexity Level 2 and 3a and excludes all mandatory services and the following additional services:
• Sedation services
• Domiciliary services
• Minor oral surgery
• Dental public health services
• Orthodontic complexity level 1 and 3b cases
Interested parties who wish to take part in the procurement are invited to take part in an Invitation To Tender (ITT) process, based on the open procedure and designed to identify the most economically advantageous tender and therefore determine the incoming provider.
All ITT responses must be returned by 12 noon on 6th July 2022, at the latest.

Integrated Healthcare Services to Surrey Prisons and HMP/YOI Bronzefield for NHS England and NHS Improvement (NHSE/I) South East
NHS England and NHS Improvement (NHSE/I) South East seeks to commission a prime provider who has the capability and capacity to deliver Integrated Healthcare Services to the following establishments in Surrey.
• HMP Downview
• HMP Send
• HMP Bronzefield
• HMP Coldingley
• HMP High Down
NHSE/I will hold a contract with the prime provider, who in turn can directly provide care and/or subcontract elements to other specialist providers.
This service will be commissioned as part of the overall Offender Health pathway within the prisons and as such this model will ensure an integrated, recovery orientated service delivery system, both within the prisons and onwards into the community. The service will focus on delivering person-centred care within seamless, integrated structured clinical and psychosocial interventions services in prison, and facilitating arrangements through the gate into the community to ensure effective continuity of care. Close joint working with other healthcare services, as well as other departments within the prison is imperative to the success of the delivery of this service.

NHS England (the Commissioner) seeks to commission Offender Personality Disorder (OPD) Services to HMP High Down.
The Contract will be for a term of 7 years. Services are scheduled to commence on 1st April 2023.
The maximum total contract value is £4,040,000 (inclusive of mobilisation funding of up to £50,000 in Year 1).

NHS England - Health Needs Assessments for Liaison & Diversion Services and hosted Reconnect Services across the South West
NHS England Health & Justice South West are seeking a suitable provider to carry out Health Needs Assessments (HNAs) for the commissioning of Health provision into five Liaison and Diversion services and hosted Reconnect Services. It is also expected that the provider will produce a consolidated regional report.
The requirement is for five full Liaison and Diversion Health Needs Assessments for the following services:
• Avon & Somerset Liaison and Diversion Service, to include Reconnect services at HMP Bristol and HMP Eastwood Park
• Devon & Cornwall Liaison and Diversion Service, to include Reconnect services at HMP Channings Wood and HMP Exeter
• Dorset Liaison and Diversion Service
• Gloucestershire Liaison and Diversion Service
• Wiltshire Liaison and Diversion Service
A single contract will be let to deliver the five Health Needs Assessments and one consolidated regional report, with a maximum total contract value of £129,000.
The HNAs will be undertaken over a period of 20 weeks with the aim to commence in December 2022.

Mental Health Treatment Requirements (MHTRs) in the South East on behalf of NHS England South East
NHS England South East (the Commissioner) seeks to commission Mental Health Treatment Requirements (MHTRs) Services across the South East. This forms part of the wider Community Sentence Treatment Requirements (CSTRs) Programme which is a partnership between the Ministry of Justice (MoJ), Department of Health and Social Care (DHSC), NHS England (NHSE), Public Health England (PHE) and His Majesty's Prison and Probation Service (HMPPS).
MHTR in the context of the CSTR programme is intended for the sentencing of individuals convicted of an offence(s) which has crossed the community order sentencing threshold and may be used as an alternative to short custodial sentences for individuals who may have range of mental health, personality disorder and psychological issues/vulnerabilities which do not require forensic or secondary care treatment.
Contracts will be for an initial term of 3 years, with a possible extension of a further three years, as defined and at the discretion of the Commissioner. Services are planned to commence on 01 July 2023.
The procurement exercise is split into 4 Lots with the corresponding 3 year initial term maximum contract values.
