The LDNPA has been successful in securing a place on the Department for Levelling Up, Housing and Communities (DLUHC) Design Code Pathfinder Programme which aims to support communities across the country to lead the way in shaping the design of their neighbourhoods. It is the only National Park to be selected on the programme and therefore presents a unique opportunity to develop an exemplar Design Guide/Code that supports a national landscape designation, a World Heritage Site, and helps other rural authorities understand how Design Guides/Codes can be applied. The Lake District National Park Authority the public body responsible for statutory and strategic aspects of the Lake District National Park. Statutory responsibilities include planning, the Partnership Plan (Management Plan) and Rights of way, access and bylaws. The Authority's Strategic priorities are: Covid-19 recovery, Net Zero Carbon, Nature Recovery, The Future of Farming, Landscape Culture and Beauty, Smarter Travel, Affordable Housing and Lake District for Everyone. The Net Zero Carbon priority is outlined as follows: We will have largely implemented the necessary offsetting measures through externally funded projects on land under our control to achieve net zero carbon for our organisation in 2025. We will be leading net zero carbon in the National Park by 2037 through the Lake District National Park Partnership to resource the measurement, monitoring and communication of progress. Low Carbon Lake District The Lake District National Park Authority has secured £2.7M funding from the UK European Structural and Investment Fund to deliver a £4.9M programme of projects called Low Carbon Lake District (LCLD). LCLD consists of four projects: 1. Project name - Low Carbon Lake District Grant Scheme 2. Project name - Electric Vehicles and Charging Infrastructure (National Trust & Lake District National Park Authority) 3. Project name - Southern Windermere Trail 4. Project name - Low Carbon Energy and Energy Efficiency (Lake Source Heat Pump - Ferry Nab, South Lakeland District Council and National Trust - Sizergh, Hilltop, Bowe Barn and Campsites) Low Carbon Lake District is funded under Priority Axis 4: Supporting the shift towards a Low Carbon Economy in all Sectors. It focuses on reducing business CO2e emissions, whilst also aiming to stimulate market growth of the local environmental technology sector and showcasing low carbon opportunities. 4 Delivery of a Low Carbon Lake District programme by the Lake District National Park Authority has been underway for several years now, commencing in July 2019. Between July 2019 and June 2021 the three projects have been in delivery, with some aspects of works delayed due to Covid-19 limitations in 2020. The key output of the programme was to deliver annual CO2 savings of 261 tonnes.

he Authority is seeking a contractor to design and build a mixed Stone Flag and Aggregate path along a 500m section of Bridleway on Greenup Edge - a remote location of the Lake District National Park, and to undertake additional 250m of Upland Path repair work, consisting mainly of landscaping, habitat restoration and path definition on a separate footpath in the immediate locality. The route forms part of the Coast To Coast long distance path which is likely to be upgraded to a National Trail and the work will need to be carried out to the National Trails Quality Standards as set out in Appendix 3 The surrounding landscape includes ecologically important and sensitive habitats including areas of deep peat, and the successful contractor will need to demonstrate suitable knowledge and experience of working in these types of habitats and landscapes to ensure they are appropriately protected during and by the work . The intention of this tender is to procure a contractor to source and supply materials, and undertake this work (using suitable machines) in Autumn 2022 (or at the earliest opportunity after that subject to further discussion post-bid and during evaluation). The successful contractor will need to source and supply non-calcareous ex-mill floor stone flags/new sawn stone flags to the site which is a remote location at an altitude of c600m which is inaccessible by road. The stone flags supplied will need to be transported to the work site by helicopter therefore the supplier must ensure that the quotation supplied takes account of all the organisation and costings associated with helicopter operations. Access and egress to site for diggers will involve tracking in across 8km of remote upland terrain. Access and egress to site for personnel will involve a 6-8km walk each way. It would be highly desirable for the successful contractor to gather ariel imagery (via drone ) of the project, before , during and on completion of the works .

Introduction and Background to the Project Brockhole is the Lake District National Park Authority Visitor Centre, located between Windermere and Ambleside. It consists of a formal house and gardens alongside other activities including water sports and tree top rope courses. The main house was constructed in 1898 as a family residence before being purchased by the Lake District National Park Authority (LDNPA). The site now attracts in the region of 300,000 visitors a year and is open to the public all year round. The majority are families who visit during school holidays and weekends over the summer. We offer many activities on site including hiring of water based vessels. We are looking to demolish the current old water sports facilities, which is made from two containers on the lakeshore of Windermere and replace this with a new cabin adjacent to another existing café cabin of similar design. Tender Objective The Lake District National Park Authority (LDNPA) invite contractors to submit tenders for the design and construction of a timber clad cabin. The tender should also include removal of the existing containers/structures and immediate landscaping of the site areas at Brockhole Visitor centre in Windermere, Cumbria. Your fee proposal should also include an option for a separate 3-year maintenance contract. The contractor will be expected to submit a fixed fee proposal for the design and build of the water sports cabin and have the capacity to deliver the contract by 17th March 2023. Planning approval has been approved and the planning application documents can be found in annexes along with the conditions of approval. The LDNPA has a limited budget and is looking for a completive bid which can demonstrate good value for money, while providing a quality building which minimises environmental impact and maximises carbon savings. In response to Nutrient Neutrality advice issued by Natural England 16 March 2022 we are seeking to appoint a consultant to prepare one Nutrient Mitigation Solutions Report covering four catchments - the River Eden SAC, River Derwent and Bassenthwaite Lake SAC, River Kent SAC and Esthwaite Water RAMSAR. The Mitigation Solutions Report will: • identify the development aspirations of local authorities within the affected catchments, including allocated and windfall developments, based on information including local plan targets and policies, as well as evidence of previous development delivery and current trajectory • establish a robust understanding of phosphates in the affected catchments. • identify and analyse existing nutrient processes, including phosphate sources, amounts, locations and movements, and their effect on habitats site condition • use the baseline understanding of the existing and, as the case may be future, nutrient position in the catchments to inform and guide solutions options and meet the information quality standards expected by Habitats Regulations Assessment • identify solutions which can deliver nutrient neutrality to meet identified development aspirations, including the type, amount and location of solutions that can achieve this objective, and indicative costs for different solution types and any associated credits • identify solutions which are sufficient not just to deliver nutrient neutrality, but also which are sufficient to restore the habitats sites to favourable condition allowing nutrient neutrality requirements to be dispensed with, including the type, amount and location of solutions that can achieve this objective, and indicative costs for different solution types and any associated credits Budget: Up to £70,000 Tender submission deadline: 0900, Monday 7 November 2022

Brockhole is the Lake District National Park Authority Visitor Centre, located between Windermere and Ambleside. It consists of a formal house and gardens and also has a lodge complex, one element of which is used as an office by LDNPA staff. As part of our net zero programme we wish to undertake works to maximise energy efficiency, minimise energy consumption and also refurbish the toilets of this building. The building is single storey of approximately 130m2 footprint with a pitched slate roof, and of solid rubble wall construction with render facing. The internal space is divided into a main office, a lobby/corridor and male/female/disabled toilets. Heating of the majority of the building is currently via an oil boiler and radiators. Hot water is via a single central calorifier. The date of the contract is from 2nd January to 31st March 2023. Tender objective Towards the objective of minimising the carbon footprint of this site by maximising energy efficiency and minimising energy consumption, and also improving the toilets, we invite contractors to submit tenders for the following components: 1. Installation of an air source heat pump to replace the heating currently provided by the oil boiler, upgrade to DHW heaters and extractor fans; 2. Installation of internal insulation to external walls; 3. Replacement of doors and windows with double-glazed / better-insulated equivalents (like-for-like); 4. Refurbishment of toilets; 5. The Information Centre was built c.1974 and is sited near the lake shore at The Glebe. As part of our net zero programme we wish to undertake works to maximise energy efficiency, minimise energy consumption and maximise self-sufficiency in electricity. The building is single storey of approximately 185m2 footprint with a pitched slate roof, of concrete block construction with stone facing. The internal space is divided into a main information/shop area, a café and a back-office area with toilet and storeroom. Heating of the majority of the building is currently via a gas combi boiler powering a mixture of radiators and fan coil units, the café being heated by a single ceiling cassette heat pump evaporator. Hot water is via the combi boiler plus some on-demand immersion heaters. The building has an uninsulated suspended ceiling and the loft space contains a considerable amount of electro-mechanical equipment relating to the heating and lighting. The date of the contract is from 2nd January to 31st March 2023. The Lake District National Park Authority (LDNPA) invite contractors to submit tenders for the design, supply and installation of an off-road multi-user trail connecting The Lakeside Hotel with The Knoll, Lakeside. The contract terms will be as contained with a standard JCT Design and Build contract. The trail route crosses land owned by 2 private owners. All the land is currently either amenity woodland or agricultural grazing. Local businesses and other contractors will be operating in this area during the contract works and contactors must be mindful of this. A route map is provided (Annex 5) to help orientate the reader by outlining each of the trail sections, access and egress points for construction traffic, compound locations and signage and furniture locations. Included within the tender pack is a bill of quantities template (Annex 12) and employers requirements document (Annex 11) outlining our base requirements in terms of design standards and materials. The contractor must also make allowances for delivering the project whilst maintaining appropriate Health and Safety standards as outlined in the employers requirements document. For clarification, the tender submission does not require the contractor to submit H & S documentation, but an allowance must be made within the tender sum to provide the appropriate information should the contractor be successful. A weighted evaluation will be made on tender returns, based 60% on cost and 20% on quality of the proposed solution and 20% on contractor's skills and experience.
