The Highland Council requires a single Contractor for the provision of pedestrian, small, medium and high output industrial mowers, on a full maintenance hire basis annually from 01 April 2025 until November 2029. This date shall be subject to one or two weeks potentially on either side of this date depending on how the season develops. The basic requirement of this Contract is to have well maintained large commercial mowers available to the Authority’s Grounds Maintenance teams, with minimal interruption to productivity throughout the grass-cutting season. The Contractor shall use their professional expertise and skill to provide and support their Machinery effectively within the Authority, by means of timeous repair of breakdowns, or the rapid deployment of substitute Machinery. The Contractor shall prepare a maintenance programme detailing when maintenance shall be undertaken.
The Contractor must be able to provide all of the required 50 machines and be able to service all 9 geographic areas.
The Highland Council require a Contractor to undertake vessel refit services for the two Corran Ferry vessels: the MV Corran and the MV Maid of Glencoul, covering:
- Annual Overhaul Planned Maintenance,
- Annual Overhaul Planned Repairs,
- Annual Overhaul Emergent Reactive Repairs.
Time Limited Housing Support Framework Agreement - 2024 - HC
The Highland Council intends to put in place a Framework Agreement (hereinafter may be referred to as “Framework or FW”) with a number of suitably competent, qualified and experienced Contractors to provide Time Limited Housing Support Services for various service users/requirements for the Highland Council Area, on an ‘as and when’ required basis.
The Council shall give no guarantee of the volume of work or orders, if any, to be undertaken in relation to the Framework.
The Framework shall be divided into lots by type of service required and sub-lots by geographical area, where applicable, as follows:

Lot 2 - Youth Independent Living Housing Support (Time Limited) [YILHS], Geographical Area: (No sub-lots) To provide services across the Highland Council Area.
The Framework shall be for a 24 month period, with the option of multiple extensions to be extended by up to 24 months, subject to each lot / sub-lot (where applicable) requirements i.e., each lot / sub lot may be extended independently of each other (each lot / sub lot evaluated and awarded independently), and by mutual agreement.
The Highland Council (THC) is re-developing the primary school at Broadford, Isle of Skye. The new Broadford Primary School (PS) will be built on Highland Council land adjoining the existing school site, and will follow Passivhaus design methods to aid meeting Scottish Government energy targets.
Framework Agreement for Counselling Services for Children and Young People
The Highland Council are looking to establish a Framework Agreement for the purpose of providing Counselling Services to children and young people in the area.
Infrastructure improvement works at Corran Ferry to include overnight berthing structure, slipway, localised road improvements, dredging of seabed and power infrastructure for new electric vessel charging on the Ardgour side, and slipway with alignment structure, marshalling area, new toilet building and dredging of seabed on the Nether Lochaber side.
This notice is for a Energy Efficiency framework for the Highland Council, for contractors to provide a range of energy efficiency works and services. This includes but is not limited to Consultancy & advice, Building Fabric Improvements, Heating & Ventilation, Renewables & Ancillary Systems and Building Controls
Handyperson Service
Summary - A person-in-van/one-stop source of assistance to people aged 65+ or any age with a disability. Assistance ranges from a selection of minor household repairs and tasks to delivery, uplift, and demonstration of a selection of aids and equipment from the Community Store.
Telecare/Telehealth Service
Summary – Telecare and Telehealth is a range of equipment design to respectively; alert when an individual living alone has fallen, left the property is in distress or is in danger of a fire or other such harm. Devices are installed by Telecare Officers which are programmed to a hub in the Client’s home. If a device alerts the monitoring HUB in Aberdeen will call the Client to find out what’s happening and/or alert their list of first responders and/or the emergency services as appropriate.
Telehealth works along similar principles but allows visiting Carers to undertake basic health checks using the equipment which will report the outcomes to trained staff monitoring the Client’s condition. It is used to maintain a Client’s health records and to prioritise in-person visits from Healthcare professionals.
Telecare/Telehealth Service Digital Switch On
Summary – By January 2027 it is anticipated that analogue connections will be permanently switched off and only digital communication equipment will work thereafter.
Many analogue Telecare/Telehealth systems in Highland currently run on an analogue connection. Clients with an analogue connection will require to have new digital equipment installed ahead of the deadline
Community Stores and Short Term Loan Service
Summary – Currently there are a number of Community Stores managed by a variety of organisations pan-Highland, forming the NHSH Pan Highland Community Store offering.
Ideally all Community Stores going forwards will be managed as part of this tender to ensure parity and greater integration of Stores facilities and Store activity pan Highland.
It is anticipated that Bidders will identify approximate costs to set up a Community Store and be able to present those costs in terms of one-off, set-up or fit-out costs, along with anticipated running costs annually thereafter. Bidders may wish to offer an appropriate building/site as an example of the premises they would propose to use and around which their tender will be based.
It is anticipated that if any of the premises selected are already operating as a Community Store, Bidders will be able to outline how they might seek to acquire/control the premises and follow TUPE to protect any individuals currently working there.
Community Store Delivery and Collection Service
Summary – This element of the Service is responsible for the Delivery of specified aids and equipment from the Community Store and their installation in the Client’s home (moving furniture etc as appropriate to make space, reach sockets and enabling Client to move safely around it). Staff will offer a demonstration to Client/Carer/Family and ensure that safe use is understood before leaving.
This element of the service is also responsible for Collection of Used/Dirty equipment, bagging or otherwise containing it for transport and returning it to the Community Store where it will be cleaned, repaired and reset as appropriate
Care and Repair Service
Summary – The Care and Repair Service is available to Officers are in place to act on behalf of Clients needing to make an application for Financial Assistance from the Highland Council’s Scheme of Assistance towards eligible Repairs and Adaptations.
The purchase and maintenance of Shredders for pre-treating Bulky Waste
This contract is for a supplier to provide to the Council two (2) industrial shredders capable of reducing in size, primarily, bulky waste (e.g. furniture, mattresses, toys etc) and Upholstered Furniture (contaminated with Persistent Organic Pollutants, or POPs), in a manner that meets statutory environmental regulations and guidance, in advance of being sent for further treatment. The contract includes both a purchase element of the shredders (which includes any ancillary equipment to manage POPs containing upholstered furniture) and then a servicing and repair element up to a maximum of fifteen years in duration (with review periods every five years).
Short Break Care within the family home to include Waking Night Support, Sleeping Night and Day Support. Support to and from activities within the community. Help to support/maintain and/or establish/implement routine. Meet any additional specific requirements of the Child’s Individual Action Plan as per their Child’s Plan. The service is to be delivered across the Highland region.
Battery Energy Storage System (BESS) – Torvean Quarry, Inverness
The Highland Council has identified a site for the development of a Battery Energy Storage System (BESS). The Highland Council has accepted a grid connection offer and intends to tender for a developer to design, build and operate the facility.
Supply & Delivery of Power Tools & Associated Items and Specified Services – 2025 - HC
The Council wishes to appoint 1 suitably qualified, experienced and competent Supplier submitting the Most Economically Advantageous Tender (MEAT), to provide Goods and Services, for the Supply & Delivery of Power Tools & Associated Items and Specified Services (Including Services - HAVS & Noise Testing, PAT and Servicing & Training of Power Tools & Associated Items), for Highland Council Area.
The Highland Council (THC), Aberdeenshire Council (ASC) and Aberdeen City Council (ACC) are inviting tenders for Transportation of School Meals between a school with a kitchen and a school without. The Contract shall be for a 3-year period, with an option to extend by a further period of up to 12 months.
Provision of Treasury Management Advisory Services

Collection, Storage and Redelivery of Household Belongings 2025
The Highland Council, Aberdeenshire Council and Aberdeen City Council are inviting tenders for The Collection, Storage and Redelivery of Household Belongings, for a 3-year period, with an option to extend by a further period of up to 12 months.
Each Council require a Contractor to provide a removal, transfer and storage of belongings service to be determined and notified by each Council, in accordance with Health and Safety Regulations and all associated standards. The Contractor shall also provide short and long-term storage solutions, often for an unspecified amount of time.
Electrical Installation Condition Report (EICR) Inspections & Related Works – 2025
The Council wishes to appoint 1 Contractor for each Lot, submitting the Most Economically Advantageous Tender (MEAT), to provide Services & Works, for the Electrical Installation Condition Report (EICR) Inspections & Related Works for the Highland Council Area (EICRI).
The Contract shall be divided into lots by geographical area as follows:
