In the coming months The Highland Council will be looking to tender for a number of Service Providers to provide Time Limited Housing Support Services for various service users/requirements for the Highland Council Area, on an ‘as and when’ required basis.
Service Providers shall provide ‘floating’ time-limited Housing Support for service users assessed as requiring the service with the primary aims of, enabling them to increase their capability, independence, skills and confidence to manage and sustain a stable and suitable home and avoiding homelessness and failed tenancies.
The Framework Agreement will be divided into lots which will be confirmed at time of tender publication, covering Housing Support for adults aged 16 and over years, Youth Independent Living Housing Support and Refugee Resettlement Support.
It is intended that the duration of the Framework Agreement will be for a twenty-four (24) month period, with the option of multiple extensions to be extended by up to twenty-four (24) months, subject to mutual agreement.

The Highland Council will be looking to tender for a Sole Supplier for the Supply and Delivery of Power Tools and associated items.
The Supplier will ensure all tools and associated items are Hand Arm Vibration Syndrome (HAVs) & Noise Level tested and serviced as well as provide training, and Portable Appliance Testing (PAT).
Power tools and associated items must take into consideration HAV’s and noise levels in order to manage exposure and prevent occupational injuries such as HAV’s or hearing impairment for users. Therefore, all power tools, testing and servicing and training to be compliant with Health and Safety (H&S) requirements.
It is intended that the Contract will be for 4-year period.

Handyperson Service
Summary - A person-in-van/one-stop source of assistance to people aged 65+ or any age with a disability. Assistance ranges from a selection of minor household repairs and tasks to delivery, uplift, and demonstration of a selection of aids and equipment from the Community Store.
Telecare/Telehealth Service
Summary – Telecare and Telehealth is a range of equipment design to respectively; alert when an individual living alone has fallen, left the property is in distress or is in danger of a fire or other such harm. Devices are installed by Telecare Officers which are programmed to a hub in the Client’s home. If a device alerts the monitoring HUB in Aberdeen will call the Client to find out what’s happening and/or alert their list of first responders and/or the emergency services as appropriate.
Telehealth works along similar principles but allows visiting Carers to undertake basic health checks using the equipment which will report the outcomes to trained staff monitoring the Client’s condition. It is used to maintain a Client’s health records and to prioritise in-person visits from Healthcare professionals.
Telecare/Telehealth Service Digital Switch On
Summary – By January 2027 it is anticipated that analogue connections will be permanently switched off and only digital communication equipment will work thereafter.
Many analogue Telecare/Telehealth systems in Highland currently run on an analogue connection. Clients with an analogue connection will require to have new digital equipment installed ahead of the deadline
Community Stores and Short Term Loan Service
Summary – Currently there are a number of Community Stores managed by a variety of organisations pan-Highland, forming the NHSH Pan Highland Community Store offering.
Ideally all Community Stores going forwards will be managed as part of this tender to ensure parity and greater integration of Stores facilities and Store activity pan Highland.
It is anticipated that Bidders will identify approximate costs to set up a Community Store and be able to present those costs in terms of one-off, set-up or fit-out costs, along with anticipated running costs annually thereafter. Bidders may wish to offer an appropriate building/site as an example of the premises they would propose to use and around which their tender will be based.
It is anticipated that if any of the premises selected are already operating as a Community Store, Bidders will be able to outline how they might seek to acquire/control the premises and follow TUPE to protect any individuals currently working there.
Community Store Delivery and Collection Service
Summary – This element of the Service is responsible for the Delivery of specified aids and equipment from the Community Store and their installation in the Client’s home (moving furniture etc as appropriate to make space, reach sockets and enabling Client to move safely around it). Staff will offer a demonstration to Client/Carer/Family and ensure that safe use is understood before leaving.
This element of the service is also responsible for Collection of Used/Dirty equipment, bagging or otherwise containing it for transport and returning it to the Community Store where it will be cleaned, repaired and reset as appropriate
Care and Repair Service
Summary – The Care and Repair Service is available to Officers are in place to act on behalf of Clients needing to make an application for Financial Assistance from the Highland Council’s Scheme of Assistance towards eligible Repairs and Adaptations.
Moss Park Care Home is a well-established 39 bed facility that provides high-quality nursing care to older people, including those with complex care needs. The Council is seeking to engage with potential partners who are interested in taking on the operation and management of the home, ensuring continuity of care while enhancing service quality.
The Highland Council are looking for an organisation that:
Has a proven and successful track record in managing nursing care home facilities for older people.
Demonstrates an understanding of and compliance with, relevant regulations and best practices in care home provision.
Is committed to delivering person-centred care that promotes dignity, independence, and quality of life for residents.

The Highland Council currently provides a school counselling service for children and young people (CYP) over the age of 10 years. The service offers these pupils access to one-to-one, face-to-face sessions within the school environment, with the facility for online sessions when required. Sessions are provided by a fully trained counsellor who is registered with an appropriate governing body and fulfils the competencies for working with children and young people. The service offers 50-minute sessions within a confidential space with a requirement for pre and post counselling assessment based on the Child or young person's perspective.
The current Framework Agreement is due to expire in April 2025. The Council are currently exploring the most effective route to market for the new Framework Agreement and are looking for some input from service providers.

The Highland Council are looking to notify the market of their intention to commission a female domestic abuse outreach support service across the Inverness and South area (this is an area that covers Inverness, Nairn, Badenoch and Strathspey). The funding offered is to support core expenditure.
The Council anticipates that it would be seeking a contractual commitment in the region of three years with the opportunity to extend this term by a further two years by agreement.
The estimated annual contract value for this service is GBP 75000. The below estimated value is based on an initial three year term with a further two years as an option.
The Highland Council has identified a site for the development of a Battery Energy Storage System (BESS). The Highland Council has accepted a grid connection offer and intends to tender for a developer to design, build and operate the facility.
Longman Park is a Traveller housing site situated on the shores of the Moray Firth, neighbouring Inverness Caledonia Thistle Stadium. The client has been successful in receiving funding from the Scottish Government to improve the living accommodation for the tenants on the site. This PIN has been created to gauge an interest of Contractors that would be interested in tendering for the works.
The Highland Council is currently considering its options regarding the future of the contractual arrangements for a Passenger Transport Management System (PTMS) which will aid in route planning, option appraisal and testing, record keeping, scheduling, payment processing, data exchange with other Council systems, report creation, and analysis of data on contract performance, pupil numbers, eligibility and reasons for changes in costs. It is hoped this will assist Council staff in shaping their requirements for the future, understanding the current market and future developments, and developing the best value strategy for any future procurement.
The Highland Council is seeking to undertake a transformational change to the delivery of energy efficiency and renewable works across the region. The proposal to establish a Highland Energy Efficiency framework (2024-2028) for energy efficiency and associated works to both domestic and non-domestic properties in the Highland region.
Suitable contractors are being sought to undertake works on a design and/or installation basis on lotted allocations over the period of the proposed framework. The contractor(s) shall be responsible for the survey, design, submission of proposals, installations and defects management for the completed installations. The works are subject to Scottish Government and other external funding and there is no commitment to all/ any contractor in the proposed framework.
The Council has a statutory obligation, as outlined in the Net Zero Strategy, to improve condition and efficiency of both Council domestic and non-domestic properties. To achieve these targets the Council must insulate, improve/replace current heating systems and install solar PV.
