GC Business Growth Hub objective is to introduce a new CRM product that optimises outcomes for GC Business Growth Hub (data, service delivery, social and economic impact etc.) Robust gathering of requirements from all stakeholders is critical to the success of this project, to ensure that a) we procure the best software solution to meet our needs b) once delivered, colleagues and clients receive a slick and efficient system that allows their needs to be met with minimal effort c) funder requirements are met without unnecessary complexity of process We have chosen to outsource this activity to specialists rather than undertake the activity in-house. There are also several central stakeholders whose requirements need to be considered (marketing, contracts officers, compliance, BI, enquiries teams etc.). In addition, there are a range of different funded programmes whose current additional requirements need to be understood and assessed for whether they are expected to be necessary in the future. The engagement is to gather requirements from all relevant business areas, in 2 stages. 1. Initial mid-level requirements gathering (needed now to support with procurement of the most appropriate software solution; Dynamics is expected to be the preferred option) 2. Further fine detail requirements gathering and written specification (blue print) (needed to support the configuration and set up of the product once procured) Requirements need to be captured in such a way to detail the outcome to be achieved, not the method by which it is to be done. The expectation is not to simply recreate what we have in our existing CRM but to focus on essential end results. Rigor and check and challenge is to be applied to gain certainty that there is a definite need for complex requirements. Where these have been validated, robust rationales are to be documented. The successful supplier will run the relevant workshops with stakeholders to gather and refine requirements into a complete and clear set of user stories that can be used to build (configure) the end product. Product recommendations and configuration activity once procured are out of scope. Stakeholders will have been identified and grouped ready for initial workshops to take place. The following activity is required / expected: 1. Mid -level requirements gathering (expected timeframe: 4 weeks) 2. Fine detail requirements gathering (expected timeframe: 12 weeks)

GC Business Growth Hub is introducing a support programme specifically targeted at the creative sector. Funded by DCMS, this will complement its existing sector specific programme offerings of: • Greater Connected - a cohort programme that helps DCT businesses stabilise, adapt and grow. It is a 2 day programme spread over 2 weeks. • Investment Readiness Cohort Programme - a cohort programme for businesses who are investment ready, focusing on equity introduction, equity sources, valuation and pitching. This programme, Create Growth, will take creative industry businesses through a two-day cohort programme to support their business growth. Alongside the two-day cohort programme, cohort members will also have the opportunity to access two further coaching days, reflecting on the learnings from the programme in a more focused environment, within smaller groups. Cohort members will then graduate onto an Investment Readiness programme (delivered in-house by GC Business Growth Hub)

The Growth Company and its Business Growth Hub aims to work with a minimum of 6 delivery partners to deliver business support for/to businesses led by people from marginalised communities. Each partner will be required to engage and deliver support to 20 relevant businesses. Each partner has the ability work with work with one or multiple communities if their expertise permits. Partners must deliver 12 hours of support to each business they engage with as part of the programme which is in line with all existing Business Growth Hub service provision. The 12 hours will be evidenced via appropriate documentation such as action plans and event registers, which will be provided to successful bidders upon the commencement of the contract. GC BGH is committed to robust evaluation of its activities to meet contractual requirements, inform service design and delivery, innovate new services and demonstrate the economic impact and value for money of its services to funders and stakeholders. Following the submission and approval of a business case, available on request to tenderers, £7.4M of Retained Business Rates funding was secured from Greater Manchester's ten Local Authorities to fund the Business Productivity, Innovation and Inclusive Growth (BPIIG) programme, outlined below, over the period January 2022 - September 2023, leveraging a further £8.6M ERDF funding. The overall programme, including public and private sector match, equates to c.£19.5M that will fall within the scope of the evaluation being tendered for. GC BGH also secured £1.3M of ERDF funding and an additional £231k match funding from Lancashire County Council for 2 programmes delivered in Lancashire. These programmes also fall within the scope of the evaluation being tendered for. Whilst the BPIIG programme commenced January 2022, the original Business Productivity and Inclusive Programme (BPIG), and the majority of GC BGH's ERDF programmes, commenced 2018 (2015 for its Sectors and Access to Finance ERDF programmes), with overall funding totalling c£80M. Tenderers should note that their submissions should be compliant with the monitoring and evaluation requirements of both the GMCA and ERDF (this document reflects the requirements of the GMCA). Final evaluations for ERDF funded programmes will also need to comply with the Department for Levelling Up, Housing and Communities (DLUHC) Summative Assessment Guidance, available on the gov.uk website.

GC Business Growth Hub (GCBGH) wishes to appoint several providers to enter a Framework Contract for the delivery of specialist leadership development to owners, directors and senior leaders from diverse backgrounds that will develop their skills, knowledge, behaviours, and expertise to enable personal and business growth within their business. The programme will target growth businesses that have the capacity to create or safeguard jobs, increase turnover/sales, and launch new products and services within their marketplaces. All leaders and businesses will be reviewed by GCBGH for access to the programme of support on a number of factors which will include but not limited to - previous business support accessed, leadership development needs and growth potential. Each provider could work with one or multiple priority areas if their expertise permits. Providers could receive between £375 - £1500 excluding VAT per business they engage with as part of the programme. The support completed will be evidenced via appropriate documentation/CRM Portals, which will be provided to successful providers upon commencement of the contract. The leadership support can be delivered either face to face or online. The support will be delivered in the manner and at a time/day that best meets the needs of the leader/business. Leadership support cannot be delivered via any pre-recorded methods i.e., leaders watching pre-recorded training videos. The support is based on the needs of the individual leader/leadership team and must be structured by the providers to meet their leadership growth objectives. The support can be delivered one to one or a blended approach of one to one and one to many.

GC Business is looking for particularly (but not exclusively) local Lancashire based experienced Expert Coaches and, or Action Learning Facilitators who can work with ambitious and inquisitive leaders of growth companies to help build their capacity to innovate and achieve growth throughout the duration of the programmes outlined in the tender documents LOT 1: Growth Catalyst Expert Coaching: As part of this programme up to 140, 2-hour, (or half day) Expert Coaching sessions will be delivered over MS Teams, Zoom or other platforms and will be made available to business leaders to help them address knowledge gaps or overcome challenges. As opportunities for deeper support through coaching are identified as part of the development of individual Growth Strategies and plans, or as a result of needs spotted by the businesses allocated Advisor during the course of the programme we will require the framework of Coaches to offer support. Our coaching pool is expected to include a wide range of in-depth sector expertise as well as expertise in key subject areas for example: • Leadership and Management development • Sales and marketing • Change management • HR Challenges • Business model innovation • Systems and processes • Finance • Digital tech • Market insights • Net Zero LOT 2: Growth Catalyst and Scale to Thrive Peer Action Learning Facilitators. Both programmes will provide participant businesses with the option of joining peer to peer action learning cohorts. These cohorts of typically between 8 and 11 participants will be professionally facilitated by individuals from a business background who have proven experience in applying the Reg Revans action learning methodology as set out in GCs Peer Network Action Learning Playbook. This methodology was successfully scaled up and proven in practice as part of the Peer Networks programme delivered by Growth Hubs across England and is utilised by a range of Action learning organisations. a) Growth Catalyst Action Learning The Growth Catalyst programme will deliver 15 cohorts staggered over 18 months. Each cohort will benefit from 6 sessions of Action Learning of typically 2-3hrs each on a fortnightly basis, depending on participant preferences. Session topics or challenges to be discussed and will be selected by the groups with the aid of the expert facilitator. All participants will need to sign up to the Participant charter. Action learning sessions will be subject to customer satisfaction monitoring. b) Scale to Thrive Action Learning Under Scale to Thrive 10 cohorts will be delivered with staggered starts over 18 months. Each cohort will benefit from 4 sessions of Action Learning of typically 2-3hrs each on a fortnightly, or monthly basis, depending on participant preferences. As with Growth Catalyst, session topics or challenges to be discussed and will be selected by the groups with the aid of the expert facilitator. All participants will need to sign up to the Participant charter.
