The Education and Training Foundation (ETF) is establishing a Framework of Suppliers who have excellent knowledge and/or practice in Special Educational Needs and Disabilities (SEND).
This notice is for a market warming exercise for the Framework.
Organisations who are successful in securing a place on the framework will have the potential to be drawn on to deliver ETF contracts in the future.
Market Engagement Request for Information
We would welcome you views on the proposed Framework specification in terms of:
1. Understanding of the Framework (i.e. how it works)
2. Anything to add to the Lots (see 3.1) to maximise excellence in the Framework for SEND?
3. The Key Performance Indicators or service measures that would be effective and appropriate for a framework of excellence.

Impact Evaluation of scaling-up of action research findings from FE sector maths teachers
Centres for Excellence in Maths (CfEM) is seeking a research agency to evaluate the impact of scaled-up interventions in GCSE and Functional Skills resit classes in the Further Education sector in England. The project will run from July 2022 to February 2023. The research is required to inform further trials prior to any national roll out and to identify how interventions can work best across multiple FE settings. Findings from 3 or 4 Action Research projects that took place in the academic year 2021/22 will be shared and tried out across the CfEM network.
The design of the evaluation is open to discussion. However, it should focus on (a) learners' progress on Level 2 exam-type questions and (b) wider causal factors linking the intervention to its impacts. Coordinators in each of the 21 CfEMs will assist with training and recruitment. Ideally, each of the 3 or 4 interventions will be done for four weeks in the Autumn term by approximately 30 teachers and approximately 1000-1500 learners. At this stage, we envisage a pre- and post-intervention assessment and questionnaire for learners and a post-intervention questionnaire for teachers, the content of which will be developed by ETF, working collaboratively with the appointed research agency. Research outputs will be a short written report and anonymized raw and tabulated data.

The Education and Training Foundation (ETF) is looking for tenderers who have excellent knowledge and/or practise in Special Educational Needs and Disabilities (SEND). The organisations will become Centres for Excellence in SEND who will develop and deliver CPD for leaders, managers and practitioners who wish to put learners with SEND at the centre of their organisation, resulting in learners achieving the outcomes they aspire to. Each Centre for Excellence will have national reach across England.
Please note, this is a market engagement activity and not a call for competition. We are asking tenderers for feedback on this tender document to identify points of clarification, risk and to ensure the KPIs are achieveable.

The Education Training Foundation (ETF) want to approach the market to gather feedback on various elements of a proposal for an evaluation of the impact of ETF during the period of 2013 to 2026.
This feedback will be used to assist ETF in gaining a better understanding of the feasibility of the requirements, potential costs, the potential approach, the capacity of the market to deliver and any possible risks or issues that may not have been previously considered.
Any submission received in response to this feedback request, will not constitute any contractual agreement between the ETF and the respondent.
Detailed and lengthy submissions are not necessary at this stage. However, we welcome any pertinent information on your organisation’s capability and views on the range of services required. Respondents’ views will not be individually identified or revealed to third parties.
