Wakefield Council is exploring options to commission Personal Care and Wellbeing Support Services at Frickley Mews Extra Care Scheme. The aim is to support individuals to live as independently as possible through the provision of a dedicated, skilled on-site team available 24/7. This team will deliver care and support based on assessed needs, including personal and social care, opportunities for social engagement, and access to the scheme's facilities. Staff will also respond to community alarm alerts raised by tenants. This market engagement exercise seeks to understand the level of interest from local providers across the district. Feedback will help inform future procurement decisions and shape service delivery models.

Wakefield Council is considering options to enter into a commissioned service for the process of substance misuse testing for parents / carers of Children and Young People (CYP) under PLO (Public Law Outline) or Court Proceedings. The purpose of this market consultation is to ascertain the interest of any providers to enable an informed decision to be made in relation to any procurement opportunities available to the Council from locally based providers from across the district.

Wakefield Council is exploring future commissioning options for delivery of a comprehensive family support service from pre-birth through age 12 and beyond, aimed at fostering positive home environments - draft title of 'Families Thriving At Home' The purpose of this early market engagement is to: • Inform decisions on potential procurement opportunities with locally based providers across the district • Assess market interest • Gather feedback on proposed requirements • Identify potential risks affecting any potential procurement The budget is approximately £200,000 per annum for an initial three-year period with potential to extend.

Preliminary Market Engagement: We are seeking to provide a service that will offer suitable and safe temporary accommodation within the Wakefield District to single people without the need for an assessment to access it. A basic referral will be given to the accommodation provider, and the provider will need to let the Council know if they can provide accommodation within 15 minutes of receiving the referral. It is expected that 95% of referrals will be accepted into the service. The accommodation will deliver: • Around 11 units of single person accommodation - there may be a need to provide some flexibility around the number of beds provided at any one time. • A support package to those accommodated • Referrals for those accommodated into specialist services. The provider should have strong partnership working arrangements with agencies providing services and support for vulnerable groups. • Work alongside Council staff to assist service users moving on from the contracted accommodation into further mainstream accommodation

Wakefield Council is considering options to contract with VCSE organisations to supply services which will encourage more people who are economically inactive to consider employment as future goal. This project looks to improve, continue and grow the results of the current VCSE engagement programme delivered using Trailblazer funding in 2025/26. Currently the programme provides Social Prescribing and Counselling services to residents who are economically inactive due to health conditions or disabilities. The purpose of this market consultation is to assess the interest of VCSE providers in this work and to identify any other services which might be appropriate to this cohort in order to enable an informed decision to be made in relation to any procurement opportunities available to the Council from locally based VCSE organisations from across the district.

Wakefield Council is undertaking a soft market engagement exercise to better understand the current landscape of Direct Payments (DP) support services delivered across the wider sector. As we prepare to shape the future model of our local Direct Payment support offer, we want to ensure that any future approach is informed by up-to-date insight, good practice and innovative delivery models already operating successfully in other areas. This engagement seeks to gather information from organisations with experience in providing Direct Payment support, whether locally, regionally or nationally. We are particularly interested in understanding the breadth of services available, and what providers see as the essential components of an effective, person-centred Direct Payment support service. We welcome insight, ideas and reflections from all interested providers as we work towards shaping a Direct Payments support offer that empowers people, promotes independence, and delivers positive outcomes for our local residents.

Wakefield Council is considering options for the delivery of the SWEP (Severe Weather Emergency Protocol). The purpose of this Market Engagement is to ascertain the interest of any providers to enable an informed decision to be made in relation to any procurement opportunities available to the Council from locally based providers from across the district. Wakefield Council currently funds a Cold Weather Shelter for Rough Sleepers during the winter months. The current contract for the service ends on 30 September 2026 and the Council is now considering options for future provision. The Shelter offers overnight accommodation to people sleeping rough during periods of cold weather. It also provides limited support to help individuals access homelessness and health services through referrals and signposting to appropriate agencies.
