The Mining Remediation Authority currently has the capacity to treat 220 billion litres of mine water every year. Treating mine water has directly protected and improved over 350km of rivers, protects several important regional aquifers, enhances biodiversity and provides local amenity land. Our mine water treatment prevents nearly 4000 tonnes of iron solids iron solids and other pollutants entering watercourses or aquifers. Last year 97% of the iron solid waste was recycled or reused. -Purpose The Coal Authority operates over 70 mine water treatment schemes across the UK; these schemes primarily treat coal mine waters with a growing number of metal mine treatment schemes. In addition the Coal Authority has an active R&D department which undertakes a variety of UK wide mine water treatment trials. The Coal Authority R&D team focus on laboratory and field scale trials on both metal and coal mine waters with the aim of developing novel treatment technologies and improving existing treatment technologies on our schemes. In addition, the Coal Authority undertakes a range of works as part of a Public Safety & Subsidence activities that involve the monitoring and remediation of properties impacted by mining hazards including the build-up radioactive gases. -Objective The Contract is divided into two lots: Lot 1 - covers the laboratory chemical analysis of samples and includes supporting services such as the supply and delivery of sampling materials, the collection of samples from various areas within the UK, the production of results certificates of analyses and the disposal of waste samples. It is envisaged that the analysis of mine water and related solid materials (including analysis of potential Naturally Occurring Radioactive Materials (NORM) on rare occasions) will be the predominant element (Lot 1). However, analysis of potentially radioactive gases, may be required occasionally, Lot 2 - covers the radiological monitoring of gas - Services required Services required under this contract are divided into two separate Lots and will include, analysis of samples, including analysis of samples obtained by the Authority, or on its behalf by a nominated Contractor or Consultant (LOT 1) and specialist radiological monitoring (LOT 2). The nominated person will be deemed the Engineer. - Location The contract requires the collection and transport to the laboratory facility of samples obtained at various locations throughout England, Scotland and Wales. In partnership with the Department for Business, Energy and Industrial Strategy (BEIS), the Department for Environment, Food and Rural Affairs (DEFRA), the Environment Agency (EA), Scottish Environment Protection Agency (SEPA) and Natural Resources Wales (NRW), the Coal Authority delivers a program of Water Treatment facilities covering 70+ mine water treatment schemes across England, Scotland and Wales. The Coal Authority seeks to let an Operational and Maintenance contract for the management of these sites, additional assets and over 700 data sampling points across England, Scotland and Wales. The existing contract ends on 31st December 2024 The duration of the contract is expected to be 10 years, potentially with break clauses during that time. The contract will require operation & maintenance of sites which are explained in more detail in the attachment to this notice. In addition to plant there is a mixture of buildings and infrastructure, storage facilities and satellite offices to be managed. The sites are operational 24hrs a day, there is the requirement for stand-by support over evenings & weekends, including response times. The service required under this contract is the operational, planned and preventative maintenance to the mine water treatment schemes, including but not limited to: • Compliance with regulatory consents • Adhering to health, safety and environmental standards • Checks on treatment schemes, adjusting water levels to ensure optimum performance • 24hr reactive response to incidents involving site failures • Maintenance activities • Pump lifts & equipment replacement • Adjustments to the treatment process to ensure efficient use of chemicals & power • Procuring chemicals & supervising delivery • Water sampling & flow measuring data gathering/capture, • Reporting on operational costs, safety statistics, risks and performance trends. Prior Information Notice - Hydrometry Framework This notice is not a call for competition - The Coal Authority intends to issue the call for competition on or after September 2023 Requirement Overview Deliverables from this contract are to provide a service to undertake Hydrometric Monitoring for The Coal Authority, at coal and metal mine sites across the UK. Supplier engagement notification Prior to starting the formal tendering process, The Coal Authority will host several supplier engagement events via Microsoft Teams. The purpose of these events are to provide further information about this requirement, the tendering process, and to invite feedback and questions from potential bidders. So we can provide more detail of our requirements, we are proposing to deliver a session on each Lot. We have also included some sessions where we will cover all of the Lots in a single session for those who are already familiar with our requirements. The Coal Authority (Client) was established by Parliament to undertake specific statutory duties, set out in the Coal Industry Act 1994, associated with licensing coal mining operations; managing property and the historic legacy arising from the ownership of the coal reserves and underground workings; settling subsidence damage claims not falling on coal mine operators and providing access to coal mining information. 1. Background The mine water in the Barnsley-Manvers-Grimethorpe mine water block is thought to be rising. Recovered mine water in this area represents a potential risk to the overlying Permian aquifer, as well as surface water in the area. To assess the mine water regime, and inform future mine water management strategies, a borehole is required that would target the Brodsworth or Bullcroft colliery mine workings. Therefore, the Coal Authority (CA) requires a mine water monitoring borehole to increase the monitoring infrastructure in the area. The data from this borehole will be used to improve understanding of mine water in the Barnsley-Manvers-Grimethorpe mine water block, through water level monitoring and quality sampling. 2. Delivery The CA look to collaboratively engage with landowners to obtain access and a licence to carry out the drilling works. It should be noted that this engagement may take up to a maximum of 15 months, from initial point of contact however, in some cases this is significantly less. With this in mind, the Invitation to Tender is sent out part-way through this timeframe. Nevertheless, and to avoid any delays, the Contract will be awarded with a Contract Award Date and Start Date as two different dates. 3. Engagement Opportunities The CA are always looking for ways to improve and streamline projects. Due to the defined verticality requirements, it is envisaged that the most robust and reliable method of completing the mine water monitoring boreholes is by drilling a pilot hole using a wireline coring system, followed by reaming to the required diameter(s). However, the CA would welcome your feedback on this including any other methods that may be deemed more suitable to guaranteeing verticality such as directional drilling.

This Notice is published to give interested parties advance notice of this opportunity. The Coal Authority requires the provision of Ground investigation services which includes general items, boreholes, rotary drilling, pits and trenches, sampling, in-situ testing, geophysical testing, instrumentation and monitoring, laboratory testing, chemical testing for contaminated ground and attendance at framework meetings with the Client.
