This notice is being published by way of a modification to an existing contract tendered on the OJEU portal in 2014 under the reference 2015/S 034-058458 We are intending to extend the current contract for the operation and maintenance (O&M) of mine water treatment schemes (MWTS) and associated legacy assets which was set to expire on 31 December 2024, for an additional 18 month period. The extension provides for the provision of the same services for this additional duration. During this extension period an open market procurement exercise will be undertaken for a new contract which will commence delivery of the services in June 2026 after a six month mobilisation period starting in January 2026. Immediately on publication of this contract modification notice a Prior Information Notice (PIN) will be published on Contracts Finder and Find a Tender Service to inform the market of the timetable for the procurement of the replacement contract which includes further market engagement sessions on week commencing 29 January 2024. The need for modification was brought about by circumstances which a diligent contracting authority/entity could not foresee. The need for this additional term of the contract has occurred because of unforeseen challenges, necessitating an adjustment to our original timeline. These challenges have included; A severe, unprecedented incident in Wales which saw 78 properties flooded by mine water required the focus of internal resources. This required a coordinated effort between the Coal Authority, Welsh Government, Natural Resources Wales, Local Council and contractors including the incumbent contractor. A temporary reporting structure was put in place to prioritise the solution to the water flow and impact on residents. The incident required many of the same resources as the contract renewal and has taken 14 months to complete due to the complexity of the project. Other unforeseen incidents requiring senior leadership focus to remedy and therefore re-prioritisation and focus on MWTS performance and projects also impacted resource capacity during this time. The capacity of the Coal Authority, a relatively small organisation, had been effected by the impacts of Covid-19, with increased employee sickness, changes in working hours, adapting to hybrid working from multiple locations with an impact on workload and capacity of delivery. The recovery from Covid-19 has also resulted in a challenging recruitment market. A number of resources were identified that were required to deliver different aspects of the contract renewal project and to provide governance. This can not only deter people from following the correct procedures, but it makes it difficult for the HSW team to identify and act on the information captured. It would be far more efficient and improve governance if key processes were contained within a single system, specially designed for this purpose.

The Coal Authority generates large volumes of environmental data through the part of our business which manages the environmental legacy of mining across the UK. We operate over 75 mine water treatment schemes that remove contaminating metals from mine water prior to the treated water being discharged into a receiving watercourse. Schemes range from complex process engineering plants, through pumped wet wells and boreholes / mineshafts, to totally natural (passive) schemes without a power source. The majority of treatment schemes comprise of aeration cascades, settlement ponds and reed beds. All schemes are subject to regulatory consents and licenses. We have an extensive monitoring network across the mine water treatment schemes monitoring scheme performance. A wider network of boreholes and sampling locations is used to monitor changes in ground water level (monitoring mine water recovery across coalfields) and water quality within mine workings and at untreated mine water discharges. The total number of monitoring locations is around 2,000 but this may rise to nearer 3,000 as new treatment schemes are built or treatment trials carried out. We are increasingly helping others with monitoring of other types of mines. Environmental data is collected across the treatment schemes and monitoring network which includes; laboratory analysis of water and solids, onsite water quality measurements, hydrometry data including manual and logged stage and flow readings from weirs and spot flow gauging, telemetered process data (such as pump rates or electric metering), manual and logged water level and temperature measurements from boreholes or mine shafts, logged rainfall data, manual or logged gas data and solid samples of lagoon sludge. Most data types are collected as continually expanding time series. A small part of the overall data comprises geophysical surveys of boreholes and shafts. The Coal Authority has a requirement for a single data storage system which will consolidate our environmental data sets, incorporate data processing, quality checking and editing tools (including recording of any automated, or manual data changes) and make the data more accessible for use across the business. As part of the management of the Coal Authority headquarters in Mansfield, we are looking to source a supplier to provide grounds maintenance services in accordance to the detailed requirements within the specification. At a minimum, services are to be provided 52 weeks a year. All services laid out within the specification are to be carried out to recognised horticultural standards and safe systems of work. The Coal Authority is looking for a specialist contractor to undertake the refurbishment of existing sea outfall structure at Dawdon Mine Water Treatment Scheme, located approximately 1km south of Dawdon, County Durham. The works will be undertaken in accordance with the NEC4 Engineering and Construction Contract Option B Priced Contract with Bill of Quantities and further details can be found at www.neccontract.com. For further details and full description of the works, please see VI.3 Additional information of this notice for a more detailed description of the works. Here you will find the Scope and instructions on how to register for the event and gain access to the full tender documentation. Additional information: The Dawdon short sea outfall consists of two parallel 200mm pipes with a gravity flow approximately 350m to the discharge point 140m metres from the shore. The pipes were installed through directional drilling and emerge from under the sea bed at the discharge point. Each pipe comes to a T piece with duck bill diffuser elements fitted to each end of the T section. The base of the discharge arrangement was not sufficiently supported and this has allowed the pipework to rotate impacting discharge flows. This needs to be repaired and returned to the correct position with improvements to the support of the diffusers from a pre cast concrete base. The diffusers also had a protective structure that has been dislodged and this needs to be replaced by a new protective sleeve and cap. The protective sleeve can either be a pre-cast concrete pipe or an HDPE pipe section which will be capped by a pre-cast concrete or GRP lid. The replacement duckbills will have to be fitted after the sleeve is placed. Alternatively, arch shaped cut-outs could be implemented, to fit over the duckbills. The "duckbill" check valves will protrude slightly through holes/ windows prepared for purpose and will discharge normally. Construction Due to operational requirements shut down of the pipelines must be well planned and durations kept to a minimum. Based on our feasibility studies the shutdowns are estimated to be no longer than 3 hours per pipeline. All the rehabilitation operations that require no flow through the pipe must be programmed to take place at the same time so that only one shut-down period is required. The following tasks will need to be completed under shutdown: • Disconnection of the flange adapter and replace. • Align the diffuser to vertical and temporarily secure. • Remove the diffuser Tideflex Check Valves. • Drop the protection sleeve into position. • Replacing the diffuser Tideflex Check Valves Divers to conduct the following site preparation activities. • Clearing loose rubble around the flange adapter and concrete base footprint. • Rock drilling may be required to level concrete base footprint. After Pipeline Shutdown • Replace/ rehabilitate and install: • Blank flange o Sacrificial break away spool piece (optional) • Flange Adapter - and right the diffuser to vertical alignment. • Remove the diffuser Tideflex Check Valves. • Place and secure precast concrete base • Drop the protection sleeve into position. • Replace the diffuser Tideflex Check Valves After Resume Pipeline Flow • Grout fill around flange adapter. • Place and secure protective sleeve cap. • A marker buoy with independent anchorage is also to be installed. Evidence of quality control measures and that the installation is as per design are required.

The Coal Authority invites you to tender for a watercourses contribute towards the metal contamination and has been responsible for the failure of ecological status of South Tyne watercourses under the terms of the Water Framework Directive (WFD), therefore there is the need to identify and limit the impact from sources of metal contamination throughout the catchment. Over the past four years, as part of the Water and Abandoned Metal Mines (WAMM) programme which is funded by Department for Environment, Food and Rural Affairs (Defra), The Coal Authority (CA), in partnership with the Environment Agency (EA), have implemented various mitigation methods at several locations across the catchment to reduce contaminated sediment from entering the watercourse. To provide necessary services required to establish a programme of work which will identify areas of diffuse pollution that would benefit from 'green' engineering mitigation measures. The design and installation of methods to reduce any water runoff, prevent the erosion of the former spoil heaps and stop the mobilisation of contaminated sediment from entering the watercourse, thereby improving water quality standards in the Tyne catchment and at the Port of Tyne.
