Photography and Video Services Framework Agreement
The City of Edinburgh Council is looking to develop a Framework Agreement for photography, video and 360 photography services to assist them in providing professional photographs and videos from various Council events as well as to promote Council services and behavioural change campaigns.
Holiday Hub provision for children with a disability
The Council requires a school holiday play scheme for children and young people with a disability. This service offers disabled children and young people the opportunity to take part in a range of activities within a structured environment. This will be a targeted support service to meet the needs of children with additional support needs and their families and will be carried out in partnership with City of Edinburgh Council. This scheme should run during the February, Easter, Summer & October school holidays.

Edinburgh Health and Social Care Partnership (EHSCP) are looking to put a contract in place for a person-centred Critical House Cleans
service. The City of Edinburgh Council are aiming for this service to enable vulnerable people to remain in or return (from hospital) to their
home and to an environment that is fit to occupy. This contract will facilitate the deep cleaning, decluttering, and removal of waste from
identified room(s) within a house/domestic property, making it safe, sanitary and habitable for the adult tenant/house owner. This is not an
empty house clearance service.
This contract will ensure the Council has a dedicated provider that can carry out the required work for the demand throughout the lifetime
of the contract and provide a service which covers the whole of the city area. The service outcomes will contribute to a positive
improvement in the health and wellbeing for people who use the service, enabling them to return to a clean and safe environment and
remain in their homes. Positive improvements will be achieved in the living environment for people who use the service and a resulting
improvement in motivation, where appropriate, to maintain their own home. The Service outcomes shall promote the individuality, dignity,
privacy, choice, safety, confidence and independence of people who use the service. This requirement supports the Council’s Wellbeing,
Commitment 8. People can access the support they need in the place they live and work and Commitment 9. Improved safety and wellbeing
for vulnerable citizens.
The City of Edinburgh Council (the Council) recognises the importance of supporting the inclusion of children and young people, from 0-18 years, with additional support needs in Care Inspectorate registered mainstream childcare settings which enables their parents/carers to continue or return to employment, training or education. The Inclusive Childcare Support Service has been established for over 10 years and is based on a ‘reducing dependency increasing capacity’ model. The service works closely with a provider to build staff skills, knowledge and confidence to include children and young people with additional support needs in their setting. The service can provide direct support to a child and young person through the deployment of support workers who work alongside staff to create an inclusive environment within normal staff ratios (as appropriate) or allocate funding to a setting that has been assessed by the service as requiring additional staff to support a child and young person.
Supply of Taxi/Private Hire Car Licence Plates & Ancillaries
The City of Edinburgh Council's Taxi Examination Centre (TEC) requires to a contract for the supply of blank Taxi/Private Hire Car (PHC) Plates & Ancillaries (i.e. brackets, vehicle stickers & security foils, plate press & jig, plate design software etc.), the specifications for which are stipulated/approved by the Council’s Regulatory Committee. The Council is also seeking to employ a plate disposal methodology (for its own and West Lothian Council’s plates) which is secure, sustainable and offers value for money.
The City of Edinburgh Council is looking to develop a Framework Agreement of Service Providers to undertake factoring services on mixed tenure developments. The Framework will encompass both existing sites as well as new build sites that shall be completed over the lifetime of the Framework Agreement. The Council currently has 1439 houses across various sites with a currently estimated 2396 homes to be completed over the lifetime of the Framework Agreement.
Total spend is estimated to be between 4 and 8 million pounds over the 4 year Framework Agreement term.
The Manufacturing, Installation and Maintenance of Street Naming Signage
The City of Edinburgh Council requires a Framework Agreement for the manufacturing, installation and maintenance and painting of street naming signage. This is required to allow the Council to undertake its statutory duty under the Civic Government (Scotland) Act 1982 to erect and maintain street name plates.
The Fleet and Workshop Services supply the maintenance provision for the Councils fleet of vehicles. It has been identified that roadside repair, recovery of broken down, or damage vehicles are to be placed onto a new Framework Agreement. The majority of these call outs will be for Heavy Goods Vehicles (HGVs) however the fleet is varied, and special consideration will need to be given to our minibus fleet, that carries vulnerable adults, and children.
Geographical Range will be within the City of Edinburgh Boundaries: Kirkliston, Ratho, South Queensferry, Joppa, up to and including the City Bypass, Balerno round to Hatton, there may be times when vehicles are out with these areas, these will be covered as well.
Provision of Secure Transport for Children and Young People
The City of Edinburgh Council requires a Provider to deliver a Secure Transport Service for Children and Young People. This Service may be used to transport children and young people who are remanded to secure care through the Courts or for those who are considered to be in need of secure care for their own protection through the Children’s Hearings System.
Tenderers are required to ensure that all staff members associated with this Service hold Protection of Vulnerable Groups (PVG) membership which is managed and delivered by Disclosure Scotland. In addition, staff will be required to have an Enhanced Disclosure. Further details of Disclosure Scotland can be found at https://www.mygov.scot/disclosure-types/. It will be the ongoing responsibility of the Provider to ensure Disclosure Scotland certification is up to date.
Specialist Support and Accommodation for a Young Adult with Disabilities
The City of Edinburgh Council are looking to procure a suitably qualified Care at Home service along with Specialist Supported Accommodation service to provide the management of/ and supply of high quality carers to support the care for a 18 year old young person (G) who has a diagnosis of learning disability, autism and mood disorder and displays challenging behaviour. G is blind due to his self-injurious behaviours.
Framework Agreement for Hire of Operated Plant & Vehicles for Roads Operations
The City of Edinburgh Council (the Council) wish to procure the hire of a range of specialist operated plant & vehicles to support the delivery of its roads maintenance functions, by setting up a Framework Agreement. The Framework will be broken down into the following Lots:

Lot 11 - Road Finishers;
Lot 12 - Plane & Disposal of road construction materials.
Young Onset Dementia Support and Day Opportunities
The purpose of this service is to support people diagnosed with young onset dementia, their families and carers. This will be through a person-centred, asset-based approach to maintain the best possible quality of life and support to remain independent in their own homes and communities for as long as possible. This will be consistent, flexible care and support as agreed in the individual’s personal support plan and in relation to assessed need. This is a citywide service but will encourage people to maintain links within their local communities. The service will provide:
Day opportunities in a group setting – combination of centre based and community activities
One to one day opportunities (Community and Home Support Service) that facilitates engagement in activities of person’s choice – this should be provided locally to the individual according to the individual’s preference
Support Service and Carer and peer support group opportunities
Volunteer Befriending Service for all ages - this should be provided locally to the individual according to the individual’s preference
These services should be provided face to face unless the service user requests otherwise or as COVID or other restrictions dictate.
V3 One Edinburgh - Home Based Care and Associated Services - FPS
Please note that this procurement process is a refresh on previous Notices published in 2022. The City of Edinburgh Council in partnership with the Edinburgh Health and Social Care Partnership (EHSCP) is looking to establish a flexible purchasing system for Home Based Care and other associated services. This will be a long-term opportunity with the aim to work in partnership with providers to increase capacity for services under Self Directed Support (SDS) as per the Social Care (Self-directed Support) (Scotland) Act 2013. The EHSCP wishes to build community networks of support which will meet the changing requirements of Edinburgh Citizens. They require Home Based Care and associated services which are tailored to meet Edinburgh Citizen’s needs and can adapt by flexing capacity, whilst having a focus on sustainability, high standards of care, value for money and continuous improvement. The Flexible Purchasing system will be split into Categories and Sub-Categories (Lots), which are still in development, to cover the range of potential contracts which could be issued through the flexible purchasing system throughout the 10-year term. These may include: Category 1 - Home Based Care Re-design, Category 2 Individual Service Funds, Category 3 Specialised Services, Category 4 Associated Support Services. Due to the term of the opportunity, additional categories / sub-categories may be added in future, to reflect the Council’s requirements.
Applying to this system will provide the Council with a list of providers who have proven to have the required skill, knowledge, registrations etc to deliver the service, who could then be offered a contract as part of a Locality Partnership model with providers working together in the best interests of the individuals needing care. The aim of the Home-Based Care Re-design is to build upon networks and foster a culture of collaboration within a Locality model for adults and older people. This will enable data sharing between partners to understand our collective capacity, which will help us to enable growth with key partners and ensure efficient coverage across the city, allowing us to provide good quality of care which meets the needs of the individual within the City of Edinburgh. We want partners who will enable our vision to move from traditional "time and task" and work on the basis of what would improve the individuals’ life.
The City of Edinburgh Council’s in-house legal team provides advice and support on all legal matters relating to the Council. The team instructs external firms where it has insufficient capacity or where particular specialist advice is required. The Council wishes to appoint a number of suitably qualified and experienced law firms (“Service Providers”) to a six lot Framework Agreement to carry out legal services for the City of Edinburgh Council and other named Scottish local authorities. The type and volume of advice required may fluctuate during the period of the Contract.
The City of Edinburgh Council seeks to establish a multi supplier Framework Agreement for a period of 2 years with the option to extend by up to a further 2 years.
The Framework Agreement shall feature up to 2 suppliers for the provision of vehicles, labour and equipment to erect, maintain and remove temporary traffic management measures at various locations throughout the City of Edinburgh and neighbouring Councils listed within the Contract Notice.
The scope of works will also include design services, signing, coning and the erection of mills type, rapidguard and rhino barriers for events.
