Edinburgh Health and Social Care Partnership (EHSCP) are looking to put a contract in place for a person-centred Critical House Cleans service. The City of Edinburgh Council are aiming for this service to enable vulnerable people to remain in or return (from hospital) to their home and to an environment that is fit to occupy. This contract will facilitate the deep cleaning, decluttering, and removal of waste from identified room(s) within a house/domestic property, making it safe, sanitary and habitable for the adult tenant/house owner. This is not an empty house clearance service.
This contract will ensure the Council has a dedicated provider that can carry out the required work for the demand throughout the lifetime of the contract and provide a service which covers the whole of the city area. The service outcomes will contribute to a positive improvement in the health and wellbeing for people who use the service, enabling them to return to a clean and safe environment and remain in their homes. Positive improvements will be achieved in the living environment for people who use the service and a resulting improvement in motivation, where appropriate, to maintain their own home. The Service outcomes shall promote the individuality, dignity, privacy, choice, safety, confidence and independence of people who use the service. This requirement supports the Council’s Wellbeing, Commitment 8. People can access the support they need in the place they live and work and Commitment 9. Improved safety and wellbeing for vulnerable citizens.

This contract is for the routine planned maintenance of Traffic Equipment including electrical and mechanical inspection and replacement of consumables.
The service is to provide over night short breaks support for children with Severe Intellectual Disability (ID) and Autism Spectrum Disorder ( ASD).
The children are referred from 4 Local Authorities (East Lothian, Midlothian, West Lothian, City of Edinburgh Council) and range in age from 5-18years. They all have Behavioural Support Plans and there requires to be support and advice given by a Clinical Psychologist to assist in the delivery of the support. It is expected that the staffing ratio of 1 staff to 1 child will be required to support this group of children.
The provider will need to be Care Inspectorate registered, have staff qualified at SVQ level 3 and with an HNC and have a strong management team to support staff working with this cohort of children.
The provider needs to also have a building that can accommodate single rooms for seven children along with appropriate staff facilities. This needs to be approximately within a 35 miles radius from the borders of West and East Lothian.
The building also needs to be adapted to ensure a safe and caring environment for the children – this needs to include windows and doors that are reinforced, secure furniture, a secure garden with appropriate play equipment, space for medical equipment and secure storage of medication.
