Test Valley Borough Council seeks an experienced public art consultant to oversee the delivery of a public art scheme for the new Riverside Park development, along Western Avenue in Andover, Hampshire, scheduled to open in Summer 2028. The commission incorporates a co-design phase to ensure the narrative and outcomes of the project are rooted in the local community and encourage a sense of belonging and ownership over the new public site. This is a fantastic opportunity to develop and implement a new brand identity for The Lights theatre in Andover, Hampshire. The Lights is a much loved and well-established venue in the town, with a strong reputation for professional and community programming. The market town of Andover is currently undergoing major redevelopment, following the adoption of an ambitious masterplan in 2020, the flagship project of which is the delivery of a new, state-of-the-art venue for The Lights, in a new location within the town centre. The long-term goal of the new venue is to act as a sustained catalyst to draw a high volume of people into the town centre across both the daytime and evening economy. It is critical that the new brand builds on the existing brand equity and resonates with customers (both existing and potential), residents, businesses and talent managers/booking agents, as well as other key internal stakeholders. Therefore, a major element of the contract will involve engaging with those key stakeholders and demonstrating an understanding of how to land messaging with key audiences. The new brand and all associated work must be ready and complete by Friday 11 September 2026.
A Competitive Flexible procurement for the pre-construction services and construction works for Andover Theatre. The existing Site is owned by the Authority. It included a vacant retail unit (Unit 62) which was last occupied by Poundstretcher. To support the construction of Andover’s New Theatre, the Authority has let a separate contract for demolition of the existing unit, leaving a clear site ready for development. The new theatre will be the new home of The Lights, a successful, Authority operated theatre venue, currently located adjacent to the Andover leisure centre. The proposed new theatre forms the cornerstone of the new Andover Masterplan (https://www.thinkandovertowncentre.co.uk/masterplan) for the regeneration of Andover to bring more business, homes and activity to the town centre. Once complete, it will transform and revitalise the site spanning between the High Street and the Town Mills Riverside Park. The estimated combined total value of the Contracts is £25 million (excluding VAT), the breakdown is as follows: • Professional Services Contract: £600,000 (exc VAT), • Main Works Contract: £24,400,000 (exc VAT). Test Valley Borough Council (TVBC) and its communities have a long track record of place-based approaches. The Council now wishes to highlight the potential for this way of working within a larger unitary council context, as part of a wider asset based preventative agenda. As a result, we are seeking to appoint a strategic partner to support the Council, local organisations and communities in a 12-month programme of work. It is intended that the programme will help us understand the way in which organisations operating, in Test Valley in future, will need to work to maximise the potential for a prevention first, relational place-based approach. In particular, we are interested in the culture that will be required within the new unitary authority to create the conditions to allow this to happen. We propose that we should use the Cabinet Office’s Test Learn and Grow principles to underpin the approach to the work, how to make it a reality and how it might be scaled up in the context of Neighbourhood Governance and Public Service Reform.
